Minutes of an Ordinary Meeting of the Parish Council held in The Betteridge Room, Village Hall on Wednesday 12th September 2018.

None. 3 Acceptance of Minutes: a) The minutes of the Ordinary Parish Council meeting held on Wednesday 4th July 2018 at The Betteridge Room, Sedgeberrow Village Hall were agreed by the Council to be a true record of the meeting and signed by the Chairman. 4 Open Forum: The Chairman moved that the meeting be adjourned for the Public Open Forum and this was agreed.

1. A resident pointed out that there were no links from the new Parish Council website to any local organisations. To put on the agenda for discussion at the next meeting. 2. A resident stated that it has been confirmed by Planning that he is not considered a neighbour regarding the planning application at The Mill. 3. A window at Willow Cottage, a listed building, has been reported as being plastic. This comment has been forwarded to the Enforcement Dept and is being followed up.

Reports a) District Councillor G Mackison reported – 1. Parish Council received a visit from the Police & Crime Commissioner regarding statistics. There have been several incidents that are not being shown on police statistics, even though they have been reported. He stated that this needs monitoring in all areas. 2. Any universal credit queries to be raised with District Councillor George Mackison. 3. The Government want to reduce the number of MPs in the Commons by 50. 4. The Plum Festival was very well attended. b) Police report received – theft of horse mats, theft of cast iron bath tub & 2 cases of burglary. Cllr Kearsey stated that this is not an appropriate report – it is lacking in detail. Clerk to contact the PCSO to request a more detailed report and to invite them to attend future Parish Council 23 of 2018

meetings. Cllr Hunt will contact PCSO Tinkler to find out whether the PACT meetings will be re- commenced. c) County Councillor Liz Eyre – Appendix B. 1. There are a number of issues regarding speeding throughout the village however the monies are not available from Highways and she has suggested the Parish Council make a contribution towards any measures put in place. Councillors stated that this is in fact under Highways remit, not the Parish Council’s. There are no funds for this and the plans for new signs should be postponed for the time being. d) Mike Parker – SeSaME reported that a dividend to the value of £650 is due from the Oil Buying Club which will go towards the SeSaME Post. His report is posted under Appendix C. 5 The Chairman closed the adjournment at 20:15 hrs. 6 Co-Option of Councillors: 2 applications had been received by the Clerk from Mr Hugh Snow and Mrs Jenny Westmacott for the positions of Co-Opted Councillor. These were considered by Councillors. Cllr Devereaux-Little proposed Hugh Snow and Jenny Westmacott are co-opted to fill the vacancies of Parish Councillor, Cllr Hunt seconded, unanimous approval. Clerk will inform Electoral Services and arrange for appropriate documentation to be completed. 7 Clerk’s Progress Report: a) Clerk has contacted Enforcement regarding the hedging issue with a planning application. Await response. b) Liz Eyre is hopeful the new signage proposed will ease the traffic on Winchcombe Rd, thus reducing any damage caused. Unfortunately, there are no monies available for the new signage. c) Meeting re Pear Tree Drive to take place between Gerry Brienza, Highways and Cllr Devereaux- Little Thursday 13th September. Await results of this meeting. d) 20 is plenty – permission is required from Worcestershire County Council for repeater signs. Clerk has contacted Highways regarding a possible way forward. Clerk to monitor. e) The Lengthsman, along with Cllr Hunt has cleared Glebe Meadow of all debris. Noted and Closed. f) Clerk has requested Highways clear the overgrown entrance to Bridewell Drive although there seems to be a query as to whether this is Highways or a Lengthsman job. It was confirmed this is Highways. Cllr Devereaux-Little to bring this up in his meeting with Gerry Brienza. g) The new church furniture equipment deposit has been issued. Awaiting final invoice. Cllr Morris recommended that this equipment is not gifted to the PCC until the Vestry Project is confirmed. Unanimous approval. h) The Parish Council’s Standing Orders have now been placed on the website i) Cllr Pratt stated that a Model Publication Scheme was put in place in 2008 however the Clerk has been unable to find this within the computer records. Cllr Devereaux-Little therefore proposed the scheme provided by the Clerk is accepted with all other Cllrs agreeing. 8 Planning Matters: Applications Considered: a) 18/01483/LB – retrospective application for internal partitions to form bedroom and ensuite at The Mill, Winchcombe Rd, Sedgeberrow, Evesham, WR11 7UA. Cllr Devereaux-Little to send comments to Clerk with all Councillors approval. b) 18/01785/LB – retention of satellite dish on eastern gable of The Mill, Winchcombe Rd, Sedgeberrow, Evesham, WR11 7UA. Cllr Devereaux-Little to send comments to Clerk with all Councillors approval. c) 18/01514/FUL – residential development of 20 dwellings and associated garaging at land to the rear of 43-57 Main St, Sedgeberrow. Clerk to contact Gavin Greenhow from Planning to see if this can be deferred further. d) 18/01613/HP – proposed bedroom, en-suite, kitchen, dining and porch extension at 2 Sandfield Cottage, Sandfield Lane, Sedgeberrow, WR11 7QS. Following discussions, Clerk to send No Objection comment to Planning. Planning Applications Noted:

