Strength in Numbers, Challenges in Diversity legislative trends and power sharing among hispanic americans in congress, 1977–2012 When Congress debated new immigration legislation in 2006, Senator Mel Martinez of Florida was much in demand. If he was not speaking before an audience, Martinez was cornering his colleagues in the Capitol or talking to congressional staffers who were concerned about how the bill would affect them. “Hearing it from the guy behind the counter, they know the names of the bills, it’s what everyone is talking about in the Hispanic community,” he told a Miami reporter.1 The first Cuban American to serve in the U.S. Senate, Martinez immigrated to the United States in the 1960s. Part of a generation of Hispanic Americans that changed U.S. society and Congress’s legislative focus, Martinez and many of his Hispanic colleagues during this period were immigrants or the children of immigrants, and their congressional ambitions were shaped by their stories and their families’ stories. Martinez’s policy preferences were informed by his childhood and by the experiences and observations of other Hispanic Members.2 Since their constituents frequently struggled with English and with discrimination, these issues became central to Hispanic Members’ agendas. Other issues included the United States’ relationship with Cuba and the federal government’s relationship with its territories. But perhaps the most important topic of debate during the latter part of the 20th century was immigration. “There are those in the country who feel the country is ‘full,’” Martinez observed in 2006. “Had that been the prevailing view in the 1960s, I would not be here.”3 The Hispanic Americans who entered Congress between 1977 and 2012 represent the greatest increase in their ethnic group in congressional history. -

Through the years, though, I have received an immense amount of support from many people that has helped me see this project through to the end. First and foremost, I must thank the Department of Political Science at the University of Minnesota. Not only did they admit me to their graduate program, the Department also provided support at all stages of the project. This support made it possible for me to make multiple trips to Washington, D.C. to conduct my archival research and interviews with CHC members and staffers, as well as carry out research on the other components of the dissertation and write everything up. I spent about two months reading through the archived documents of the CHC at the National Archives Building in Washington, D.C. This was both a long time to spend in the reading room, but also nowhere near enough time to delve into the history of the CHC. The archivists helped me figure out which specific records of the CHC’s I might look into, even when sometimes they had to inform me that the records were unavailable because they contained sensitive information. -

ABOUT THE CENTER FOR RESEARCH ON LATINOS IN A GLO BAL SOCIETY The goal of the Center for Research on Latinos in a Global Society is two-fold: to examine the emerging role of Latinos as actors in global events (economic, political, and cultural) and to promote Latino scholarship, enhance the quality of research in Latino studies, provide a forum for intellectual exchange, facilitate the exchange of scholars, disseminate research findings, and promote the participation of graduate students in research on Latino issues. In addition, we anticipate that the research conducted by the Center’s affiliated researchers will help guide policy makers in their decisions concerning a society with a growing Latino presence. California has become ethnically and linguistically more diverse than many countries in the wo rld – over a hundred languages are spoken in the public schools of Southern California alone. The research undertaken supported by the Center is expected to make a contribution towards the understanding of cultural, social, and political dimensions of demographic change such as that which has been occuring in California. Although this research will focus on the population of Latinos within California and the United States, it shall do so in the context of the U.S. -

According to Census Bureau estimates, 50.2 percent of the Texas population now belonged to a minority group. When the initial Voting Rights Act was crafted under the watchful eyes of President Lyndon Johnson, Texas was one of four southern states not caught by the trigger mechanism in Section 4. It is hardly surprising that the Texas president would set a threshold that would not bring his home state under the most demanding features of the legislation. The history of the Lone Star state is not free of racial disfranchisement, as University of Houston professor and Texas politics maven Richard Murray points out: In the immediate aftermath of the Civil War, blacks became a political force in Texas in counties that had high percentages of slaves. The Twelfth Legislature, elected under a new constitution pushed through by Radical Republicans, included two black senators and nine black representatives. Within a few years, however, white conservative Democrats regained control of Texas politics and began the systematic disenfranchisement of the African-American population, which was completed with the approval of a state poll tax in 1901 and the establishment of a white primary system. -
