A Legislative Report for Fort Hays State University 2020 Legislative Session: Week Six (February 17 - 21) Budget Process Begins….Legislative budget subcommittees in both the House and Senate had the opportunity to hear from postsecondary leaders this week during the initial steps of building the state’s budget bill. Dr. Tisa Mason, president, Fort Hays State University, made her presentation on Monday along with those from Emporia State and the University of Kansas. Others, including the Board of Regents, Wichita State, Pittsburg State, Kansas State University, Kansas community colleges, technical schools, private postsecondary schools and Washburn University rounded out the week. The House subcommittee met Thursday afternoon and the Senate on Friday morning to develop their recommendations, both putting their stamp of approval on the Governor’s recommendation for $11.9 million for state universities. They differed, however, on other budget items. House: • Removed $5.0 million from the Kanas Access Partnership Scholarship and transferred the same amount to the Kansas Comprehensive Grant • Added $250,000 for Midwest Stem Cell Research at KU • Added $250,000 for animal research at KSU • Deleted $20,000 from the Governor’s scholarship program • Approved, pending KBOR approval, bonding authority for housing at WSU • Added $1.5 million for full funding of Excel in Career Technical Education (SB 155) • Delayed until omnibus: an addition of $10.0 million to help universities with employee pay • Delayed until omnibus an addition of $1.75 million for technical college capital outlay Senate: • Review at omnibus the possible addition of $1.5 million SGF for the Excel in Career Technical Education (SB 155) • Review at omnibus the addition of $12.3 million SGF to the State Finance Council section for salary increases for the state universities to distribute at their discretion • Review at omnibus the addition of $5.0 million SGF for Wichita State University’s National Institute of Digital Transformation and Convergency Sciences if approved by KBOR • Review at omnibus the addition of $150,000 SGF for the Center for Research, Evaluation and Awareness of Dyslexia at Pittsburg State University for 1.5 FTE positions with the proviso that best practices be shared with all regents’ institutions • Add language to allow Wichita State University bonding authority of $49.0 million to purchase The Flats and The Suites, privately owned student housing units upon KBOR approval The next step in the process is a report to the full budget committee where committee members will have the opportunity to make adjustments before voting to approve/disapprove the recommendations. The first action takes place in House Appropriations, Monday at 9:00 a.m.; the Senate has not announced when the Ways and Means Committee will hear the higher education budget subcommittee report. With the Clock Ticking….Both the House and Senate will leave committee work behind after Monday the 24th to concentrate on moving bills across the hall for consideration by the other side of the Legislature. Thursday, February 27, marks the last day a bill can be considered if it has not moved from its chamber of origin…unless it was assigned — or ever had been assigned — to an exempt committee (Appropriations, Ways & Means, House and Senate Federal and State Affairs and Taxation). Bills in non-exempt committees and those from these same committees left below the line on General Orders are considered dead; however, sometimes they have a way of sneaking into other bills in the form of an amendment. It is never really over until the sound of that last gavel. After three fairly intense days of work - Tuesday, Wednesday and Thursday - the legislature will adjourn for their Turnaround break and will return to the Statehouse on Wednesday, March 4.
