Minsk II a Fragile Ceasefire
Briefing 16 July 2015 Ukraine: Follow-up of Minsk II A fragile ceasefire SUMMARY Four months after leaders from France, Germany, Ukraine and Russia reached a 13-point 'Package of measures for the implementation of the Minsk agreements' ('Minsk II') on 12 February 2015, the ceasefire is crumbling. The pressure on Kyiv to contribute to a de-escalation and comply with Minsk II continues to grow. While Moscow still denies accusations that there are Russian soldiers in eastern Ukraine, Russian President Vladimir Putin publicly admitted in March 2015 to having invaded Crimea. There is mounting evidence that Moscow continues to play an active military role in eastern Ukraine. The multidimensional conflict is eroding the country's stability on all fronts. While the situation on both the military and the economic front is acute, the country is under pressure to conduct wide-reaching reforms to meet its international obligations. In addition, Russia is challenging Ukraine's identity as a sovereign nation state with a wide range of disinformation tools. Against this backdrop, the international community and the EU are under increasing pressure to react. In the following pages, the current status of the Minsk II agreement is assessed and other recent key developments in Ukraine and beyond examined. 25 Capital Flows and the Exchange Rate of the Krone Jakob Lage Hansen, Market Operations and Peter Ejler Storgaard, Economics INTRODUCTION AND SUMMARY Capital flows across national borders have increased in volume in recent years, both to and from Denmark as well as internationally. At the same time, the economic literature has turned more attention to the relation- ship between capital flows and exchange rates. Conventional exchange-rate models have sought to explain exchange rates in terms of the development in different macroeconomic variables such as the money stock, interest rates and inflation. These models have had limited empirical success, however. More recent research has intro- duced microeconomic explanations instead, e.g. foreign-exchange dealers' inventory management. The underlying intuition is that foreign-exchange dealers normally adjust their bid and offer prices to and from their inven- tories to match purchase and sales orders in the foreign-exchange market. In this way foreign-exchange dealers ensure that their inventories are not undesirably large or small. An overweight of purchase orders pushes prices up, while they are reduced if there is an overweight of sales orders. To the extent that capital flows trigger purchase or sales orders in the foreign- exchange market, they may therefore influence the exchange rate. This article considers the short-term relationship between capital flows to and from Denmark and the development in the krone vis-à-vis the euro in the period 1999-2004. Initially it is demonstrated that while there is a significant relation be- tween the krone rate and capital flows from portfolio investments on a monthly basis, it is not possible to identify an impact on the krone rate from capital flows from direct investments and other capital imports. -

Abstract The militarily non-allied members of the European Union, Austria, Finland, Ireland and Sweden, have undergone rapid changes in security policies since 1999. Looking at two states, Finland and Sweden, this paper traces states’ contemporary responses to the rapid development of the European Security and Defense Policy (ESDP) to their historical experiences with different types of neutrality. It is argued that by looking at the legacies of different types of neutrality on identity and domestic rules, traditions, norms, and values, we can better explain how change occurred, and why states have pursued slightly different paths. This enhances our understanding broadly of the role of domestic institutions in accounting for policy variation in multilateral regional integration, and particularly in the EU. In the process, this study also addresses a question recently raised by other scholars: the role of neutrality in Europe. Traditions, Identity and Security 3 . 1. Introduction The core difference between members and non-members of a defense alliance lie in obligations to militarily aid a fellow member if attacked, and, to this end, share military strategy and related information. The recent and rapid institutionalization of EU security and defense policy is blurring this distinction beyond the increased cooperation and solidarity emanating from geopolitical changes, NATO’s expansion and new-found role in crisis management, or, later, the 9/11 attacks. -
