ELECTION MANAGEMENT AND PARTY DECISION MAKING IN PAKISTAN1 Sameen A. Mohsin Ali (SOAS) Work in Progress – Please do not cite ABSTRACT This paper argues that while the election was definitely a step in the right direction, a great deal needs to be done before democratic consolidation takes place in Pakistan. I argue that electoral mismanagement; the powerlessness of the ECP; and, the intervention of an activist Supreme Court in the run up to the election shaped how parties made candidate selection decisions, and in turn, impacted the voters‘ choices. In order to highlight these issues with the electoral process, I will discuss (1) the structure and staffing of the ECP, linking the notion of bureaucratic agency to malpractices within the Commission; and (2) the powerlessness of the ECP in light of 4 issues that were relevant in the run up to 11 May 2013, leaving a gap for the Supreme Court to fill. This is not a normative argument; instead, this paper present a picture of how the actors involved in the electoral process are interlinked, influencing each other‘s decisions and behaviour, leaving loopholes for other actors to fill. It indicates how these interactions might impact the electoral process in Pakistan, and suggests that further research on the issue may yield observations of interest. INTRODUCTION Following the May 2013 election, there have been numerous accusations of misconduct, mismanagement, and rigging. With some of these accusations, the Election Commission of Pakistan (ECP) has dealt promptly and well, for example, re-polling at polling stations in Khyber Pakhtunkhwa where women were barred from voting. -

Group identity and civil-military relations in India and Pakistan by Brent Scott Williams B.S., United States Military Academy, 2003 M.A., Kansas State University, 2010 M.M.A., Command and General Staff College, 2015 AN ABSTRACT OF A DISSERTATION submitted in partial fulfillment of the requirements for the degree DOCTOR OF PHILOSOPHY Security Studies College of Arts and Sciences KANSAS STATE UNIVERSITY Manhattan, Kansas 2019 Abstract This dissertation asks why a military gives up power or never takes power when conditions favor a coup d’état in the cases of Pakistan and India. In most cases, civil-military relations literature focuses on civilian control in a democracy or the breakdown of that control. The focus of this research is the opposite: either the returning of civilian control or maintaining civilian control. Moreover, the approach taken in this dissertation is different because it assumes group identity, and the military’s inherent connection to society, determines the civil-military relationship. This dissertation provides a qualitative examination of two states, Pakistan and India, which have significant similarities, and attempts to discern if a group theory of civil-military relations helps to explain the actions of the militaries in both states. Both Pakistan and India inherited their military from the former British Raj. The British divided the British-Indian military into two militaries when Pakistan and India gained Independence. These events provide a solid foundation for a comparative study because both Pakistan’s and India’s militaries came from the same source. Second, the domestic events faced by both states are similar and range from famines to significant defeats in wars, ongoing insurgencies, and various other events. -

Public services are ones that are provided by the federal and local governments and paid for with constituent taxes. Public services provided by the state are education, health, water/sanitation, environmental measures, security, policing, labor and legal guidelines and so on. Whether the structure of the government is centralized or decentralized is an important factor which impacts the provision of services. Decentralized governments are state or local governments which receive monetary and institutional resources from the federal government. Previous research has shown that decentralized services are more effectively delivered than centralized services. My study examines the impact of decentralization on the provision of two services, health and education, in Khyber Pakhtunkhwa from 2008-2018. There are two parts to the study. First, I will use process tracing to portray the historical context of decentralization in conjunction with sociopolitical factors of the region of KP. -

The Awami National Party (ANP) is a left-wing, secular, Pashtun nationalist party, drawing its strength mainly from the Pashtun-majority areas of Khyber-Pakhtunkhwa (KPK) province. It is also active the urban areas of Sindh province and elsewhere. The party was officially formed in 1986 as a conglomeration of several left-leaning parties, but had existed in some form as far back as 1965, when Khan Abdul Wali Khan split from the existing National Awami Party. Khan was following in the political footsteps of Khan Abdul Ghaffar Khan (Bacha Khan, popular known as the “Frontier Gandhi”), one of the most prominent nonviolent pro- independence figures under the British Raj. Today, the party is led by Asfandyar Wali Khan, Abdul Wali Khan's son. At the national level, the ANP has traditionally stood with the PPP, the only other major secular party operating across the country. 2008 was no different, and the ANP was one of the PPP's most stalwart allies in the previous government, with its 13 seats in the National Assembly backing the coalition throughout its five-year term in office. In the 2013 polls, however, the ANP will have to contend with high anti-incumbent sentiment in its stronghold of Khyber-Pakhtunkhwa, as a result of a lack of economic development and a deteriorating security situation. The ANP itself has borne the brunt of political violence in the province, with more than 750 ANP workers, activists and leaders killed by the Tehreek-e-Taliban Pakistan in the last several years, according to the party's information secretary, Zahid Khan. -

Pakistan is a key ally in U.S.-led counterterrorism efforts. The history of democracy in Pakistan is a troubled one marked by ongoing tripartite power struggles among presidents, prime ministers, and army chiefs. Military regimes have ruled Pakistan directly for 34 of the country’s 60 years in existence, and most observers agree that Pakistan has no sustained history of effective constitutionalism or parliamentary democracy. In 1999, the democratically elected government of then-Prime Minister Nawaz Sharif was ousted in a bloodless coup led by then-Army Chief Gen. Pervez Musharraf, who later assumed the title of president. In 2002, Supreme Court-ordered parliamentary elections—identified as flawed by opposition parties and international observers—seated a new civilian government, but it remained weak, and Musharraf retained the position as army chief until his November 2007 retirement. In October 2007, Pakistan’s Electoral College reelected Musharraf to a new five-year term in a controversial vote that many called unconstitutional. The Bush Administration urged restoration of full civilian rule in Islamabad and called for the February 2008 national polls to be free, fair, and transparent. U.S. criticism sharpened after President Musharraf’s November 2007 suspension of the Constitution and imposition of emergency rule (nominally lifted six weeks later), and the December 2007 assassination of former Prime Minister and leading opposition figure Benazir Bhutto. -
