Digital mapping ● The process of digital mapping of the 1,731 colonies of Delhi will be completed by December 31 this year. ● The government has kept the registration rates nominal, but several members demanded that charges be removed altogether. Floor Test ● The Supreme Court in its previous judgements have pronounced that floor tests should follow within 24 to 48 hours of swearing-in. This is because, it will increase risks of horse trading and corruption. S R Bommai Case ● The concept of floor test was introduced by the SC’s judgement in 1994 in SR Bommai case. ● SC referred to Article 164 of the constitution. ● SC interprets the article’s words “Council of ministers shall be collectively responsible to the Legislative Assembly of the state” as the ultimate test of majority is not held in Raj Bhavan but on the floors of the assembly. Previous SC Judgements ● In 2018, SC ordered a floor test within 24 hours after BJP leader Mr Yeddyurappa was sworn in as the CM of Karnataka. ● In 2005, SC ordered an immediate floor test to see which of the political alliances has majority in the house of Jharkhand ● In 1998, SC ordered for a floor test to be held within 48 hours to determine majority in the Uttar Pradesh assembly. Page 1: Google warned 500 Indians on phishing Google sent out over 12,000 warnings to users globally, including about 500 in India, during the period from July to September this year, alerting them to “government-backed” phishing attempts against them. ● This comes close on the heels of the Facebook-owned WhatsApp disclosing that an Israeli spyware, Pegasus, was used to spy on journalists and human rights activists globally, including 121 people in India. ● Google said its Threat Analysis Group (TAG) works to counter targeted and government- backed hacking against Google and its users. ● The TAG tracks more than 270 targeted or government-backed groups from more than 50 countries ● Stating that the company had a long-standing policy to send users warnings if it detects that they are the subject of state-sponsored phishing attempts, Google said that from July to ©Jatin Verma All Rights Reserved. https://www.jatinverma.org Page | 6 September 2019, it sent more than 12,000 warnings to users in 149 countries that they were targeted by government-backed attackers. What is phishing? ● It is the act of sending an email to a user falsely claiming to be an established legitimate enterprise in an attempt to scam the user into surrendering private information that will be used for identity theft. ● Phishing email will direct the user to visit a website where they are asked to update personal information, such as a password, credit card, social security, or bank account numbers, that the legitimate organization already has. ● The website, however, is bogus and set up only to steal the information the user enters on the page. ● Phishing, also referred to as brand spoofing or carding, is a variation on “fishing,” the idea being that bait is thrown out with the hopes that while most will ignore the bait, some will be tempted into biting. ©Jatin Verma All Rights Reserved. https://www.jatinverma.org Page | 7 Page 9: Nod for defence purchase worth ₹22,800 cr. The Defence Acquisition Council (DAC), chaired by Defence Minister Rajnath Singh, met and approved the procurement of weapons and equipment worth ₹22,800 crore. Among them are six additional P-8I long-range patrol aircraft to be procured from the U.S. for the Navy and additional indigenous Airborne Warning and Control System (AWACS) aircraft for the Indian Air Force (IAF). As a follow-up to the successful indigenous Airborne Early Warning and Control (AEW&C) programme, the DAC revalidated the Acceptance of Necessity (AoN) for the procurement of additional AWACS aircraft. The Ministry said. “The mission system and sub-systems for these aircraft would be indigenously designed, developed and integrated into the main platform by the Defence Research and Development Organisation (DRDO).” The IAF now operates three Israeli Phalcon AWACS and three smaller indigenous Netra AEW&C systems mounted on Embraer aircraft. A shortage of these force multipliers was felt during the aerial engagement with the Pakistan Air Force, a day after the Balakot air strike in February. Lok Sabha passes Bill banning e-cigarettes The Prohibition of Electronic Cigarettes (Production, Manufacture, Import, Export, Transport, Sale, Distribution, Storage, and Advertisement) Bill, 2019 was introduced in Lok Sabha by the Minister of Health and Family Welfare. It replaces an Ordinance promulgated in September 2019. The Bill seeks to prohibits the production, trade, storage, and advertisement of electronic cigarettes. Highlights of the Bill Electronic cigarettes: The Bill defines electronic cigarettes (e-cigarettes) as electronic devices that heat a substance, which may contain nicotine and other chemicals, to create vapour for inhalation. Banning of e-cigarettes: The Bill prohibits the production, manufacture, import, export, transport, sale, distribution and advertisement of e-cigarettes in India. ©Jatin Verma All Rights Reserved. https://www.jatinverma.org Page | 9 Storage of e-cigarettes: ● Under the Bill, no person is allowed to use any place for the storage of any stock of e- cigarettes. Powers of authorised officers: ● If an authorised officer believes that any provision of the Bill has been contravened, he can search any place where trade, production, storage or advertising of e-cigarettes is being undertaken. ● If the property or records found during the search cannot be seized, the authorised officer can make an order to attach such property, stocks or records.
