The manda- tory participatory meetings in municipal planning are criticized for being slow and ineffcient and alterna- tive, parallel methods of participation are called for. After having followed two municipalities’ efforts in trying their hand at such alternative methods, conclu- sions have been drawn about participation in municipal planning in general. The frst case study in the mu- nicipality of Uddevalla (2009-2011) dealt with specifc participatory methods in practice, while the second case study in the municipality of Lerum (2011-2014) focused on organizational changes. A vast empirical material has been collected in interviews, workshops and meetings, most of which have been audio-recorded.

Purpose of the project This project aims to evaluate an intervention designed to reduce the incidence of fall-related inju- ries and increase mobility among elderly populations during the winter. In Sweden, 11 250 pedes- trians older than 65 years of age annually seek emergency medical attention after fall accidents, 3300 of which are caused by slips due to snow and ice (Schyllander 2014). Many older individuals, especially women, experience a fear of falling which may inhibit their physical activity and mobil- ity in ways that negatively impacts their mental and physical health (Scheffer et al., 2008). This fear increases during the winter months due to the increased slipperiness caused by snow and ice, in which an increased risk of falling poses a limitation to the outdoor, active mobility of elderly populations during colder periods (Pohl et al., 2015). The burden on emergency departments also increases sharply during these months due to the spike in fall-related injuries that follows with colder temperatures and snowy weather (Gyllencreutz, Björnstig, Rolfsman, & Saveman, 2015). In our proposed project, we aim to take a more detailed look at a societal intervention that has begun to spread across Swedish municipalities, in which some municipalities have taken effort to distribute studded footwear to their elderly residents, free of charge. Using a mixed methods-ap- proach (i.e. mixing both quantitative and qualitative analyses), we hope to answer a range of so- cially relevant research questions that may help policy makers, as well as the public, to make in- formed decisions regarding such interventions.

The investigation has been conducted during the period 2009-2011. The date of the final report has, following a government decision (17/11/2011), been postponed until 30 March 2012. The assignment has involved a comprehensive risk analysis incorporating calculations of the prob- ability of landslides and evaluation of the consequences that could arise from such incidents. By identifying the various areas at risk, an assessment has been made of locations where geotechnical stabilising measures may be necessary. An overall cost assessment of the geotechnical aspects of the stabilising measures has been conducted in the areas with a high landslide risk.

Stockholm, 16 February 2012 Fredrik Reinfeldt Erik Ullenhag (Ministry of Employment) Key contents of the communication This communication presents a coordinated and long-term strategy for Roma inclusion for the period 2012–2032. The strategy includes investment in development work from 2012–2015, particularly in the areas of education and employment, for which the Government has earmarked funding (Govt. Bill. 2011/12:1, Report 2011/12:KU1, Riksdag Communication 2011/12:62). The twenty-year strategy forms part of the minority policy strategy (prop. 2008/09:158) and is to be regarded as a strengthening of this minority policy (Govt. Bill 1998/99:143). The target group is above all those Roma who are living in social and economic exclusion and are subjected to discrimination. The whole implementation of the strategy should be characterised by Roma participation and Roma influence, focusing on enhancing and continuously monitoring Roma access to human rights at the local, regional and national level. The overall goal of the twenty-year strategy is for a Roma who turns 20 years old in 2032 to have the same opportunities in life as a non-Roma. The rights of Roma who are then twenty should be safeguarded within regular structures and areas of activity to the same extent as are the rights for twenty-year-olds in the rest of the population. The English text is an in-house translation of the original Swedish text. Should there be any disparities between the Swedish and the English text, the Swedish text shall prevail. Scandinavian Enviro Systems will submit a proposal for consultation documentation to the county administrative board in Västra Götaland ahead of a future permit application for a new recycling plant for end-of-life vehicle tyres. The consultation pertains to the establishment of a new facility to be located in Uddevalla Municipality with an annual capacity to recycle half of all end-of-life tyres in Sweden. Enviro has previously communicated its aim to ultimately establish about four new recycling plants per year over the next ten years. The company has stated that West Sweden and Central Europe are its initial priority markets and has now identified an industrial site in Lillesjö, in Uddevalla Municipality, as potentially suitable for establishment of a new recycling plant in West Sweden. Since 2013, Enviro has operated a wholly owned recycling plant at Åsensbruk, in Mellerud Municipality, with a permit for recycling a maximum of 15,000 tonnes of tyres per year. The planned facility in Uddevalla is estimated to have a maximum capacity of 60,000 tonnes of tyres per year, which would suffice for the recycling of half of Sweden’s total annual volume of end-of-life tyres.
