The ':^ur days of hearings were convened to assess the nation's ability to respond adequately to the changes in domestic labor markets, projected employment opportunities, increased international trade competition, and projected skill deficits in the labor force through the year 2000. The testimony showed that this nation must use its collective resources to invest in the technical competency and intellectual capacity of its people. Economists, labor industry experts, academicians, local government officials, and representatives from varied public interest groups had one principal concern: that the employment prospects of a large share of the future labor force are seriously threatened with too few and inadequate training opportunities, a decline in low-skilled jobs, illiteracy, criminal activity, drugs, and a growing underclass. -

PITFALLS OF HOUSING REDISTRIBUTION CARL F. HOROWITZt Advocates of metropolitan-wide income and racial egalitarianism have been taking some hits lately. For once, the political juggernaut to reduce income and racial differences across community lines is running into detours instead of creating them. For example, late last summer a joint Senate and House Conference Committee overseeing spending by the U.S. Department of Housing and Urban Development (HUD) shelved a $149.1 million fiscal 1995 appropriation for the Moving to Opportunity (MTO) program.' MTO, modeled on HUD's Gautreaux Demonstration program, is intended to enable low-income inner-city recipients of Section 8 vouchers and certificates to move to communities with relatively little poverty concentration.2 Anthony Downs, senior fellow with the Brookings Institution, characterized the action as "part of the hysterical reaction by conservatives against having low- income people moving into their communities. "' If that were not enough, Republicans last November won a 4 majority in the House and Senate for the first time in forty years. GOP leaders have made it clear that they intend to reduce the size and reach of the federal government by scaling back or eliminating agencies repeatedly plagued by inefficiency, waste, and corruption. Owing largely to this Congressional realignment, the Clinton Administration came close to recommending that Congress abolish HUD, an agency not unknown for its share of corruption.' Strength in Numbers, Challenges in Diversity legislative trends and power sharing among hispanic americans in congress, 1977–2012 When Congress debated new immigration legislation in 2006, Senator Mel Martinez of Florida was much in demand. If he was not speaking before an audience, Martinez was cornering his colleagues in the Capitol or talking to congressional staffers who were concerned about how the bill would affect them. “Hearing it from the guy behind the counter, they know the names of the bills, it’s what everyone is talking about in the Hispanic community,” he told a Miami reporter.1 The first Cuban American to serve in the U.S. Senate, Martinez immigrated to the United States in the 1960s. Part of a generation of Hispanic Americans that changed U.S. society and Congress’s legislative focus, Martinez and many of his Hispanic colleagues during this period were immigrants or the children of immigrants, and their congressional ambitions were shaped by their stories and their families’ stories. Martinez’s policy preferences were informed by his childhood and by the experiences and observations of other Hispanic Members.2 Since their constituents frequently struggled with English and with discrimination, these issues became central to Hispanic Members’ agendas. Other issues included the United States’ relationship with Cuba and the federal government’s relationship with its territories. But perhaps the most important topic of debate during the latter part of the 20th century was immigration. “There are those in the country who feel the country is ‘full,’” Martinez observed in 2006. “Had that been the prevailing view in the 1960s, I would not be here.”3 The Hispanic Americans who entered Congress between 1977 and 2012 represent the greatest increase in their ethnic group in congressional history.
