    December 3, 2018 Our newsletter focuses on issues relating to historical dialogue, historical and transitional justice, and public and social memory. More details about items in ournewsletter (and more!) can be found on our website. Both our website and newsletter provide information and resources to encourage innovative interdisciplinary, transnational and comparative research. They are housed at the Institute for the Study of Human Rights at Columbia University, New York City. The Network is devoting its blog space in this issue to condemn the arrests of 13 activists in Turkey, among them AHDA alumna Asena Gunal, and longtime friend of the AHDA program, Meltem Aslan, for their links to activist and philanthropist Osman Kavala. While they have been released, these activists' detention points to the alarming and continued attacks on civil society organizations and on voices that are critical of the Turkish government. It is, as the European Parliament's Turkey rapporteur Kati Piri writes, "another brutal assault on Turkish civil society." The below photograph and article were published on Nov.16, 2018, by Amnesty International; readers can also find coverage in the Washington Post; Reuters; Radio Free Europe; and elsewhere. Osman Kavala has now been imprisoned for approximately 13 months without being charged. The country is gradually developing the capacity of its state institutions and civil society to address the political and social consequences of Russian aggression. • Russia’s three main levers of influence in Ukraine include the ongoing armed conflict, corruption, and the poor quality of the political sphere. The Kremlin seeks to exploit these vulnerabilities to promote polarization and encourage a clash between Ukraine’s citizens and its governing elite by taking military action, manipulating the corruption narrative, supporting pro-Russia parties, and fuelling religious tensions through the Russian Orthodox Church (ROC). • The ramifications of the military operation in Donbas reverberate strongly across the country and domestic politics. The most prominent spillover effects include the circulation of firearms and the weakened capacity of authorities to reintegrate internally displaced people (IDPs) and war veterans. • With no clear way to end the armed conflict, there is a growing risk of societal polarization. This could have negative consequences for any prospective peace agreement.

    Doctorji: An Exhibit on the Life of Dr. Bhagat Singh Thind Exhibit Dates: November 17, 2016 – January 15, 2016 Dr. Bhagat Singh Thind was born on October 3, 1892 into a well-known military Kamboj Sikh Thind family in the village Taragarh/Talawan in District Amritsar, Punjab. His father S. Buta Singh Thind was retired as a Subedar Major from the British Indian Army. His mother Icer Kaur died when Dr. Thind was only a child, but left an indelible mark on him. Dr. Thind’s ancestors had served in the Sikh army of Maharaja Ranjit and before that, in the Marjeewra Sikh fauj of the 10th Lord and earned a reputation as a warrior family. S. Buta Singh Thind and his family and relations were very dedicated Sikhs and actively participated in Sikh Morcha for possession of lands belonging to Gurudwara Pheru, at Lahore in 1924 and earlier in Nankana Sahib Morcha in 1921, where out of eighty-six Singh Shaheeds, thirty-two were the Kamboj Singhs. S. Buta Singh Thind was jailed for several years and lost his military pension as a consequence. In this Gurudwara Morcha, S. Buta Singh also persuaded several other Kamboj Singhs, if Shekhupuru, to actively participate in the movement. Dr. Bhagat Singh Thind had clearly inherited his love for Sikhism and humanity from his devoted Sikh parents and relatives. After his high school graduation in 1908, Dr. Thind attended Khalsa College, Amritsar and obtained his College Degree. While a student at Khalsa College, Dr. Thind studied American history and the literature of Emerson, Whitman, and Thoreau.

    Decentralization and Inequalities in Asia Muhammad ADIL Université Clermont Auvergne, CNRS, CERDI, France Email: [email protected] [Preliminary draft] Abstract In this paper we analyse how decentralization is associated with regional disparities in 19 Asian coun- tries. Fiscal decentralization literature is mixed on the effects on regional inequalities, whereas political decentralization is yet an area for a greater research in the field. Unlike previous literature we examine the effects of different decentralization measures on inequality both individually and in a mix scenario. We find that decentralization increases inequalities, if at all, with fiscal indicators and partially reduces inequalities with political decentralization measures. These results implicate that overall decentralization policies are necessary in reducing inequalities but they are conditional on certain economic and political institutional arrangements.The use of G2SLS instrumental variable estimation technique further confirms our findings. Our results are robust to the use of alternative measures of regional inequalities. Key words: Fiscal Decentralization, Political Decentralization, Regional disparities, Instrumental Variable. 1 Introduction An important question that the scholars are actively seeking answer to is whether decentralization in- creases or decreases regional inequalities. On the positive side it is argued that the fiscal capacity of sub-national government’s plays an important role in promoting regional convergence. The proximity of local representatives to local population and making policies based on better information on regional preferences makes them a powerful institution in improving regional incomes. Inter jurisdictional com- petition enhances productivity to compete national and international markets. In the same vein the lower levels of governments make efforts to maintain and/or amplify their tax base in competition with other regions.

Decorrem-se cerca de quinze anos do início de sua implantação, tendo conquistado a adesão de todos os estados e de quase a metade dos municípios brasileiros, em uma política pública de continuidade, apesar dos percalços. Entretanto, vive-se um período de profundas mudanças nas Políticas Culturais do país. Visamos debater quais são as perspectivas de continuidade ou de transformações nesse sistema de Política Pública diante dessa conjuntura. PALAVRAS-CHAVE: Políticas Culturais. Sistema Nacional de Cultura. Instabilidade política. ABSTRACT The purpose of this paper is to present and discuss the Nacional Cultural System under the recent political context in Brazil. After fifteen years of its implementation, in a public politics of continuity, all the states and most of the cities have joined the system, besides all the troubles along the way. Nevertheless, the present moment is of profound changes in the Cultural Politics in Brazil.
