In his role, Mr. Flanagan oversees the emergency management program for the nation’s fourth-largest city, which includes the coordination of disaster mitigation, planning, response, and recovery. Prior to assuming his current role, Mr. Flanagan served in the Houston Fire Department (HFD) for over 34 years, retiring as Executive Assistant Chief for Support. In this role, he oversaw HFD's Information Technology infrastructure, Human Resources and Member Support; providing wellness and family support to Firefighters and their families. Throughout his tenure with HFD, Flanagan served in a variety of command positions, including management of logistics, community outreach, public information, communications, training, fleet operations and others. He has played an active and key role in many emergency responses throughout his career, including acting as Deputy Area Commander for the Hurricanes Katrina & Rita Rescue Task Forces in 2005. Working at the Reliant Astrodome, he represented the City of Houston's efforts to provide on-site medical screening, find housing, jobs, clothing, schooling, transportation, and restoration of family units for more than 40,000 evacuees. 10:00 a.m. Break 3 10:20 a.m. Presentation and Discussion: Alert Houston Cory Stottlemyer, Public Information Officer City of Huston Office of Emergency Management 11:10 a.m. Presentation: Response and Lessons Learned from the State of Texas Chief Nim Kidd, Texas Division of Emergency Management State of Texas Since 2004, Kidd has served as director of San Antonio's Homeland Security department, where he manages the Homeland Security Grant Program and chairs the Urban Area Security Initiative Working Group. Since 1993, he has served in a number of ranks with the San Antonio Fire Department, including charges as firefighter, fire apparatus operator, lieutenant, captain and district fire chief. 12:30 p.m. Lunch 1:00 p.m. Tour of EOC 1:45 p.m. Presentation: Federal Government Response Paul Morris, Director, Texas Recovery Office FEMA Region 6 The Texas Recovery Office was formed to manage the recovery of Hurricane Harvey. FEMA and has partnered with the State of Texas and other federal agencies to help Harvey survivors on their road to recovery. Since Harvey struck the Gulf Coast in 2017, FEMA has provided more than $1.64 billion in assistance for individuals and households and more than $1.3 billion to state and local governments and eligible non-profits to reimburse for infrastructure repair and emergency measures taken during and after the storm. 2:45 p.m. Break 3:00 p.m. Presentation and Discussion: Walmart Jason Jackson, Senior Director, Global Emergency Management Walmart Walmart’s global footprint makes it no stranger to the handling of complex, large-scale crisis events. Hurricane Harvey was no different and presented unique challenges to the hundreds of Walmart locations and thousands of associates in the State of Texas. This session covers a unique private sector perspective through story telling across the timeline from early identification of the hazard through pre- landfall preparation to post impact response and recovery from a workforce, operational capability, and community support standpoint. As county judge, he organized the county’s response to two historic disasters – Hurricane Ike and Hurricane Harvey. As Ike made landfall, Emmett famously told county residents to “hunker down.” As rain waters began to swell from Harvey, Emmett called on boat owners around the region to come to the rescue. During this presentation, Ed will share his experience from these two events. While operations performed flawlessly and delivered both management and business critical functions throughout the event, the impact to many of the Houston employees was significant, even though office facilities were shut down for the duration. It is also handles more foreign shipping, by weight, than any other US port. The port’s governing body estimates it contributes over $600 billion to US economic activity a year. The massive port closed from Friday, August 25th until September 1st. During this session participants will depart the Barbours Cut Container Terminal on a Port of Houston Authority fireboat. The fireboat will transit the upper 25 miles of the Houston Ship Channel over the course of 3 hours, ending up at the Turning Basin Terminal.
