No. 2018-257-1 5/22-5/23, 2018 Page 1 City Council Chamber, City Hall No. 2018-257-1 5/22-5/23, 2018 Page 1 City Council Chamber, City Hall, Tuesday, May 22, 2018 A regular meeting of the Houston City Council was held at 1:30 p.m., Tuesday, May 22, 2018; Mayor Sylvester Turner presiding with Council Members Brenda Stardig, Jerry Davis, Ellen Cohen, Dwight Boykins, Steve Le, Greg Travis, Karla Cisneros, Robert Gallegos, Mike Laster, Marta Castex-Tatum, Mike Knox, David Robinson, Michael Kubosh, Amanda Edwards and Jack Christie D.C.; Randy Zamora, Legal Department, Marta Crinejo, Agenda Director and Stella Ortega, Agenda Office present. Council Member Dave Martin absent on personal business. At 1:34 p.m. Mayor Turner called the meeting to order and stated they would start with the presentations. Council Members Stardig, Davis, Boykins, Le, Travis, Cisneros, Gallegos, Laster, Castex-Tatum, Robinson, Kubosh and Edwards absent. NO QUORUM Mayor Turner stated that while they are waiting for the other Council Members to come in, he thinks it will be only fitting today to pause and bow their heads for a moment of silence for the 10 victims of the Santa Fe shooting and to Pray for their families, friends, the School and the entire community. Mayor Turner stated that Houston residents of Irish descent have celebrated St. Patricks’ Day since the 1880s. In 1960, Houston’s Irish heritage was officially recognized with the first Houston St. Patrick’s Day Parade, each March 17, revelers and bands would march from “Irish Town” on Harrisburg to Market Square for a day of fun, games, music, food and drinks. Parade Grand Marshals have included film stars such as Dennis Day, astronauts Robert Crippen and Brian Duffey, sports figures Dan Pastorini and Jim Kelley and outstanding Houstonians Dr. Denton Cooley, Captain Bill Dowling and Jim McIngvale, among many others and during its early years, the Houston St. Patrick’s Day Parade flourished under the leadership of the Ancient Order of Hibernians and Dr. Edward Kearns who, along with Michael Griffin, organized the Original 45, a group of businessmen and interested citizens who financed and steered the Houston St. Patrick’s Day Parade toward its current success and on May 22, 2018, the City of Houston will recognize the efforts of the Kearns family and the Original 45 in establishing the Houston St. Patrick’s Day Parade and the City of Houston commends and appreciates the Kearns family for being a driving force behind the organization and operation of this Houston institution and therefore, Mayor Turner hereby proclaimed May 22, 2018, as Houston St. Patrick’s Day Parade Day in Houston, Texas. Council Members Stardig, Davis, Le, Travis, Cisneros, Gallegos, Laster, Robinson and Edwards absent. Council Member Knox stated that Andy Kahan is the quintessential advocate for victims and their families. He has dedicated his career to being a champion for people in despair so they can navigate the aftermath of unimaginable loss and he is known throughout the community for generously sharing his time and knowledge with victims, their families, victims support and advocacy groups, legislators, researchers and anyone else who shares his goal of caring for victims and Andy Kahan received his Bachelor of Science in Criminal Justice in 1983 from the University of Houston and in 1992 became the Director of the Mayor’s Crime Victims Office for the City of Houston. Since 2010, he has been the Victim Advocate for the Houston Police Department. His responsibilities include working with local crime victim’s rights organizations to facilitate the pooling of resources and the exchange of information, the office also monitors parole and crime statistics, represents victims before the Parole Board, puts crime victims in touch with local crime victims support and advocacy groups and represents the Houston Police Department before various inter-agency crime groups and Andy Kahan has had great success working with the Texas Legislature in support of victims’ rights and has received national recognition from news No. 2018-257-1 5/22-5/23, 2018 Page 2 outlets, criminal justice organizations and crime victim’s nonprofits. His accomplishments include successfully advocating for the enactment of Emma’s Law in 2013, which gives the Parole Board discretion to set-off when denying parole for all injury to a child convictions, and receiving the National Organization of Parents of Murdered Children Becky Reed Memorial Award for his tireless efforts on behalf of homicide victims and on May 22, 2018, Andy Kahan will be honored for his work and tireless commitment to crime victims and the community over the course of his 26-year career. The City of Houston commends Andy Kahan on his accomplishments and extends best wishes on many more successful years of service and therefore, Mayor Turner hereby proclaimed May 22, 2018, as Andy Kahan Day in Houston, Texas. Council Members Boykins, Travis and Cisneros absent. Council Member Cohen stated that the Center for School Behavioral Health at Mental Health America of Greater Houston and their partners