Minutes of Meeting 03/09/2015 Gorkha Minutes of meeting 03/09/2015 MINUTES OF MEETING | GORKHA Participants: DTO, DUDBC, UNDP, OCHA, CFP, Christian Aid, OXFAM, WVI, Practical Action, IOM, CRS/Caritas, Nepal Youth Foundation, WFP, SAPPROS Nepal, Ali Miya Welfare Trust, JICA/Project on Rehabilitation and Recovery Agenda: Cluster information Ongoing, completed and planned activities Issues and challenges Assessments/surveys Capacity building ER needs and gaps General coordination meeting AOB Action points: Agencies are instructed by DDRC to mention the benefits they have provided in the red cards of the recipients. Interested agencies are requested to support road/track clearance and maintenance. Agencies are requested not to deduct the operational costs from the benefits supposed to be received by the beneficiaries. Agencies, which are planning for construction related trainings, are suggested to get their curriculum approved by DUDBC. Interested agencies are requested to provide basic equipment, facilities and support staff to strengthen the capacity of the local government offices. Interested agencies are requested to support DDRC to conduct the upcoming general coordination meeting. Agencies are requested to provide weekly updates of their ER activities in 4W template. Discussion points Welcome remarks and cluster introduction o ER Cluster lead of Gorkha District, Mr. Sahadev Bhandari, shared information about ER and its three pillars Safe demolition and debris management (SDDM) o IOM is involved in SDDM in Gorkha municipality and performing the same in Palungtar Municipality as well. DDRC has provided a list of 136 buildings from different VDCs to IOM for SDDM. o CARE Nepal planning for getting involved in SDDM. They have experts as well as volunteers for that purpose. o Practical Action (funded by Christen Aid), is planning to demolish 1000 households in a ‘cash for work’ modality. o OXFAM is planning for SDDM in a ‘cash for work’ modality. OXFAM is in the process of procuring required equipment. OXFAM is further planning for debris removal of irrigation canal at Takumajh VDC, assessment is going on. o UNDP is willing to work together with other agencies for SDDM. Training and orientation activities o Care is planning for 2 to 3 days long trainings for masons. o OXFAM is planning for 2 days long trainings, which also include business plan preparation. o World Vision International is planning for a capacity building training for good health in Palungtar municipality. o Nepal Youth Foundation is planning for vocational trainings for jobless individuals focusing on plumbing, wiring, mason and so on. It is yet to be approved by DDRC. o Practical Action/Cristian Aid is planning for safe construction training for carpenters. o WFP is planning for food for training activities in 20 VDCs Assessments/surveys o IOM is performing Displacement Tracking Matrix (DTM) assessment. o JICA is performing social survey in 14 VDCs . The first phase, which is quick survey with VDC secretaries, has been completed. o Common Feedback Project (CFP) is performing two kinds of surveys: . Community survey is conducted to track public’s perception on the works performed by Government and humanitarian agencies. Rumor tracing survey (open mic) for rumor tracking Road/trail maintenance and clearance o It is one of the priorities in Gorkha. o ILO is supporting district government in road maintenance. o District Government has surveyed 19 roads and plans to complete before festival seasons, i.e. mid of October. o OXFAM is planning to get involved in road clearance. Issues and challenges At some places humanitarian agencies are restricted by the locals to mention the benefits provided in the red cards. Red cards are distributed by DDRC to earthquake victims for recording any kind benefits they receive. Reconstruction authority (RA) has not published guidelines for constructing permanent buildings. However, people have already started constructing permanent homes.     Post Disaster Availability, Consumption and Balance of Food and Needed Agriculture Strategy for the Livelihood Recovery and Economic Resilience in Gorkha, Nepal Suroj Pokhrel, Ph.D Abstract Barpak earthquake 2015 killed and injured thousands of lives and millions became homeless. It created food shortage and hardship on livelihood because of damaged agriculture infrastructures, loss of stored foods, feeds, seeds, death of livestock’s and reduced harvests. The aim of this research was ascertaining post disaster trend of food and nutrition availability, consumption and food balance in Gorkha, in order to assure livelihoods support and economic resilience. Relevant literature were reviewed, field verification and interactions were made in different rural/municipalities in the year 2019. The study revealed that Gorkha is self-sufficient and surplus in cereals (49.7%), fruits (6.2%) and spices (175.7%), although Chun Numbri, Bhimsen, Gandaki and Sahid Lakhan rural municipalities are seriously deficit in cereals (101, 661, 333 and 1799 MT/year respectively). Gorkha is deficit in poultry eggs (65.0%), meat (54.0%) and pulses (53.0%). However, Chun Numbri and Dharche in meat and Palungtar and Ajirkot in pulses are in surplus. Gorkha is moderately deficit as regards to vegetables (31.5%), potato/tubers (30.0%) and milk (29.6%). However, Chun Numbri, Gandaki and Bhimsen are surplus in vegetables, Chun Numbri, Dharche, Siranchok and Arughat in potato and Gandaki, Dharche and Ajirkot in milk production. Moreover, Gorkha is seriously deficit in sugar (100%), fish (99.1%), oilseed/ghee (92.5%) and honey (92.7%). Thus, Gorkha needs to have it’s own agriculture development strategy for local food security and livelihoods with commercial agri- programmes for economic resilience.

