Photo taken on 24 November 2014. "The conflict took an extreme toll on civilians in 2014. Mortars, IEDs, gunfire and other explosives destroyed human life, stole limbs and ruined lives at unprecedented levels. The thousands of Afghan children, women and men killed and injured in 2014 attest to failures to protect civilians from harm. All parties must uphold the values they claim to defend and make protecting civilians their first priority.” Nicholas Haysom, United Nations Special Representative of the Secretary-General in Afghanistan, December 2014, Kabul “This annual report shows once again the unacceptable price that the conflict is exacting on the civilian population in Afghanistan. Voices from the borderlands 2020 Illicit drugs, development and peacebuilding About Voices from the borderlands 2020 Voices from the borderlands 2020 is the flagship publication of Drugs & (dis)order, a four-year research project generating new evidence on how to transform illicit drug economies into peace economies. It aims to bring to light some of the experiences and perspectives we have been hearing in our fieldwork across seven drug- and conflict-affected borderlands of Afghanistan, Colombia and Myanmar. It is intended for a broad audience of researchers, practitioners and policymakers working on issues related to drugs, development and peacebuilding. The testimonies in this report offer valuable insights into how illicit drugs – and drug policies – impact the dynamics of violence and peace, poverty and development, and insecurity and resilience. Acknowledgements Voices from the borderlands 2020 has been prepared by members of the Drugs & (dis)order team, led by Jonathan Goodhand, Patrick Meehan, Frances Thomson, Maziyar Ghiabi and Louise Ball (SOAS University of London). The Colombia chapter was prepared by Francisco Gutierrez, Camilo Acero, Diana Machuca, Sebastian Cristancho, Luis Castillo (Universidad Nacional de Colombia) and Frances Thomson; the Afghanistan chapter was prepared by Jonathan Goodhand and Jasmine Bhatia (SOAS University of London); and the Myanmar country chapter was prepared by Patrick Meehan, Mandy Sadan (Oxford School of Global and Area Studies, University of Oxford), Dan Seng Lawn (Kachinland Research Centre), and Sai Aung Hla (Shan Herald Agency for News).
