Selection Criteria Policy for Vietnam 2021Asean Para Incorporation Registration No.: 200812207D Add: 3 Stadium Drive, #01-34, Singapore 397630 Tel: +65 6346 1158 SELECTION CRITERIA POLICY FOR VIETNAM 2021 ASEAN PARA GAMES DATES TBC 1. Nomination a. Singapore Disability Sports Council (SDSC) and National Sports Associations (NSAs) to nominate athletes to represent Singapore at the Vietnam 2021 ASEAN Para Games according to Singapore National Paralympic Council (SNPC) eligibility and selection criteria as mentioned below. The final selection of athletes remains at the discretion of the SNPC. b. In its nominations, SDSC/NSAs should state clearly using the prescribed form the justification for the athletes to be selected. Refer to Annex B for the required information and justifications. c. Athlete’s eligibility for nomination: – Must be a Singapore citizen; – Must be at least 15 years of age in 2021 (Calculation: 2021 minus year born); – Compliance with the sport specific classification rules1; and – Must be in good standing2 with SNPC and SDSC. 2. Selection Criteria a. Athletes/ teams who have performances during the qualification period (as stated in paragraph 2g) that at least matches, in official time/distance/score/mark, the 3rd placing of the Kuala Lumpur 2017 ASEAN Para Games. For non-quantifiable sport3, comparative performances against the 3rd placing at the Kuala Lumpur 2017 ASEAN Para Games will be taken into consideration in determining their eligibility for selection. b. Should the event or sport not be in the Kuala Lumpur 2017 ASEAN Para Games, the top two (2) placed athletes/ teams of the specific class based on time/distance/score/mark at national games (Eg. Singapore National Para Games, Haw Par National Youth Para Athletics, Haw Par National Youth Para Swimming, 1 Must have their classification confirmation prior to the start of the games 2 Complies with the high standard of sporting behaviour and ethical conduct, and not under any form of disciplinary suspension 3 Quantifiable Sports - sports results that are measurable (time based, distance and point scoring during game play). Non-quantifiable sports have outcome results that are not measurable (Outcomes based on scores from a panel of judges) Incorporation Registration No.: 200812207D Add: 3 Stadium Drive, #01-34, Singapore 397630 Tel: +65 6346 1158 National Inclusive Athletics Championships, National Inclusive Athletics Swimming Championships), national trials or competitions for the sport as identified and published by SDSC, NSAs and/or SNPC’s website may be eligible for selection. There must be at least 4 or more competitors in the race or event for the 2nd placed athlete/ team to be considered. If the numbers of competitors are 3 or less, only the 1st placed athlete/ team may be eligible for selection. Nominations must also be supported with a comparison of the athlete’s time/score/mark/rank against regional and/or national results (E.g. Using Indonesia 2018 Asian Para Games results/ regional games). c. Developmental athletes4 whose performance achieved during the qualification period (as stated in paragraph 2g) showing the variance of not more than 10% from the 3rd placing of the Kuala Lumpur 2017 ASEAN Para Games may be considered for selection. d. The selection of athletes/ teams will also be based on the availability of the events and the number of slots available in each event. Sports are encouraged to have a reserve list of athletes (when applicable) in the event that selected athletes have to pull out after being selected. Athletes on the reserve list must also meet the eligibility and nomination criteria. e. All results submitted for consideration must take place at SDSC/NSAs identified local and international championships and trials. SDSC/NSAs may submit results from overseas events of athletes living, studying or working overseas. However, these events have to be properly accredited, sanctioned and endorsed by SDSC/NSAs for the results to be accepted. f. The qualification period will be from 1 Apr 2020 - 30 June 2021. Athletes/teams that qualify after the qualification period will be reviewed on a case-by-case basis. No nominations will be considered once Entry By Names has been submitted to the games organiser. 4 Developmental athletes refer to athletes who have participated in para-sports in an international competition for not more than five years Incorporation Registration No.: 200812207D Add: 3 Stadium Drive, #01-34, Singapore 397630 Tel: +65 6346 1158 g. Quantitative results comparison • Performance results of athletes/ teams being nominated should also include the number of competing countries or athletes (e.g. Athlete XYZ came in 5th out of 10 athletes or Team A came in 1st out of 6 countries). h. Combine class or team events considerations • Athletes/ teams who do not meet the minimum 3rd placing MQS but are needed to form a combined class or category of events or team events may be considered for selection. 3. Additional Considerations In addition to the above selection criteria, the following may be taken into consideration by SNPC when assessing nominated athletes: • Attitude and behaviour; • Current skill level and fitness; • Level of commitment and attendance; • Potential for future development; and • Ability to demonstrate team spirit and works well with teammates. 4. Selection and Appeal Process a. Results from the SNPC final selection will be published on the SNPC website. b. An appeal against non-selection by SNPC must be made in writing using the prescribed form as published on SNPC’s website within 3 days (72 hours) of the announcement of the athletes selected for the Vietnam 2021 ASEAN Para Games. c. The ground for any appeal is that: • The athlete’s omission was a result of a failure by SNPC to properly apply the eligibility and selection criteria set out in this policy; • The athlete’s omission was a result of a failure by SNPC to adhere to the terms set out in this policy; Incorporation Registration No.: 200812207D Add: 3 Stadium Drive, #01-34, Singapore 397630 Tel: +65 6346 1158 • Existence of fresh and compelling evidence and/or data which had not been submitted in the initial nomination. Appeals must be made in writing and accompanied by a cheque of S$100.00, payable to “Singapore National Paralympic Council”. If the appeal is successful, the cheque will be returned. d. SNPC Appeals Committee will consider and deliberate the appeal and, if deemed justifiable, will hear the appeal by the athlete concerned. e. SNPC will, in writing, inform all parties about the decision taken to either uphold or reject the appeal. The decision will be final and no further appeal or correspondence will be entertained. f. Associate Directors worked with other individuals and teams, which included profes- sionals, schools (comprising special education schools, secon- dary and tertiary institutions) and volunteers. 3 IMPACT The Ceremonies generated positive impact to its audiences, par- ticipants, partner institutions, and creative team members. Singa- pore’s Prime Minister called it ‘spectacular’. Together with the suc- cessful run of the Games (‘best ever’ — The New Paper 2015), they are paving the way for a paradigm shift in the disability dis- course in Singapore and the region. Firsts for the Ceremonies include: being beamed live to 3 countries and Youtube to 600 mil- lion in the region and beyond, with live interpretation and live cap- tioning. For a partnering school, the process was ‘exceptional’, letting ‘the status of our students with disabilities soar to great heights in an international platform’ (Metta School).

Malaysian athletes start to participate in international competition since 1962, and local games had been organized back in 1982 with the introduction of the Paralympic Games. The article also illustrates the medal achievement where Malaysian contingent achieved a total of 1700 medals at the ASEAN Para Games from 2001-2017. In FESPIC and Asian Para Games, a total of 582 medals was won from the year 1982-2018. At the FESPIC and Asian Youth Para Games, a total of 189 medals won from the year 2003-2017. The highest achievement came from the Paralympic games as Malaysian won 11 medals in total from the year 1962-2016. More need to be done to establish para sports in Malaysia with the support of every parties including the government and the media.