    Nepal Earthquake District Profile - Gorkha OSOCC Assessment Cell 09.05.2015 This report is produced by the OSOCC Assessment Cell based on secondary data from multiple sources, including the Government of Nepal, UNDAC, United Nations Agencies, non-governmental organisation and media sources. I. Situation Overview Gorkha, with a population of more than 271,000, is one of the worst-affected districts.1 The epicenter of the earthquake was in Brapok, 15km from Gorkha town. As of 6 May, 412 people have been reported killed and 1,034 injured. In the southern part of the district, food has been provided, but field observations indicate that the food supplied might not be enough for the actual population in the area. Several VDCs in the mountainous areas of Gorkha are yet to be reached by humanitarian assistance. There are no roads in these northern areas, only footpaths. The level of destruction within the district and even within VDCs varies widely, as does the availability of food. A humanitarian hub has been set up at the Chief District Officer’s (CDO) premises in Gorkha town. Reported number of people in need (multiple sources) The figures featured in this map have been collected via multiple sources (district authorities, Red Cross, local NGO, media). Where multiple figures for the same location have been reported the highest one was taken. These figures are indicative and do not represent the overall number of people in need. 1 This is an updated version of the Gorkha District Profile that was published by ACAPS on 1 May 2015. As with other mountain areas of Nepal, Gorkha contains popular locations for foreign trekkers.

Some of the specific works of this organization are as follows: 1: Reconstructions of Health Post Buildings in Aappipal, Ghairung, Bhumlichowk & Ghyalchowk Except Aappipal healthpost, other health post reconstruction works has been completed and in the process on handover program to the local community within the 1st week of October, 2016 with necessary equipments and furnishing. The representatives of MoHP & DHO were also involved during the process of reconstruction. From the expert side, the technical consultant visited to healthpost construction site for monitoring and supervision of the constructional work. 2: Reconstruction of VDC building Shreentahkot VDC building reconstructions work has been started from 5th of Asoj, 2073. The reconstruction work was started formally by doing laystone foundation of the VDC building.

Updates of Asal Chhimekee Nepal (ACN); 1. Asal Chhimekee is working in Shreenathkot, Aappipal, Ghairung, Bhumlichowk and Ghyalchowk VDC's in Gorkha focusing on rehabilitation, reconstruction, livelihood & health, disaster preparedness and strengthening local community in close coordination with government bodies and local community. 2. New Health Post Building Handed Over to the local community in Shreenathkot: After completing the reconstruction of Shreenathkot Health Post and supplying furnishing and medical equipment, in March 2016 it was formally handed over to the local community. It was handed over in the presence of local beneficiaries, stakeholders, service receivers, chief district officer from District Health Office, VDC governmental bodies of Gorkha district and Asal Chhimekee Executive. 3. Reconstructions: Asal Chhimekee Nepal is in the process of the rebuilding of four Health Post building in Aappipal, Ghairung, Bhumlichowk & Ghyalchowk VDC's.
