Department of the Interior Bureau of Land Management Abstract The Bureau of Land Management-Alaska Northern Field Office and the University of Alaska Museum Herbarium entered into an agreement to search for rare plants in the Toolik and Galbraith Lake Areas of Environmental Concern (ACEC) in the northern foothills of Alaska’s Brooks Range. The information gathered in this project will enable the Bureau of Land Management to address management issues concerning the conservation of rare plant species that occur on these lands. Claytoniella bostockii (A. E. Pors.) Jurtz (Portulaceae) [ = Montia bostockii (A. E. Pors. ) Welsh] was found during the inventory in the Toolik Lake ACEC. In addition, the inventory revealed that this plant is more common in the area than previously thought. C. bostockii was found in several vegetation complexes, but most fre­ quently in the Moist and Dry Nonacidic Tundra complexes. The 1996 National List reflects a significant amount of new information that has become available since 1988 on the wetland affinity of vascular plants. This new information has resulted from the extensive use of the 1988 National List in the field by individuals involved in wetland and other resource inventories, wetland identification and delineation, and wetland research. Interim Regional Interagency Review Panel (Regional Panel) changes in indicator status as well as additions and deletions to the 1988 National List were documented in Regional supplements. The National List was originally developed as an appendix to the Classification of Wetlands and Deepwater Habitats of the United States (Cowardin et al.1979) to aid in the consistent application of this classification system for wetlands in the field.. The 1996 National List also was developed to aid in determining the presence of hydrophytic vegetation in the Clean Water Act Section 404 wetland regulatory program and in the implementation of the swampbuster provisions of the Food Security Act. While not required by law or regulation, the Fish and Wildlife Service is making the 1996 National List available for review and comment.

Webb TAXONOMIC PUZZLE USING TAXONOMIC CONCEPTS1 ABSTRACT Trans-Beringia taxa often present complex puzzles for taxonomists, a reflection of differing traditions and opinions, taxonomic approaches, and access to material from both sides of the Bering Strait. There is wide biological variation in perceived or circumscribed taxa whose populations are widespread within the regions and yet biogeographically isolated in Asia and/or America. The Claytonia arctica complex is one such example; it illustrates these issues well and has been dealt with by North American and Russian botanists in decidedly different ways. We reviewed specimens and examined the various taxonomic concepts of C. arctica through time and source publications. The relationships (alignments) among taxonomic concepts are presented in a graphical format. We found that much of the confusion related to C. arctica in Beringia stems from overlooking C. scammaniana Hult´en sensu Hult´en (1939), and placing too much emphasis on the woody caudex and perennation structures, during the creation of two taxonomic concepts: C. arctica Adams sensu Porsild and C. porsildii Jurtzev sensu Yurtsev. The C. arctica complex (in our current sense) is an evolutionary work in progress, resulting in partially differentiated races with much overlapping variability and intergradation of characters (particularly in C. scammaniana according to our current sense) that have not reached the level of stability (i.e., individuals may still intergrade freely) usually associated with the concept of species in other arctic lineages.

Box 5-549 Fort Richardson, Alaska 99505-0549 November 2006 Abstract Stewart River Training Area was surveyed for the presence of rare vascular plants in July 2006. A crew of four botanists surveyed all major habitats and substrates in the course of five days. A total of 155 specimens were collected, including a number of species that are rare in the state or globally. The rare species were arctic wormwood, (Artemisia senjavinensis; Alaska Natural Heritage Program Rank: G3-S2S3), Blaisdell’s bittercress (Cardamine blaisdellii; G4T3T4-S2S3), mountain stitchwort (Minuartia biflora; G5-S3S4), Walpole’s poppy (Papaver walpolei; G3-S3), Anvil Mountain primrose (Primula anvilensis; G3G4-S3S4), Greenland buttercup (Ranunculus auricomus; G5-S2), and matted starwort (Stellaria dicranoides; G3-S3). An additional species of candytuft (Smelowskia) may be a rare species, but determination by taxonomic experts is required. Four of these species (A. senjavinensis, P. walpolei, Smelowskia sp., and Stellaria dicranoides) were associated with barren carbonate outcrops in multiple sites in the training area. Blaisdell’s bittercress (C. blaisdellii) and Anvil Mountain primrose (Primula anvilensis) were encountered frequently in wet herbaceous meadows with some ground flow of water. We collected Greenland buttercup (R. auricomus) in only one location, composed of few individuals, in a shrub-meadow mosaic.

    Chapter 3: Dalton Corridor Region Dalton Corridor Region (D) The Dalton Corridor Region encompasses an area of approximately 1.1 million acres, extending from the Chandalar Shelf at the Umiat Meridian, North to the terminus of the Dalton Highway in Deadhorse. The Dalton Corridor Region is defined by the James Dalton Highway, and legislatively identified in AS 19.40 as an area within five miles of the highway right-of-way. North of the Brooks Range the region contains the Sagavanirktok (“Sag”) River on its northerly flow to Deadhorse. The Trans-Alaska Pipeline System (TAPS) generally parallels the Dalton Highway, and also falls within the region. The terrain varies widely across the region from end to end, and transitions from high alpine tundra and rugged mountains at the southern end, to low arctic tundra and wetlands on the northern extent. This region embodies the greater North Slope area and is a uniquely contiguous transect from the peak of the Brooks Range down to the toe of the slope. All lands within the region are either state-owned or state-selected, with the exception of the area between Galbraith Lake and Atigun Pass which are within five miles of Arctic Refuge, and the Chandalar Shelf area which is within five miles of Gates of the Arctic National Park and Preserve. In these areas, the region boundary follows the LDA. North of Happy Valley there are numerous active municipal entitlement selections by the North Slope Borough. Distribution and Characteristics Within the corridor region, approximately 1/3 of the area, encompassing the entire southern portion, is comprised of federal public land managed by BLM that is state-selected or top filed under Section 906(e) of the Alaska National Interest Lands Conservation Act (ANILCA).

    Galbraith Lake Airport and Access Road Compliance The proposed action is in conformance with the approved Bureau of Land Management Utility Corridor Resource Management Plan approved January 11, 1991. The project has been considered in the context of public health and safety and consistency with regards to Federal, State, and local laws. Selected Action The proposed action described in the Category Exclusion mentioned below is the selected action. A twenty (20) year airport lease case file F-12632 and a twenty (20) year right-of-way grant case file F-91217 for the access road from the Dalton Highway MP 275 to the airport will be issued to the State of Alaska, Department of Transportation and Public Facilities. This lease and grant is for the continued operation of the Galbraith Lake Airport and the access road to the airport. Compliance with NEPA: The proposed action is categorically excluded from further documentation under the National Environmental Policy Act (NEPA) in accordance with United States Department of the Interior 43 CFR §46.210 or United States Department of Interior Manual, Part 516, Chapter 11 which provides: 11.9 E (Realty) (9) Renewals and assignments of leases, permits, or rights-of-way where no additional rights are conveyed beyond those granted by the original authorizations.
