PROYECTO DE DECLARACION El “2014- Año de Homenaje al Almirante Guillermo Brown, en el Bicentenario del Combate Naval de Montevideo” Senado de la Nación Secretaria Parlamentaria Dirección General de Publicaciones VERSION PRELIMINAR SUSCEPTIBLE DE CORRECCION UNA VEZ CONFRONTADO CON EL ORIGINAL IMPRESO (S-3902/14) PROYECTO DE DECLARACION El Senado de la Nación DECLARA: Expresar su más enérgico repudio a la negativa de la BBC (British BroadcastingService) a presentar disculpas formales por el comportamiento ofensivo del conductor del ciclo Top Gear, Jeremy Clarkson, exhibida durante su visita a la provincia de Tierra del Fuego, a principios del mes de octubre de 2014. María I. Pilatti Vergara. – FUNDAMENTOS Señor presidente: ¿A quiénes nos referimos? La British BroadcastingCorporation (BBC) es el servicio público de radio, televisión e internet del Reino Unidoi. Por su parte, Top Gear es el programa de automovilismo más visto del mundo. Comenzó en 1977 como un programa de estilo convencional. Con el tiempo, y sobre todo desde un relanzamiento en 2002, ha desarrollado un estilo peculiar, humorístico y a veces controversial. El espectáculo se presenta actualmente por Jeremy Clarkson, Richard Hammond y James May, y ha ofrecido al menos tres pilotos de pruebas diferentes conocidos como The Stig. Se estima que el programa tiene alrededor de 350 millones de espectadores por semana en más de 170 paísesii. Los primeros capítulos fueron emitidos en el Reino Unido en BBC Two, y desde la temporada 14, también en BBC HD. La serie también se transmite por televisión por cable en Estados Unidos a través de BBC América, en Sudamérica a través de BBC Entertainment e History Channel, y en Europa a través de BBC Knowledge. Jeremy Clarkson, que ayudó a que la serie original alcanzase su máximo de audiencia en la década de 1990 junto con el productor “2014- Año de Homenaje al Almirante Guillermo Brown, en el Bicentenario del Combate Naval de Montevideo” Andy Wilman, lanzaron con éxito un nuevo formato de Top Gear en la BBC, cambiando una decisión previa de cancelar el programa en el 2001. Secundado hoy por Richard Hammond y James Mays, el programa ha dejado de ser exclusivamente una emisión dedicada a evaluar autos para convertirse en un verdadero show televisivo. ¿Qué publicó BBC Mundo sobre el incidente en la Patagonia? El 3 de octubre de 2014, BBC Mundo publicó lo que sigue, bajo el título: “Matrícula de ‘Top Gear’ desata polémica en Argentina por supuesta alusión a Malvinas / Falklands” En Argentina surgió una controversia por la matrícula de un automóvil utilizado por el equipo del programa de la BBC Top Gear. Jeremy Clarkson, el presentador de Top Gear y su equipo usaron un Porsche con la placa H982 FKL, que según algunos en Argentina se refería al conflicto armado que tuvo lugar con Reino Unido en 1982 ("H982", como referencia al año de la guerra y "FKL" como abreviatura de Falklands). Pero el programa aseguró que la matrícula fue una "coincidencia desafortunada". Clarkson planeaba grabar el capítulo de Top Gear conduciendo desde Bariloche hasta Tierra del Fuego, en el sur de Argentina. "Intención de provocar" "Nosotros creemos que no fue una coincidencia desafortunada", dijo a BBC Mundo Sergio Araque, jefe de gabinete de la Gobernación de Tierra del Fuego, en respuesta a la explicación dada por el programa. "Creemos que hubo una intencionalidad de provocar algún tipo de reacción y que no consideraron ni midieron lo sensible que es la cuestión Malvinas para la provincia de Tierra del Fuego", añadió. "Hay una ofensa general a los ciudadanos de Tierra del Fuego. El tema de Malvinas es una cuestión muy cara a los sentimientos, estamos apenas a 700 kilómetros de las Islas Malvinas, Ushuaia es la capital de las Islas Malvinas y generó muchísimo malestar y rechazo social el tema de las patentes a modo de provocación innecesaria". Como prueba de ello, un grupo de veteranos protestó frente al hotel donde se hospedaba el equipo de la BBC en Ushuaia y un político de “2014- Año de Homenaje al Almirante Guillermo Brown, en el Bicentenario del Combate Naval de Montevideo” Tierra del Fuego los escoltó hasta el aeropuerto para salir del país, según la agencia de noticias AP. "Ellos tomaron la decisión de salir", aseguró Juan Manuel Romano, secretario de desarrollo social de Ushuaia, en la provincia de Tierra del Fuego. Antes de la salida del equipo, el intendente de Río Grande -en Tierra del Fuego- había decretado declarar a Clarkson y su equipo "personas no gratas", por "ofender" a los "caídos en la guerra e indirectamente a los soldados de su país que también perdieron sus vidas en ese conflicto". El alcalde, Gustavo Melella, también había ordenado el desvío de la caravana de Top Gear para evitar su circulación por las calles de la ciudad, "evitando de esta manera que los vecinos sigan sufriendo la afrenta a la que están siendo sometidos, dado que Malvinas es un sentimiento arraigado en el corazón de cada uno de ellos". Medios argentinos publicaron fotografías y videos de la policía local junto a los autos deportivos usados en el programa, que según informaron fueron apedreados por residentes de la zona. En las imágenes se observa cómo varios de los autos tienen los vidrios rotos. Ahora se encuentran en custodia en Ushuaia. "Habrá que hacer los trámites a través de Aduana y Cancillería para que los puedan retirar de la provincia", explicó jefe de gabinete de la Gobernación de Tierra del Fuego. Y añadió: "Creemos que esto no va a pasar a mayores, lo dejamos en el marco de un