e) 18/000026/REG3 – Proposed renewal of Planning Consent for Mobile Classroom at Sedgeberrow CE First School, Main Street, Sedgeberrow, Evesham - Sedgeberrow Parish Council objects to the renewal of consent for a mobile classroom at Sedgeberrow CofE First School. There have been mobile classrooms on the site for over 25 years and they do not meet current Health and Safety standards, nor are suitable to provide access for the disabled. The previous renewal of planning permission for 3 years for this mobile was approved on 17/3/2014, with a condition that the mobile classroom was to be removed from the site by 31/12/2016. As the mobile classroom has been on the site illegally for 18 months with no planning consent, the Parish Council would question whether this application for ‘renewal’ is valid. The earlier planning approval stated that ‘a mobile classroom is a temporary structure and is not suitable for permanent retention on site’. It is imperative that these mobile classrooms are replaced with modern permanent structures with immediate effect, and a renewal for a further 5 years is totally unacceptable.” County Councillor Liz Eyre stated that a conditions survey needs to take place before the statement that it “does not meet health and safety standards” can be used. If disabled access is required it will be made available. She will in her statement state the background information, insist a conditions survey is completed before a planning decision is made. Councillors requested that she ask for it to be reviewed again in 12 months. Cllr Morris read out a report the School Secretary had produced. (Appendix D) Planning Decisions f) 18/01101/HP – extension to existing single storey building to the rear of Paddock Villa, 80 Main St, Sedgeberrow, WR11 7UF – this planning application was withdrawn by the applicant on 9th July 2018. 9 Playing Field: a) It was confirmed playing field inspections at the Jubilee playground have been carried out on a weekly basis by Cllr Devereaux-Little. b) Following the successful installation, and independent inspection of the new play equipment on Glebe Meadow in July 2018 the Parish Council gift this equipment to the Sedgeberrow Village Hall Management Committee. This is on the proviso that Sedgeberrow Village Hall Management Committee accepts complete responsibility for the equipment, including its maintenance, replacement and insurance. The Parish Council have also confirmed with PlayQuest that the right to recover under the guarantee has been transferred to Sedgeberrow Village Hall Management Committee. Clerk, following advice from Richard Levett, CALC, and Paul Hunston, the Village Hall Management Committee Solicitor, has drawn up a document to this effect for signature by Chair and Clerk of the Parish Council and Chair and Secretary of the Sedgeberrow Village Hall Management Committee. Cllr Pratt suggested making alterations however Cllr Devereaux-Little proposed this is accepted, with the agreement of the other Councillors. 10 GDPR: a) Clerk advised all new email accounts have now been set up. She reminded Councillors to update these. 11 Community: a) Cllr Devereaux-Little stated that it is ’s Neighbourhood Plan, rather than Beckford’s that he has been looking into. A number of people have come forward to join the group to get the NDP going. First meeting date to be set. b) A report from Annette Dawson regarding the Isbourne Catchment Group was received. (Appendix E) c) A meeting was held recently to discuss drawings and documents that have been prepared for a planning application for a Community Hub. Both County Councillor Liz Eyre & District Councillor George Mackison suggested there is NHB money available to look at a larger project. CDL will send out all information to Councillors. 12 Lengthsman: Clerk provided Councillors with a breakdown of amounts showing that £1,156.25 has been claimed to date, against a budget of £1,679 leaving only £522.75 remaining until March 2019. Cllr Devereaux- Little will discuss this with the Lengthsman. 25 of 2018

