Nature et déroulement du mandat PLANIA RAPPEL DU MANDAT Poursuivre la démarche de l’étude d’opportunité pour la mise en place d’un corridor de destination touristique riverain, déposée par Plania en janvier 2013. Plus particulièrement: • Analyser les conditions de développement du concept au plan: • environnemental, • de la desserte nautique et riveraine; • Développer un concept de développement touristique ainsi qu’un programme de mise en œuvre à court et à plus long terme; • Développer des esquisses d’aménagement pour les sites à mettre en valeur à court et moyen terme (0-5 ans) DÉROULEMENT DU MANDAT • Inventaires détaillés et visites terrain (été et automne 2013) • Étude de cadrage environnemental (automne 2013) • Rencontres avec des intervenants clé (automne 2013 • Séance de travail CUPR-TPRT (17 septembre 2013) • Élaboration d’un concept d’ensemble (automne 2013) • Développement des concepts sur les sites retenus: Chute-à-Blondeau, Ile du Chenail, Parc municipal de l’Orignal, Lefaivre, Rivière Nation-Sud, Clarence Point (automne 2013) • Présentation au Comité de développement économique (09 octobre 2013) • Élaboration d’une proposition de mise en œuvre (automne 2013) • Élaboration du rapport final (janvier 2014) 2. Retour sur le concept développé dans l’étude d’opportunité PLANIA CONCEPT DE L’ÉTUDE D’OPPORTUNITÉ Concept global • Un axe riverain et nautique structuré par la rivière et les routes 4 et 24, les villes, les villages et les composantes naturelles éloquentes; • La rive comme axe de développement dominant et des voies de pénétration dans l’hinterland (axe récréatif, pôles naturels, villages); • Une connexion avec l’extérieur, Ottawa et Rigaud; • Une complémentarité avec l’offre québécoise. CONCEPT DE L’ÉTUDE D’OPPORTUNITÉ Pôles sectoriels Le pôle nautique et le renouveau urbain de Hawkesbury Le pôle nautique et le développement de Rockland Des projets majeurs et structurants qui sont conditionnés par un contexte d’offre et de demande susceptible de se confirmer à plus long terme (horizon de 10 à 20 ans). 3. Synthèse des forces, des faiblesses et des opportunités PLANIA Synthèse des forces • Un positionnement stratégique dans une mégarégion de plus de 5 millions de résidents et la proximité d’Ottawa et de Montréal. • Un patrimoine historique qui se distingue par sa culture bilingue et une appropriation du territoire en lien avec le développement des principales activités industrielles dont l’exploitation du bois jadis et, actuellement, l’agriculture qui compose l’essentiel du cadre paysager en présence. • Un axe routier riverain (routes 4 et 24) peu fréquenté et disponible pour un parcours touristique, incluant des accotements sur la majorité du parcours. • La présence de points de contact avec l’eau par une série de quais, de parcs et de marinas. • La présence de composantes naturelles remarquables et distinctives dont la forêt Larose, le parc Voyageur et la tourbière d’Alfred. • Une vitalité culturelle qui se manifeste par des événements tels que la Foire Gourmande et le Festival de la rivière des Outaouais. • La présence de traversiers donnant accès à la rive québécoise. Une rivière qui unie deux régions touristiques potentiellement complémentaires. • Des investissements privés et publics d’envergure suprarégionale qui contribuent à l’offre touristique (le site Calypso, le sentier récréatif de P et R et le projet éducationnel et touristique écoLarose, à venir) • Une agriculture prospère qui génère des attraits agrotouristiques en émergence (Vankleek Hill vineyard, par exemple) et des paysages champêtres parmi les plus éloquents de la région. Synthèse des faiblesses • Une privatisation marquée de la rive qui limitent l’accès à la rivière depuis la route. • La présence d’infrastructures nautiques surtout d’envergure locale et offrant peu de potentiel de consolidation et de mise en valeur (stationnement, places à quai et accès réduits) • L’offre réduite en hébergement et restauration de destination en rive. Cette offre se limite actuellement surtout à des composantes dites de transit (motels) et des casse-croûtes. • Le besoin général de développer la quantité et l’amplitude des attraits touristiques dans l’ensemble des Comtés mais surtout aux abords de la rivière (offres nautique et terrestre) afin de créer une véritable route touristique. • Un besoin de signalétique (et un logo) identifiant les attraits et les parcours thématiques. La quasi absence de l’offre des Comtés dans les vitrines touristiques provinciales (kiosque provincial de l’A-417, par exemple). Synthèse des opportunités • La rivière et la culture régionale de la pratique du nautisme pour la création d’une double armature: rivière et route riveraine. • Une histoire et un patrimoine à montrer et à faire découvrir. Notamment les composantes naturelles de la tourbière d’Alfred et de la forêt Larose, les village de Vankleek Hill et l’orignal, etc. des éléments d’ancrage. • Des sites riverains publics disponibles pour une planification immédiate et des interventions marquantes. • Un axe routier à caractère paysager avec accotements sur la majorité du parcours et des liens avec la rive québécoise. • Un large bassin de population à proximité et la contribution du triangle du canal Rideau / Saint-Laurent / Outaouais, soit le réseau nautique du Nord- Est de l’Amérique. Synthèse des menaces • La multiplicité des partenaires régionaux et les divergences potentielles des intérêts spécifiques dans la poursuite d’un projet de développement récréotouristique global et structurant. • Une certaine inertie dans la vitalité de développement touristique et culturel des villes et villages. • Une compétitivité régionale et supra régionale de l’offre récréotouristique (notamment nautique) avec laquelle on doit s’arrimer. • La difficulté dans l’obtention à moyen terme d’une masse critique d’attraits touristiques capable de créer une offre bien identifiable et cohérente. • La compétition pour les appuis financiers des gouvernements supérieurs dans le développement de projets touristiques 4. L’approche de développement touristique PLANIA Principaux objectifs du projet • Agir dans le milieu avec audace et créativité, propulsant au plan touristique les Comtés de Prescott et Russell dans le 21e siècle. • Profiter de la synergie rivière et bande riveraine. Tous les projets doivent interpeler tant les visiteurs terrestres (automobile, vélo, marche) que les plaisanciers (connectivité terre/eau).

    COMPREHENSION OF WARNING AND REGULATORY SIGNS FOR SPEED Bryan J. Katz Gabriel K. Rousseau, Ph.D. Davey L. Warren Abstract. When signs or other traffic control devices are used, it is essential that drivers understand the message and know how to take action appropriate to the situation. Failures in sign comprehension could increase driving hazards. The present research investigated comprehension for several types of speed management signs including animal presence warnings involving a flashing beacon, regulatory and advisory warnings, and variable speed limit signs with text and animation. The goal of this study was to determine if people make any problematic inferences from these types of signs. There were 103 participants in this research study. Participants viewed the signs, described what the signs meant, and then completed a comprehension task in which statements about each sign were presented and participants indicated whether the statement was true of the sign. The results from the comprehension task are described in this paper. Findings indicated that: (1) many participants failed to recognize that a hazard may still exist when the beacon attached to the animal presence sign is off, (2) many people thought that an advisory speed on a warning sign is an enforceable, legal speed limit, and (3) the variable speed limit sign was understood with either a text message or with animation. The most critical problem found in this study involved the animal presence signs. Further research is recommended to study better techniques to communicate the dynamic nature of the animal hazard to drivers. BACKGROUND In 2001, almost 13,000 people died in vehicle crashes where speed was a contributing factor.

SIGNS AND MARKINGS Section 8B.01 Purpose Support: 01 Passive traffic control systems, consisting of signs and pavement markings only, identify and direct attention to the location of a grade crossing and advise road users to slow down or stop at the grade crossing as necessary in order to yield to any rail traffic occupying, or approaching and in proximity to, the grade crossing. 02 Signs and markings regulate, warn, and guide the road users so that they, as well as LRT vehicle operators on mixed-use alignments, can take appropriate action when approaching a grade crossing. Standard: 03 The design and location of signs shall comply with the provisions of Part 2. The design and location of pavement markings shall comply with the provisions of Part 3. Section 8B.02 Sizes of Grade Crossing Signs Standard: 01 The sizes of grade crossing signs shall be as shown in Table 8B-1. Option: 02 Signs larger than those shown in Table 8B-1 may be used (see Section 2A.11).
