MINUTES OF MEETING | GORKHA

Action points:

 Agencies are instructed by DDRC to mention the benefits they have provided in the red cards of the recipients.  Interested agencies are requested to support road/track clearance and maintenance.  Agencies are requested not to deduct the operational costs from the benefits supposed to be received by the beneficiaries.  Agencies, which are planning for construction related trainings, are suggested to get their curriculum approved by DUDBC.  Interested agencies are requested to provide basic equipment, facilities and support staff to strengthen the capacity of the local government offices.  Interested agencies are requested to support DDRC to conduct the upcoming general coordination meeting.  Agencies are requested to provide weekly updates of their ER activities in 4W template.

Discussion points  Welcome remarks and cluster introduction o ER Cluster lead of , Mr. Sahadev Bhandari, shared information about ER and its three pillars  Safe demolition and debris management (SDDM) o IOM is involved in SDDM in and performing the same in Municipality as well. From coming week, IOM will be performing SDDM in

VDCs as well. DDRC has provided a list of 136 buildings from different VDCs to IOM for SDDM. o CARE Nepal planning for getting involved in SDDM. They have experts as well as volunteers for that purpose. o Practical Action (funded by Christen Aid), is planning to demolish 1000 households in a ‘cash for work’ modality. o OXFAM is planning for SDDM in a ‘cash for work’ modality. OXFAM is in the process of procuring required equipment. OXFAM is further planning for debris removal of irrigation canal at Takumajh VDC, assessment is going on. o UNDP is willing to work together with other agencies for SDDM.  Training and orientation activities o Care is planning for 2 to 3 days long trainings for masons. o OXFAM is planning for 2 days long trainings, which also include business plan preparation. o World Vision International is planning for a capacity building training for good health in Palungtar municipality. o Nepal Youth Foundation is planning for vocational trainings for jobless individuals focusing on plumbing, wiring, mason and so on. It is yet to be approved by DDRC. o Practical Action/Cristian Aid is planning for safe construction training for carpenters. o WFP is planning for food for training activities in 20 VDCs  Assessments/surveys o IOM is performing Displacement Tracking Matrix (DTM) assessment. o JICA is performing social survey in 14 VDCs . The first phase, which is quick survey with VDC secretaries, has been completed. o Common Feedback Project (CFP) is performing two kinds of surveys: . Community survey is conducted to track public’s perception on the works performed by Government and humanitarian agencies. . Rumor tracing survey (open mic) for rumor tracking  Road/trail maintenance and clearance o It is one of the priorities in Gorkha. o ILO is supporting district government in road maintenance. o District Government has surveyed 19 roads and plans to complete before festival seasons, i.e. mid of October. o OXFAM is planning to get involved in road clearance.

Issues and challenges  At some places humanitarian agencies are restricted by the locals to mention the benefits provided in the red cards. Red cards are distributed by DDRC to earthquake victims for recording any kind benefits they receive.  Reconstruction authority (RA) has not published guidelines for constructing permanent buildings. However, people have already started constructing permanent homes.

Updates on ER activities Agency Activities IOM  Working VDCs: Gorkha and Palungtar Municipality  Shakti school, CDO quarter, Gorkha Municipality  From Monday will go to VDCs; got 136 request from DDRC. Care  Planning for SDDM in a ‘cash for work’ modality.  Planning for ‘Cash for work’ activities involving 600 in .  Planning for 2 to 3 days long trainings for masons.  Planning for 80 Small irrigation projects.  Planning for drip irrigation in dry areas. World Vision  Supporting 500 bundle of CGI for schools  health post construction. Planning health post.  Planning for Cash for work activities for clearance of Jhodeni-- road.  Planning for capacity building training for good health in Palungtar municipality  Planning for 5 more VDCs. JICA  Established a liaison office inside DDC compound  Planning to reconstruct 25 public infrastructures under the quick impact project. Already received some priority projects for reconstruction from the district Government.  Under the ongoing social survey in 14 VDCs, the first phase has been completed.  Planning for food for work and food for training activities  Also planning for Cash for work activities CRS/Caritas  Completed the market recovery activity in Simjung. MR activities in Hansapur is going, whereas, similar activity in Arughat is being planned.

Any other businesses  UNDP is establishing an office in Gorkha and a recruiting a full time coordinator to work until the end of December.