13 Parish Games: Since the July meeting Sedgeberrow teams have participated in Crib, Ladies' darts, skittles and Petanque (winning the latter). We will play in Men’s darts, pool and angling next. 14 Progress Reports for Information a) HGV’s – 1. Cllr Kearsey has spoken to ESP who were very cooperative. They want to work with the village. She has been invited to visit the MD. 2. New Black Barn signage was discussed. Councillors are happy with the signs, however the cost of £2,500 is not able to be accommodated within the budget. County Councillor Liz Eyre stated that the weight restriction request had been refused recently once again. Cllr Kearsey replied that the Parish Council were not aware of any request. 3. Dragon’s teeth will cost £1,000 to paint on the roads. b) Speeding – VAS figures. From the 6.7.18 to 5.9.18, 11,816 cars have come into the Sedgeberrow Village from Winchcombe over 30 mph and 12,830 have gone out towards Winchcombe on the flash counter. Clerk to forward this information to County Councillor Liz Eyre. c) Gully Maintenance – a request was sent to Worcestershire County Council requesting gullies are cleared once harvesting has taken place. d) Parking – no further update. e) Footway Surfaces – Clerk confirmed the footway survey was forwarded to County Councillor Liz Eyre. This was forwarded on to Eric Walker although the budget for 2018 has been set. She advised the Councillors to rank the footways in order of priority as there is only enough money in the budget for one footway to be repaired this year. Councillors confirmed the footway on Rd from the bridge going towards The Hollows is of maximum priority. 15 Matters raised by Councillors: The following matters were raised by Council Members: a) The telephone kiosk is due to be refurbished. The contractor will be finished mid-October. Cllr Morris will obtain a quote for refurbishment. b) Cllr Hunt attended a meeting for the Flood Wardens Group. c) There is damage to a dog waste bin on the corner of Cheltenham Rd/Winchcombe Rd. Clerk to organise a repair. d) The War Memorial Plaque needs cleaning. Clerk to arrange. 16 Consideration of Correspondence Received: A report regarding a window at Willow Cottage has been replaced with plastic, which goes against listed building regulations. This was reported to Enforcement who stated this is in fact wood and is within regulations. Cllr Devereaux-Little, along with other Councillors disagree with this statement and he is following this up. 17 Correspondence Noted: a) New Homes Bonus Protocol (emailed 6.7.18) b) Community Led Housing Leaflet (emailed 6.7.18) c) Clerk responded to the Village Facilities and Rural Transport survey following Cllr Devereaux-Little’s comments. 18 Finance: a) Donation for poppy wreath – Clerk to contact British Legion re price of a wreath b) New signage funding – discussed under minute 14 a2 c) The Council considered and approved the first quarterly Bank reconciliations, account balances and income and expenditure. APPENDIX B – County Councillor Liz Eyre’s August Report

1. Speeding Winchcombe Road

The last set of speed data 2016

 There were rogues but mean speeds below 30mph.  Safer Roads Partnership – PCC supportive of village initiatives – why not accepted?  weight limit, counts showed less than 1% HGV usage. Only excessive usage a figure in excess of 5% would ordinarily trigger consideration of a restriction. 28 of 2018

Actions to consider

 Black barns signage – underway

 paint speeds on road - ,  dragons teeth prior to the 30mph terminal point (see attached) these could be considered from the Gloucestershire approach - again funding would be needed (£1000).

.  visit Gilders – Chris to propose dates  chicane in . - Winchcome have been installed in an area with lighting, which is necessary for any vertical or horizontal traffic calming. You do not have lighting.) .  Other ideas  install some speed limit repeater roundels, Parish Council would need to fund these - 4 pairs cost £1200.  VAS?  20 is plenty signs wanted – regulations and cost.  Note Black barns signage change proposed new signs required to redirect Evesham bound traffic via the A46 rather than through Sedgeberrow. o Plus a lorry route sign at location 2 to discourage HGVs from turning off the main road. o Technical information (Sign sizes, post details, mounting arrangements etc.) which GCC want to look at, was with them by the end of week 13/7 . Gloucestershire have indicated they will consider a scheme design 2. Issue with footpaths across fields – is this resolved?

