1 INTRODUCTION

1.1 Brief

1.1.1 Bidwells Transport Planning has been commissioned by Insigniacorp Ltd to undertake a Transport Statement in support of proposals for 14 residential flats and associated parking and access on land formerly occupied by Wintry Park Service Station, Thornwood Road, Epping.

1.2 Background

1.2.1 The Wintry Park site used to operate as a petrol filling station and is situated to the north western side of Thornwood Road to the north east of Epping town centre. It is proposed to introduce 14 residential flats on the site. Access to the dwellings will be made via a new access off Thornwood Road with parking facilities provided within the grounds of the new development.

1.2.2 The following matters have been considered in this Transport Statement:

ƒ Section 2 details the existing situation in terms of the site area, location and its use along with baseline transport information.

ƒ Section 3 sets out the proposals for the site, the access, parking and servicing considerations and the trip generation and its impact.

ƒ Section 4 provides a summary of the Transport Statement and its conclusions.

2 EXISTING CONDITIONS

2.1 Existing Site Information

2.1.1 The proposal site is located on the B1393 Thornwood Road in Epping, Essex. The town of Epping is located approximately 17 miles north east of central London and has a population of 11,000 (2001 Census). The site location is shown in Appendix A. The site is located in the District of Essex.

2.1.2 Epping is well connected by road with the M25 motorway passing to the south of the site offering access across the whole of Greater London and the M11 passes to the west of the site, providing a good road link between London and Stansted Airport and further north to Cambridge.

2.1.3 The town is also the final station on the 'Central' line of the with direct rail services into central and west London. Several bus services also operate through Epping town centre and pass the site, connecting to more local centres across the region.

2.1.4 The site is situated to the north east of Epping town centre on land off B1393 Thornwood Road and is in close proximity to Wintry Wood. The site itself comprises a former petrol filling station which had two points of access, both off Thornwood Road and approximately 15 metres apart.

2.1.5 B1393 Thornwood Road is a single carriageway two-way road which runs approximately north east to south west and is subject to a 50mph speed limit past the site. At its north eastern end, the B1393 forms a roundabout junction with the A414 and M11 at junction 7. The A414 runs primarily east to west and connects the towns of , , Hertford and Hatfield. At its south western end, after passing through the town of Epping, the B1393 forms a roundabout junction with A121, A104 and B172 to the north west of Loughton town centre. Access to the M25 at junction 26 can be made via the A121. Approximately 200 metres south west of the site, the B1393 Thornwood Road forms a signalised junction with B181 The Plain which runs south west to north east though the village of North Weald and ultimately connects with the A414.

2.1.6 Along the frontage of the site, B1393 Thornwood Road is street lit and has a 2.4 metre footway along the north western side. To the south west of the signalised junction with B181 The Plain, the B1393 Thornwood Road becomes Palmers Hill and is subject to a 30mph speed limit with a footway along both sides. The footways provide a continuous route from the site into Epping town centre which is one kilometre away, well within the acceptable walking distance suggested in PPG13. Epping town centre provides a variety of shops, bars, restaurants, services and a supermarket.

2.1.7 The principle land use abutting Thornwood Road around the proposed site is residential along its north western side and woodland along its south eastern side.

2.1.8 The site is proposed to have one access point which will be located between the two existing access points to the site. The two existing access points to the former petrol filling station will be closed as a result of the development.

2.2 Baseline Transport Data

2.2.1 As considered above, the characteristics of both the operation and quality of the highway network in the vicinity of the site is commensurate with its residential locality.

2.2.2 The trip patterns associated with the petrol filling station were typified by a high volume of turning movements into and out of the site during the network peak hours.

2.2.3 Thornwood Road itself is of a good standard and is 6.5 metres wide in the vicinity of the site access.

2.2.4 Epping London Underground station is located approximately 1500m from the site which is again within acceptable walking distance in accordance with PPG13. The Central line service is available from the station and serves central London and further west to West Ruislip. During the AM peak, there is a service every 7-10 minutes and a service every 8-11 minutes in the PM peak. The journey from Epping to Liverpool Street takes approximately 37 minutes. A 519 space car park is provided at Epping tube station along with cycle racks.

2.2.5 Table 2.1 sets out the various train routes, frequencies and operating times.

2.2.6 In terms of bus services, there are several routes which serve Epping with services available to Harlow, Loughton, Chelmsford, Bishops Stortford and Stansted Airport. Bus stops are provided on along Palmers Hill and The Plain approximately 300 metres from the site. The journey from Epping

to Harlow on the H1 service takes approximately 20 minutes. A map of the services around Epping is held in Appendix B.

2.2.7 Table 2.2 sets out the various bus routes, frequencies and their operators in the vicinity of Wintry Park.

2.2.8 With several bus routes available through Epping along with the proximity of Epping London Underground station, the site is well accommodated for by public transport.

2.3 Existing Traffic Impact

2.3.1 In order to estimate the number of vehicle movements which were generated by the petrol filling station at Wintry Park, the TRICS 2008(a) database has been analysed. The 'petrol filling stations – petrol filling stations' category was interrogated to obtain trip rates for petrol filling stations between 0.09 and 1.0 hectares. It has been assumed that, given the size of the site, no large retail was associated with the former filling station. The TRICS data is held in Appendix C.

2.3.2 Table 2.3 provides a summary of the trip rates extracted from the TRICS database.

2.3.3 Based upon the rates provided above, Table 2.4 summarises the trip generation for the former petrol filling station at Wintry Park.

2.3.4 The information shown in Table 2.4 forecasts that a total of 79 turning movements could have been generated by the site during the AM peak period 08:00 to 09:00 and 85 turning movements potentially generated in the PM peak of 17:00 to 18:00.

