The US President Donald Trump’s reported decision abruptly to call off military strike against Iran which he’d previously ordered, highlights the growing complexity of the US-Iranian entanglement. Indeed, it takes political courage to rationalise amidst such a dangerous situation that discretion is the better part of valour. Trump has been smart enough. But, having said that, there’s going to be downstream consequences. The Trump administration appears paralysed. And Tehran has seized the diplomatic initiative. What prompted Trump’s rethink? Surely, the rethink somewhatlegitimises the Iranian assertion that it shot down the American drone which intruded into its air space. (In fact, Iran has since claimed that it recovered the debris of the downed US drone in the country’s southern waters.) The US has a history of lying in such situations. Remember the downing of a scheduled Iranian passenger Airbus A300 flight in 1988 by an SM-2MR surface-to-air missile fired from USS Vincennes killing all 290 people including 66 children on board? The US, at the level of Vice-President George HW Bush lied over US culpability, saying, “I will never apologise for the United States — I don’t care what the facts are… I’m not an apologise-for-America kind of guy.” Only years later in 1996 Washington agreed to pay Iran US$131.8 million in settlement to discontinue a case brought by Iran in the International Court of Justice relating to this incident. -

Wszolek, B.A., M.A. ***** The Ohio State University 2007 Dissertation Committee: Approved by Brian Pollins, Adviser Daniel Verdier Adviser Randall Schweller Graduate Program in Political Science ABSTRACT The assertion that clear signaling prevents unnecessary war drives much of the recent developments in research on international crises signaling, so much so that this work has aimed at identifying types of clear signals. But if clear signals are the only mechanism for preventing war, as the signaling literature claims, an important puzzle remains — why are signals that combine both carrot and stick components sent and why are signals that are partial or ambiguous sent. While these signals would seemingly work at cross-purposes undermining the signaler’s goals, actually, we observe them frequently in crises that not only end short of war but also that realize the signaler’s goals. Through a game theoretic model, this dissertation theorizes that because these alternatives to clear signals increase the attractiveness, and therefore the likelihood, of compliance they are a more cost-effective way to show resolve and avoid unnecessary conflict than clear signals. In addition to building a game theoretic model, an additional contribution of this thesis is to develop a method for observing mixed versus clear signaling strategies and use this method to test the linkage between signaling and crisis outcomes. Results of statistical analyses support theoretical expectations: clear signaling strategies might not always be the most effective way to secure peace, while mixed signaling strategies can be an effective deterrent. -
The Impact of the Terrorism on North African Tourism
The impact of the terrorism on North African tourism Florentina-Stefania NEAGU The Bucharest University of Economic Studies, Bucharest, Romania [email protected] Abstract. Tourism is one of the most important sector of the national economy and in the same time is the main reason for which the tourists visit the North African states. In 2015, the total contribution of North African tourism represent 10.8% from GDP registering an increase of 1.4% compared to 2014, also the contribution of tourism to employment was 10.4 % in 2015. But this increase was affected by the terrorist attacks in Algeria, Egypt, Libya, Morocco and Tunisia. According to Global Terrorism Index for 2016, these countries are in the ranking of states with the highest impact of terrorism. Security situation in 2015 is the following: 947 incidents, 1198 deaths, 1603 injured, 264 property damages. This situation greatly influences the decision of tourists to travel in these countries. For demonstrate what is the impact on terrorism in this region have been analized the data bases of World Travel and Tourism Council, Council and Foreign Relations and Global Terrorism Database for the period 2010-2015. If the terrorist attacks continue in the next years not only the tourism will be affected but also the activities of its associates. Keywords: tourism, tourists, terrorism, security. Introduction The tourism industry annually attracts millions of tourists who want to discover new places, have fun and practice sports. The purpose of tourism is to satisfy the needs of tourists by providing them comfortable accommodation, food of the highest quality and providing entertainment. -

Previous research found that conservatives report feeling happier than liberals and yet liberals “display greater happiness” in their language than do conservatives. However, some of the previous studies relied on questionable measures of political orientation and affective language, and no studies have examined whether political orientation and affective language are nonlinearly related. Revisiting the same contexts (Twitter, U.S. Congress), and adding three new ones (political organizations, news media, crowdsourced Americans), we found that the language of liberal and conservative extremists was more negative and angry in its emotional tone than that of moderates. Contrary to previous research, we found that liberal extremists’ language was more negative than that of conservative extremists. Additional analyses supported the explanation that extremists feel threatened by the activities of political rivals, and their angry, negative language represents efforts to communicate as much to others. Strategic Cooperation Between Japan and UNODC -The Joint Plan of Action
Strategic Cooperation between Japan and UNODC -The joint plan of action- The Government of Japan (hereafter referred to as Japan) and the United Nations Office on Drugs and Crime (hereafter referred to as UNODC) have a long history of collaboration in countering illicit narcotic drugs, in crime prevention and criminal justice reform, as well as in countering terrorism. Japan has also been a leading provider of core support to the operations of UNODC. Japan and UNODC share mutual interest in further enhancing cooperation. During the first Strategic Policy Dialogue between Japan and UNODC, held in Yokohama on 2 June 2013 in the margins of the 5th Tokyo International Conference on African Development (TICAD V), they identified regional, thematic and other areas for strategic cooperation, and developed a joint plan of action. They also agreed to hold Strategic Policy Dialogue at the senior level annually in Tokyo or Vienna (alternately). Japan and UNODC reviewed the progress of the implementation of the plan of action during the Strategic Policy Dialogue recently held, and amended it as follows. 1. Regional Cooperation (1) Africa Japan welcomes the participation of UNODC in the TICAD V in June 2013 and the TICAD VI in August 2016 in the TICAD process. Through the follow-up of TICAD VI, Japan and UNODC will enhance substantive and operational collaboration in Africa, in particular, in areas related to peace and security such as strengthening of criminal justice systems, countering transnational organized crime (illicit trafficking of narcotic drugs, firearms, and persons), corruption and cybercrime as well as combating terrorism, violent extremism and piracy. -

Regardless of their party affiliation or preferred diplomatic priorities, presidents have invariably come to appreciate that they can- not afford to make foreign policy decisions in the same manner as they did when they were a candidate. The requirements of managing an enormous and complex national security bureau- cracy reward careful deliberation and strategic consistency, while sharply punishing the kind of policy shifts that are more common on the campaign trail. Statements by the president are taken far more seriously abroad than are promises by a candidate, by both allies and adversaries alike. And while policy mistakes made before entering office can damage a candidate’s personal political prospects, a serious misstep made once in office can put the country itself at risk.