3. The bus – Locally please continue to promote. Positive response from Christine Baxter WDC but have parking wardens been out? (The bus company is having problems in Main Street - WCC put yellow lines in strategic places to prevent parking and help the bus get through. At one point your officers came out to help - they carried out a short campaign especially at school time - starting and finishing. I don't want the bus company to stop serving this community - which it may if we do not resolve The head teacher regularly admonishes the parents but they will not budge - it may take a fine!)

4. S278 works Winchcombe road – 2/7 for a week or so new development let me know if any problems /reinstatement needed? S278 now part of WDC scrutiny.

5. Gully clearance – WCC asked to wait as new system in place but request has now gone in for work post harvesting. Hopefully fits to new arrangements now.

6. Millfield Estate - brambles growing through the fence onto Glebe Meadow should area be trimmed by Highways – a lengthman job?

 Mobiles need condition survey (October) but I have seen worse: issues smell – resolution lowish cost suggested, water through roof – school should have survey condition survey would not cover, space. Need more info for planning.  Asked for condition survey (October) before the mobiles come to planning – that might take to Xmas.  Asked for issues to be sent with photos by one of the teachers – nothing yet – need as material for the planning representation.  trying to get clarity on what will and can be done – rock and a hard place…

APPENDIX C – SeSaME Report

Recent Activities.

Bird Boxes SeSaME was delighted to receive a selection of 19 bird nesting boxes which were funded by Severn Waste Services through the Landfill Communities Fund. They will be installed in the surrounds of The Church of St Mary and other areas of the village, including properties off Main St, Cheltenham Rd and Sandfield Lane. They are RSPB boxes and will be aimed at providing homes for a range of birds – Little Owl, Sparrow, Robin, Wren, House Martin and Blue Tits. Richard Hunt is co-ordinating their distribution and the project has involved four village bird watchers, consulted with and then responsible for installing the boxes and monitoring them.

Glebe Meadow Sleeper Bench After consultation with Colette, a small "sleeper" bench has been donated by the Pershore based charity, Welcome to our Future, with funding coming from a small charitable trust grant. It will fit in well and be useful as an addition to the new structures that are being installed by the Village Hall Committee on Glebe Meadow. It is now with Colette awaiting placement.

Residential Development of 20 Dwellings – Land to rear of 43 to 57 Main St, Sedgeberrow. Reserve matters regarding Condition 19. I asked the Parish Council at the 14th July meeting if they had heard at what stage planners were regarding the enforceable details under condition 19 on the outline consent. (See my 14th July report) Those plans and supporting documents are now available, with villager’s comments to be submitted by Monday 3rd September

They include an Energy Statement, responding to Condition 19, parts of which I find unclear and which I ask Councillors to also seek clarity on when they respond to the application at the 12th September meeting. I plan to submit the following responses to the planning application’s Energy Statement.

Questions regarding the Energy Statement a) It is not clear as whether all the buildings will have solar panels at construction and also whether their orientation is adequate to the task. Going by scale, with a power specification of 19.1kw, and considering an average domestic unit of 1-4kw, then it appears that it will only be some south-facing roofs, rather than all of the houses being suitable for and provided with solar panels. How many houses will be built with solar panels installed? b) Heating is shown as gas, which raises important questions in a rural area: It’s presumably LPG, as Sedgeberrow has no access to mains gas. This means delivery by road, possibly by 20 individual tankers? Are there to be single tanks, with individual contracts, or a shared central tank providing a separate metered delivery to each house? Both systems have undesirable practical consequences in a rural area. LPG would appear to be the least appropriate or efficient renewable energy measure that might be considered for this rural new build site, even with my questions answered. More so given the Department of Business, Energy and Industrial Strategy’s (BEIS) Future Framework for Heat in Buildings, with its “Key Deliverables”: Phase out the installation of high carbon fossil fuel heating (domestic and non-domestic) during the 2020s starting with new build. Reduce barriers to low carbon heating deployment. Purchasers of these new houses, in our off - mains gas rural community, will be poorly served by having heating systems that could be at risk during the 2020s of early disruption, involving significant upgrading costs within a short few years. Like ill advised diesel car owners, they would rightly feel hard done by. c) I see no mention of EV charging points, which could easily be installed in anticipation of future EV ownership. Completed at the construction stage this would give the development instant readiness, at optimum cost, for incorporation within the Open LV, and micro grids of the flexibility markets, currently being promoted by Western Power

A Conclusion. I would question whether the Energy Statement, as it stands, meets the requirements of the Renewable and Low Carbon Energy SPD (July 2018), or indeed SWDP 27. It would seem appropriate, given the District Council’s clear and longstanding commitment to an intelligently green and low carbon economy, that the energy statement should be referred back in order to clearly identify a more ambitious and appropriate energy statement. I ask the Parish Council to support that viewpoint?