3 PROPOSED DEVELOPMENT

3.1 Description of Development

3.1.1 A plan of the proposed site layout is shown in Appendix D and illustrates the principle point of access to the development and the proposed site layout.

3.1.2 It is proposed to provide 14 residential flats on the land at Wintry Park, eleven of which will be two bed units and three will be three bed units. Associated car parking, cycle parking, servicing and a turning area will also be provided within the grounds of the site. Access to the site will be made via a new formalised junction arrangement and an access road with a width of 4.2 metres and a 1.2 metre footway will be provided.

3.2 Trip Characteristics

3.2.1 The majority of trips associated with the proposed development will be on foot, by bicycle or via private car and will replace the trips formally associated with the existing permitted land uses on the site.

3.3 Traffic Impact

3.3.1 In order to estimate the number of vehicle movements which will be generated by the development proposals at Wintry Park, the TRICS 2008(a) database has been analysed. The 'residential – flats privately owned' and 'residential – flats for rent' categories were interrogated to obtain trip rates for residential developments between 13 and 215 units and 15 and 339 units respectively. The TRICS data is held in Appendix C.

3.3.2 Tables 3.1 and 3.2 provide a summary of the trip rates extracted from the TRICS database.

3.3.3 Based upon the rates provided above in Tables 3.1 and 3.2, Tables 3.3 and 3.4 summarise the trip generation for the proposed site at Wintry Park based on privately owned and rented scenarios.

3.3.4 The information shown in Table 3.3 forecasts that if all units were privately owned there will be a total of four trips generated by the site during the AM peak period 08:00 to 09:00 and three trips generated in the PM peak of 17:00 to 18:00.

3.3.5 The information shown in Table 3.4 forecasts that if all units were rented there will be a total of four trips generated by the site during the AM peak period 08:00 to 09:00 and five trips generated in the PM peak of 17:00 to 18:00.

3.3.6 Both tables indicate that the forecast trips generated by the proposal site whether it be privately owned flats or rented flats will be significantly less that those previously generated by the petrol filling station of 79 in the AM Peak and 85 in the PM peak (see Table 2.3). It should be noted that the forecast trips for the residential development also use 85th%ile trip rates whereas those for the petrol

filling station use average trip rates, making the trips for the residential flats are 'worst case' and providing a more robust assessment.

3.4 Access and Parking

3.4.1 Access to the proposed residential dwellings at Wintry Park will take place via a new access with a ramp provided into the car park. The proposed site layout plan and access ramp design is held in Appendix D.

3.4.2 The available visibility at the junction has been assessed. Visibility at the new access point is available in accordance with the guidance set out in TD 42/95 'Geometric Design of Major/Minor Priority Junctions' for this type of residential access. Visibility at 2.4m by 160m can be achieved in both directions commensurate with the speed of traffic on the road and its corresponding stopping sight distance. The visibility splays are shown in Appendix E.

3.4.3 A new shared driveway ramp will be provided with a minimum width of 4.2 metres along with secure cycle parking and car parking spaces for 27 vehicles. The number of car parking spaces is slightly higher than those suggested in the Essex County Council Design Guide of 1.5 spaces per dwelling. However, the development is out of the centre of Epping and therefore away from public transport plus overspill parking onto the B1393 in this particularly sensitive area would not be acceptable.

3.4.4 The access ramp to the proposed basement car park will have a gradient of 1:6 with 3 metre transitions of 1:12 at both ends of the ramp to avoid vehicle grounding. This is in accordance with the recommendations in The Institute of Structural Engineers document ‘Design recommendations for multi-storey and underground car parks’ (June 2002). There will be 6 metres provided from the end of the ramp to the edge of the Thornwood Road carriageway allowing the driver to stop on a level and have clear visibility to assess approaching vehicles or pedestrians along Thornwood Road.

3.4.5 Refuse collection will take place from Thornwood Road with the bin store located at the front of the property.

3.4.6 It is considered that the rationalisation of the access points associated with the site will reduce the number of potential conflict points on the B1393 and as such, be of benefit to highway safety and capacity in the vicinity of the site.

4 SUMMARY AND CONCLUSIONS

4.1 Summary

4.1.1 It is proposed to develop 14 residential flats with associated parking facilities on land formerly occupied by Wintry Park Petrol Filling Station, Thornwood Road, Epping. This Transport Statement has considered in detail the movement implications of providing the residential dwellings.

4.1.2 The development site will be accessed via a new access point and the two previous access points associated with the petrol filling station will be closed. The access to the proposed site has been assessed and benefits from sufficient available visibility at 2.4m by 160m in both directions commensurate with the recommended distances as set out in TD42/95 Geometric Design of Major/Minor Priority Junctions. This is an improvement over the former access arrangements.

4.1.3 The site is considered to be accessible and offer opportunities to access local public transport services as well as providing for access by cycles and cars.

4.1.4 The TRICS 2008(a) database has been interrogated to calculate the potential local trips on the highway network. This equates to four trips in the AM peak and three trips in the PM peak should the flats be privately owned and four trips in the AM peak and five trips in the PM peak should the flats be rented. With either scenario, this is significantly less than the trips generated by the previous petrol filling station land use. The reduction in the number of trips generated by the proposed development will have a net beneficial impact on the highway network in the vicinity of the site.

4.1.5 Vehicles can park and turn around within the grounds of the proposed dwellings and a secure cycle parking area will also be provided. Refuse collection will take place from the kerbside of Thornwood Road.

4.2 Conclusions

4.2.1 The assessment demonstrates that proposals will not have a material impact on the local highway and transport network either for the purposes of transport capacity or highway safety.

4.2.2 In view of the foregoing, it is considered that there are no substantive highways or transportation reasons why the planning application should not be approved.
