The Governor asked me to become Commissioner of something he called the Governor’s Commission to Rebuild Texas. The Governor was direct about what he wanted from me and the new commission: “I want you to advocate for our communities, and make sure things get done without delay,” he said. I agreed to undertake this important assignment and set to work immediately. Contrary to its name, the “West Side Sound” did not actually originate on the West Side of San Antonio. Nor, for that matter, is it a singular “sound” that can be easily defined or categorized. In fact, the term “West Side Sound” was not widely used until San Antonio musician Doug Sahm applied it to his band, the West Side Horns, on his 1983 album, The West Side Sound Rolls Again. Since then, journalists, music fans, and even Sahm himself 9 have retrofitted the term to describe a particular style that emerged from San Antonio and the greater South Texas region beginning in the 1950s and continuing into the early twenty-first century.2 So what, then, is the West Side Sound? To quote historian Allen Olsen, the West Side Sound is “a remarkable amalgamation of different ethnic musical influences found in and around San Antonio and South-Central Texas. It includes blues, conjunto, country, rhythm and blues, polka, swamp pop, rock and roll, and other seemingly disparate styles.”3 To others, the West Side Sound is more of a feeling than a specific musical genre. In the words of Texas Tornados drummer Ernie Durawa, “It’s just that San Antonio thing…nowhere else in the world has it.”4 Both descriptions of the West Side Sound are accurate, but they really only tell part of the story of this remarkable musical hybrid.

Depending on the point of view, the event could be a murder and rape or a battle of honor over a woman.1 Legal scholars have made much of the Rashomon Effect as an example of the ambiguity of truth and the effect of a person’s involvement in an event on the person’s view of the event.2 The story of Hurricane Katrina echoes Rashomon but includes many more unreliable narrators.

    A MEMORIAL RECOGNIZING THE NEW MEXICO MUSIC INDUSTRY AND THE ROLE THAT NEW MEXICO'S MUSIC COMMISSION HAS PLAYED IN PROMOTING THE INDUSTRY. WHEREAS, the New Mexico music industry is a thriving enterprise in the state, made up of diverse musicians and composers as well as the hundreds of people who serve those artists through recording, musical instrument and equipment sales or service and other music-related support industries; and WHEREAS, New Mexico is home to a diverse group of musicians, including Al Hurricane and Al Hurricane, Jr., SPARX, Tobias Rene, Lorenzo Antonio and Darren Cordova; and WHEREAS, many other talented New Mexico musicians and composers have recorded hit albums, had their compositions performed or had their work featured in motion pictures, television shows or commercials; and WHEREAS, along with the famous Norman Petty studios in Clovis, New Mexico, where Buddy Holly recorded, there are nearly one hundred recording studios located in New Mexico; and WHEREAS, the success of the New Mexico music industry, especially the recent national success of several New Mexico HM 65 musicians, promotes the economy of New Mexico by portraying Page 1 the state as a place that supports the development of the music industry; and WHEREAS, one reason for the success of the New Mexico music industry is the promotion of the industry by the state's music commission; and WHEREAS, the music commission was formed by executive order of Governor Richardson in 2005 and was codified into law in 2009; and WHEREAS, the music commission has promoted