APPENDIX D MINUTE 8e

Meeting 9th August 2018, RE: Planning Application for Double Mobile, Sedgeberrow CE First School

All had a walk around both the single and double mobile classroom to discuss planning concerns (1) condition of the units as learning spaces (2) cost of maintenance/ capital expenditure whilst waiting for building (3) disabled access.

It was noted that the school maintains the mobiles well and that new heating/air conditioning units had been installed at high cost to make the classroom temperature satisfactory. DE discussed other larger maintenance jobs due to be completed this year (i.e. toilet refurbishment, cladding repairs, roof repair/replacement) that had implications for the school’s capital financial planning. EB confirmed that the mobile was due a 5-year condition survey but that would not look at roof structure, so the school will need to have a separate roof survey completed. BM not able to give any more assurances regarding a date for new building as this was dependent on need across the County and with schools converting to academy status there is little certainty with regard to capital spending. LE requested a halt to planning until after the surveys had been completed.

LE spoke to teaching staff who were in the classrooms at the time. They discussed the difficulties that the classrooms presented as a teaching space. This included discussions about the toilet block: the ventilation is poor and there are not adequate units for the number of children using them. In the winter there were a number of instances of frozen pipes which in turn created electrical problems as these are all fed from underneath the units. The pipework is all lagged appropriately. The walls are not solid enough to take the weight of current technology used in classroom such as whiteboards/projectors so that they are constantly needing attention.

Disabled access – BM felt that the double mobile could easily be modified to allow disabled access, as the doorways were wide enough for wheelchair access. Ramping the steps to the unit and ramping the emergency exit would be for the school to pay as it would fall below the £15,000 limit. DE was unsure how easily a disabled child would be able to move around the classrooms when they were in use and questioned the reasonableness of spending large amounts of school budget on access when the units were due to be replaced with a permanent building within the 5 year planning timeframe.

APPENDIX E MINUTE 11b

Update from the Isbourne Catchment Group

The new Project Officer Wendy Bufton started at Worcestershire County Council on 6th August. She lives near Malvern and has previously worked as a consultant in a large engineering company and for the in Flood Risk.

She visited the Isbourne with Brain Smith from the EA on 14th and 22nd August accompanied by ICG group members to look at the area and our work so far.

We have agreed the new location for the storage bund at Toddington and discussed with the land owners timescales. The new design is to be finalised and the documents presented in October, with enabling works to be started ready for bund construction post March 2019 (after the shooting season). In addition there will be new hedgerows and planting to secure the river bank. It is likely work here will be undertaken by EA staff with the landowners to reduce costs.

A walk through Sudeley identified several areas along the Beesmoor tributary where NFM would reduce the flow into the Isbourne at peak times. A meeting has been set up with Suedely Estates & landowners early in October 2018 to discuss the options with the aim of training estates staff to undertake the work.

The new officer seems keen and is very able so we anticipate significant progress in the coming months.

BM not able to give any more assurances regarding a date for new building as this was dependent on need across the County and with schools converting to academy status there is little certainty with regard to capital spending. LE requested a halt to planning until after the surveys had been completed.

LE spoke to teaching staff who were in the classrooms at the time. They discussed the difficulties that the classrooms presented as a teaching space. This included discussions about the toilet block: the ventilation is poor and there are not adequate units for the number of children using them. In the winter there were a number of instances of frozen pipes which in turn created electrical problems as these are all fed from underneath the units. The pipework is all lagged appropriately. The walls are not solid enough to take the weight of current technology used in classroom such as whiteboards/projectors so that they are constantly needing attention.

Disabled access – BM felt that the double mobile could easily be modified to allow disabled access, as the doorways were wide enough for wheelchair access. Ramping the steps to the unit and ramping the emergency exit would be for the school to pay as it would fall below the £15,000 limit. DE was unsure how easily a disabled child would be able to move around the classrooms when they were in use and questioned the reasonableness of spending large amounts of school budget on access when the units were due to be replaced with a permanent building within the 5 year planning timeframe.
