EXPERIENCE how emergency management practitioners, government officials at all levels, communities, volunteers, and critical infrastructure operators responded to this event.

DISCUSS the implications of lessons identified during the study tour for Canada.

NETWORK and learn with peers – share new approaches, insights and challenges and exchange experiences and ideas with leading world experts.

Chief Rick Flanagan, Emergency Management Coordinator City of Houston Office of Emergency Management

Rick Flanagan was appointed as Emergency Management Coordinator for the City of Houston in 2014. In his role, Mr. Flanagan oversees the emergency management program for the nation’s fourth-largest city, which includes the coordination of disaster mitigation, planning, response, and recovery.

Prior to assuming his current role, Mr. Flanagan served in the Houston Fire Department (HFD) for over 34 years, retiring as Executive Assistant Chief for Support. In this role, he oversaw HFD's Information Technology infrastructure, Human Resources and Member Support; providing wellness and family support to Firefighters and their families. Throughout his tenure with HFD, Flanagan served in a variety of command positions, including management of logistics, community outreach, public information, communications, training, fleet operations and others.

He has played an active and key role in many emergency responses throughout his career, including acting as Deputy Area Commander for the Hurricanes Katrina & Rita Rescue Task Forces in 2005. Working at the Reliant Astrodome, he represented the City of Houston's efforts to provide on-site medical screening, find housing, jobs, clothing, schooling, transportation, and restoration of family units for more than 40,000 evacuees.

Chief Nim Kidd, Texas Division of Emergency Management State of Texas

Since 2004, Kidd has served as director of San Antonio's Homeland Security department, where he manages the Homeland Security Grant Program and chairs the Urban Area Security Initiative Working Group. Since 1993, he has served in a number of ranks with the San Antonio Fire Department, including charges as firefighter, fire apparatus operator, lieutenant, captain and district fire chief.

The Texas Recovery Office was formed to manage the recovery of Hurricane Harvey. FEMA and has partnered with the State of Texas and other federal agencies to help Harvey survivors on their road to recovery. Since Harvey struck the Gulf Coast in 2017, FEMA has provided more than $1.64 billion in assistance for individuals and households and more than $1.3 billion to state and local governments and eligible non-profits to reimburse for infrastructure repair and emergency measures taken during and after the storm.

Walmart’s global footprint makes it no stranger to the handling of complex, large-scale crisis events. Hurricane Harvey was no different and presented unique challenges to the hundreds of Walmart locations and thousands of associates in the State of Texas. This session covers a unique private sector perspective through story telling across the timeline from early identification of the hazard through pre- landfall preparation to post impact response and recovery from a workforce, operational capability, and community support standpoint. In addition to the focus on Hurricane Harvey, the session will cover a brief contrast and comparison across other major crises to highlight key focus areas.

Keynote Presentation Ed Emmett, Senior Fellow and Professor in Practice, Rice University Former County Judge of Harris County, Texas Former Harris County Judge Ed Emmett was a strong leader in the face of difficult challenges. As county judge, he organized the county’s response to two historic disasters – Hurricane Ike and Hurricane Harvey.

As Ike made landfall, Emmett famously told county residents to “hunker down.” As rain waters began to swell from Harvey, Emmett called on boat owners around the region to come to the rescue. During this presentation, Ed will share his experience from these two events. MAY 28TH, 2014Wedn

During the 2017 Hurricane Harvey event, TransCanada exercised its Operational Business Restoration Plans, as well as its Incident Support Teams to manage US Gas Control operations and corporate facility response. While operations performed flawlessly and delivered both management and business critical functions throughout the event, the impact to many of the Houston employees was significant, even though office facilities were shut down for the duration. Examples of how remotely managing the company’s response to the event by keeping employee safety and accountability at the forefront, while still delivering a best in class Operational model will be discussed.

Marcus Woodring, Chief Port Security and Emergency Operations Officer Port of Houston Authority

Houston’s port is the country’s second-busiest by tonnage after the Port of South Louisiana, and plays a key role in the US’s oil, gas, petroleum, and chemical industries. It is also handles more foreign shipping, by weight, than any other US port. The port’s governing body estimates it contributes over $600 billion to US economic activity a year. The massive port closed from Friday, August 25th until September 1st. During this session participants will depart the Barbours Cut Container Terminal on a Port of Houston Authority fireboat. The fireboat will transit the upper 25 miles of the Houston Ship Channel over the course of 3 hours, ending up at the Turning Basin Terminal. During the tour participants will have the opportunity to ask questions to senior Port officials. 6

Keynote Presentation Jim McIngvale (confirmed)

Jim McIngvale also known as Mattress Mack, is a businessman and philanthropist from Houston. He was best known for owning and operating the Gallery Furniture retail chain. During Hurricane Harvey, Jim opened two Gallery furniture stores as shelter to those displaced by the Hurricane. As well, the furniture store also used their largest moving truck to rescue people displaced by the flooding. He has been praised as a hero in Texas. Jim will share his story with the group.

In serving close to 1,000,000 meals and providing over $13,000,000 worth of Financial Assistance to families affected by Hurricane Harvey, we have learned a few things. The Salvation Army has been responding to natural disasters since the Galveston Island Hurricane of 1900. Every new response since has helped to shape our efforts. We will provide a short presentation on the strategies and processes required for a successful response followed by a robust recovery program, two very distinct and challenging phases of our Disaster Response Program.

Dr. Frances Hodgkins, Researcher in Disaster Response and Recovery Board-Certified Psychiatric and Mental Health Nurse at the U.S. Department of Veteran Affairs Faculty for University of Texas Medical Branch School of Nursing StandBy Task Force Volunteer

The Standby Task Force (STBF) was launched in 2010 at the International Conference on Crisis Mapping (ICCM 2010). The mission of the SBTF is to streamline online volunteer support for crisis mapping and to provide a dedicated interface for the humanitarian community. The SBTF is a volunteer-based network representing the first wave in online community emergency response.

This presentation will contain a brief history and relevant overview of the SBTF. Then, a description of the SBTF deployment for Hurricane Harvey is presented with examples of how volunteers provided local community surveillance and inter-team coordination. Leadership support and team communication strategies will be described, along with a discussion of volunteer recruitment and engagement strategies. Finally, a discussion of how lessons learned within the organization are communicated from one emergency response to another and recommendations for the future will be addressed.
