Eastbound Pascack Valley and Port Jervis Line Weekday Schedule Change Effective Sunday, Sept. 9, 2018. Beginning Sunday, Sept. 9, there will be minor eastbound-only weekday schedule changes to connecting trains between Secaucus Junction and New York Penn Station for Pascack Valley and Port Jervis Line service. Schedule changes are the result of temporary NJ Transit changes to off-peak Raritan-New York thru-trains in support of Positive Train Control installation work. Frequent service between Secaucus Junction and New York Penn Station continues to be available on other NJT trains. The new schedule will not affect service between Spring Valley and Secaucus Junction/ Hoboken or between Port Jervis and Secaucus Junction/ Hoboken. About the NJTPA NJTPA Freight Rail Industrial The North Jersey Transportation Planning Authority (NJTPA) is Hunterdon, Middlesex, Monmouth, Morris, Ocean, Passaic, the federally authorized Metropolitan Planning Organization Somerset, Sussex, Union and Warren—and the cities of Opportunity Corridors Program (MPO) for the 13-county northern New Jersey region, home Newark and Jersey City. The Board also includes a Governor’s HX Corridor Profile to 6.7 million people. RAIL & ROAD TO RECOVERY April 2020 Tri-State Transportation Campaign BlueWaveNJ Clean Water Action Environment New Jersey New Jersey Policy Perspective New Jersey Sierra Club SUMMARY Transit and environmental advocates strongly oppose the New Jersey Turnpike Authority’s unprecedented 2020 Capital Plan, which will direct $16 billion toward road expansion projects. The $24 billion capital plan calls for more than 50 major projects to be undertaken on the New Jersey Turnpike and Garden State Parkway in rolling, five-year increments. Thirteen of these projects will ultimately widen over 100 miles of roadway on the Turnpike and Parkway, and none of the projects would allow for any transit expansion or incorporate a transit component. This proposed capital program directly contradicts the state’s Energy Master Plan, released in January after a year-long process, which aims to reduce greenhouse gas emissions and transition the state to 100% clean energy sources by 2050, with an emphasis on expanding public transportation options and reducing vehicle miles traveled (VMT). In contrast, Rail and Road to Recovery, our alternative capital plan, highlights 27 unfunded mass transit projects totaling over $25.8 billion that would create 1.28 million jobs that should be funded with the $16 billion currently slated for highway expansion. NJTA’s plan also doesn’t take getting the state’s roads and bridges into a state of good repair seriously --36% of the state’s highways are deficient (rough and/or distressed), 529 bridges are structurally deficient and 2,367 are in need of repair. The price tag for unfunded fix-it-first projects is over $10 billion --at least $8.6 billion for bridges and $679 million for just the top 500 state road projects over the next few years, which doesn’t even include needed repairs to the far larger network of local and county roads. -

INTRODUCTION NEW JERSEY Potential Build and No Build Alternative additions to certain parking facilities at NJ TRANSIT commuter rail stations are considered in this section. Parking at stations is provided by NJ TRANSIT, municipalities, and/or private operators throughout New Jersey. In Orange and Rockland Counties in New York, station parking is provided in coordination with Metro-North Railroad. Orange and Rockland Counties are assessed in this section because the parking analysis is based on NJ TRANSIT line segment, i.e., those groupings of stations that share similar service patterns and are close to one another (Figure 3.2-1). The analysis was completed at the segment level rather than at the station level, given the close station spacing (e.g., many stations are within 1 to 2 miles of each other), population densities in northern and central New Jersey and the connectivity of the local and regional roadway network throughout New Jersey. Because some NJ TRANSIT rail lines are located close to each other, passengers can choose between two rail lines depending on the availability of parking. This situation occurs with the individual Main and Bergen County Line segments, and also applies to other locations, such as stations along the Gladstone Branch and the Raritan Valley Line. As a result, shortfalls in parking demand can realistically be addressed at any station within a given segment, using a range of options from new construction of spaces to increased transit access, such as expansion of bus lines or implementation of community shuttle services. -

NJ TRANSIT REAL ESTATE REPORT: FISCAL YEAR 2020 P.L. 2018, c. 135 October 1, 2020 Executive Summary New Jersey Transit Corporation’s Office of Real Estate Economic Development and Transit-Oriented Development ensures efficient management of NJ TRANSIT’s real estate assets to support safe, reliable mass transit service and maximize non-farebox revenue opportunities. The office assesses and develops recommendations for economic development and transit-oriented development opportunities for parcels of real property in which the corporation holds a property interest in order to increase the corporation’s non-fare revenue sources. Effective November 1, 2018, P.L. 2018, c. 135 amended N.J.S.A. 27:25-20 to require NJ TRANSIT to issue an annual report containing: a list of each parcel of real property owned by the corporation; the most recent appraised value of that real property only if the corporation has obtained an appraisal during the three years immediately preceding the report; the purpose for which the corporation holds the real property; any revenue the corporation receives that arises out of the real property; and any real property sold or otherwise disposed of, including the amount of money received by the corporation for that sale or disposition, during the one year period immediately preceding the report and including an accompanying explanation for any real property disposed of for less than market value and any real property acquired for more than market value. Pursuant to those reporting requirements, NJ TRANSIT is pleased to provide this report.