aim to promote mental health as a critical part of overall wellness, including prevention services for all, early identification and intervention services for those at risk, and integrated care and treatment for those who need it, with recovery as the goal and it is imperative that we create a greater awareness of issues related to children’s mental health. According to the National Institute of Mental Health, most psychiatric disorders emerge before the age 14, when left untreated, most childhood mental health concerns become more difficult to treat in adulthood, leading to challenges in relationships, at work and with substances. This affects individuals, as well as their families, school, communities and future employers and Greater Houston Children’s Mental Health Awareness Week will be celebrated on May 6-12, 2018. The week will be dedicated to raising awareness in families and communities about the importance of children’s overall mental health and emotional well-being and the City of Houston commends the Center for School Behavioral Health at Mental Health America of Greater Houston and their partners for spreading awareness about children’s overall mental health and extends best wishes for a successful observance and therefore, Mayor Turner hereby proclaimed May 6- 12, 2018, as Greater Houston Children’s Mental Health Awareness Week in Houston, Texas. Council Members Boykins and Travis absent. Council Member Christie stated that Memorial High School Girls’ Soccer team’s historic season ended with a championship win over Lewisville Marcus 3-0, gaining the first state soccer win for a district team with an undefeated season record of 28-0-1 and Coach Lindley Amarantos led the team to seven post-season games and won the following tournaments: Spring Branch Tournament Champions, I-10 Shoot-Out Tournament Champions and the 15-6A District Champs, to State Champions, they outscored their opponents 119 to 8 and an opening goal from Grace Yochum and Grace Collins’ double helped Memorial bounce Lewisville Marcus 3-0 to win the Class 6A girls soccer title at Birkelbach Field in Georgetown and the Mustangs are the third state champion from the city since 2006 and the seventh all-time and the Mustangs had never been to a regional tournament until this year, unable to get passed the third round and on May 22, 2018, the Memorial High School Girls’ Soccer will be recognized for their incredible accomplishments this season and the City of Houston commends and congratulates the team and coaches on this momentous occasion, as their hard work, solid sportsmanship and great dedication have been rewarded through this outstanding achievement and therefore, Mayor Turner hereby proclaimed May 22, 2018, as Memorial High School Girls’ Soccer State Champions Day in Houston, Texas. Council Members Travis and Edwards absent. Mayor Turner stated that he wanted to Congratulate Council Member Robinsons daughter for Graduating on Sunday and also recognize the Memorial High School Girls Soccer team being State Champs and he does want to note that the Elisk High School Boys are the State Champions for Soccer as well and they are the number one team in the Country. Council Member Dave Martin absent on personal business. Council Member Kubosh moved to adopt the minutes of February 27-28, 2018 and delay the balance and seconded by Council Member Robinson, all voting aye, nays none. Council Member Gallegos absent. MOTION ADOPTED Mayor Turner requested the City Secretary to call the List of Speakers. John Stevens, 4735 Waring St., 77027, (713)444-3082 appeared and stated that he is coming today in regards to Item 3 on the Agenda for permit parking on Waring Street and he is a homeowner on Waring Street and this is a perfect example of commercial, residential and City engineering and parking management coming together at their public hearing, they had the Parking Manager there and they have 100% support on Waring Street and often the street it is so busy that sometimes they can only get one car down the street and he believes it is going to be a win, win for everyone and safer for pedestrians and he wanted to thank them for their support and he wanted to also thank Council Member Travis for visiting with them at their meeting. Council Members Boykins, Gallegos and Laster absent. Council Member Travis stated that he has not heard of anyone that was against the idea and he supports the item. Dr. Alkebu Motapa, 5022 Cosby, 77021, (713)741-5150 had reserved time to speak but was not present when his name was called.

    Harvey Havoc to Texas Harvey's havoc continued to pour down, three days after the storm rammed Texas as a Category 4 hurricane, unleashing a torrent of rain, turning streets into rivers, and leaving thousands of residents stranded in flooded homes. Harvey, a tropical storm by Tuesday morning with its eye hovering over the Gulf of Mexico, could still dump up to 15 inches of rain on portions of southeastern Texas and southwestern Louisiana, including the saturated Houston area, where thousands have been rescued and many more still wait for help.