incidente menor". El equipo de Top Gear se encontraba en Argentina para filmar un programa especial con tres automóviles, un Porsche, un Lotus y un Mustang, en un recorrido por una carretera a través de Argentina y Chile. Los directores del programa dijeron que el número de la matrícula era meramente una coincidencia y que no fue elegido deliberadamente. "El equipo de producción de Top Gear compró tres autos para un programa. Sugerir que este coche fue escogido por su matrícula o que una matrícula fue sustituida por la original es totalmente falso", aseguró el productor ejecutivo de la serie, Andy Willman. “2014- Año de Homenaje al Almirante Guillermo Brown, en el Bicentenario del Combate Naval de Montevideo” Las polémicas del programa Pero no es la primera vez que el programa se ve involucrado en una controversia. Y hace unos meses Clarkson debió pedir disculpas después de que se dio a conocer una filmación no transmitida en la que parecía utilizar una palabra considerada racista. El presentador negó que la hubiera usado. Previamente, un capítulo de Top Gear causó un incidente diplomático con México. El copresentador Richard Hammond afirmó que los automóviles mexicanos reflejaban las características nacionales, al decir que eran "perezosos, patanes, flatulentos con bigote, recostados en una valla medio dormidos, mirando un cactus envuelto en una cobija con un agujero en el medio". El programa fue quitado del aire en México y la BBC recibió una queja formal de la embajada mexicana en Reino Unido, a la que respondió con un pedido de disculpas. ¿Cuál es nuestra respuesta a la BBC? 1. ¿Fueron las placas una “coincidencia desafortunada”? Pero la Policía de Tolhuin certificó que cuando lo abandonaron en la Ruta 3 llevaba la chapa “HI VAE”. Sustituir una patente original por otra falsa constituye en Argentina un delito con penas de 6 meses a 3 años de prisión. Además, la Policía halló otras dos patentes dentro del auto, una amarilla y otra blanca con el mismo número de patente, “BE11END”. Un vocero de Top Gear confirmó que dichas patentes se encontraban en el auto, pero no fueron usadas en esta oportunidadv. Timothy Kennett, en The Independent, subraya que el estilo de Jeremy Clarkson es deliberadamente provocadorvi. Basta leer la página titulada “Top Gear controversies” en Wikipedia para concordar con dicha opinión. Sin embargo, los productores del programa niegan haber hecho una alusión deliberada a la Guerra de Malvinasvii. 2. ¿Cuál fue el incidente diplomático con México en el 2011? En 2011 los chistes racistas de varios de los presentadores del programa indignaron a las autoridades mexicanas, cuyo embajador en Londres mandó una carta de protesta a la BBC. Los presentadores hicieron esos comentarios mientras presentaban el Mastretta MXT, el primer deportivo diseñado y construido en México, al que se refirieron únicamente como "tortilla". En el transcurso de la conversación, uno de ellos, Richard Hammond indicó que los coches "reflejan las características nacionales", por lo que, siempre según él, los "automóviles mexicanos sólo pueden ser perezosos, irresponsables, flatulentos y gordos" entre otros calificativos, a los que luego se sumaron sus compañeros, Jeremy Clarkson y James May.

After consulting registered competitors, the Panel has added a 7th round on 27/6/15 at WSID in Sydney. The discipline of Rallysprinting is considered strategically important by the Rally Panel, as it is our number one gateway event for new competitors. The State championship is back. The panel has devoted much energy and resources into this area, and the 2015 championship is showing great signs. Bega has returned for 2015, as well as a new event in Glen Innes, which saw 51 entries on 28/3/15. The panel is aware of another landmark state championship event which will most likely return for 2016, and are very excited by that. We look forward to releasing the 2016 calendar later in the year. The DRS in 2015 has been split into 2, which allows for 4WD turbo cars. Whilst numbers in the DRS4 component are up, the participation in the 2WD sections is lower than last year at this stage. Number in Hyundai series are also down, but we are aware of at least 3 crews who are planning on contesting the later rounds.

The BBC Top Gear programme production team had arranged for Richard Hammond (RH) to drive Primetime Land Speed Engineering’s Vampire jet car at Elvington Airfield, near York, on Wednesday 20th September 2006. Vampire, driven by Colin Fallows (CF), was the current holder of the Outright British Land Speed record at 300.3 mph. 2. Runs were to be carried out in only one direction along a pre-set course on the Elvington runway. Vampire’s speed was to be recorded using GPS satellite telemetry. The intention was to record the maximum speed, not to measure an average speed over a measured course, and for RH to describe how it felt. 3. During the Wednesday morning RH was instructed how to drive Vampire by Primetime’s principals, Mark Newby (MN) and CF. Starting at about 1 p.m., he completed a series of 6 runs with increasing jet power and at increasing speed. The jet afterburner was used on runs 4 to 6, but runs 4 and 5 were intentionally aborted early. 4. The 6th run took place at just before 5 p.m. and a maximum speed of 314 mph was achieved. This speed was not disclosed to RH. 5. Although the shoot was scheduled to end at 5 p.m., it was decided to apply for an extension to 5:30 p.m. to allow for one final run to secure more TV footage of Vampire running with the after burner lit.
