THE FUTURE FOR THE UK With the UK’s new tram-train pilot scheme (Sheffield – Rotherham) finally about to come to fruition, and a line from Glasgow to its airport waiting in the wings, does this herald a new era of flexible rail operation in Great Britain? The answer depends on whether you think European-type rules can be made to work within the British island culture. The technical issues can be resolved with relative ease, overcoming potential bureaucratic and institutional hurdles is another matter. Of the worldwide examples listed in this article, Karlsruhe, Kassel and Mulhouse are the ones that would make the most sense to emulate. And a final point, tram-train vehicles are expensive – a Citadis Dualis costs EUR 3.8m, Karlsruhe Flexity Swift EUR 4.3m, and a CityLink Chemnitz EUR 5.25m. The value of Vossloh’s contract for seven tram-trains for South Yorkshire has not been identified, but GBP58m (EUR70.5m) for a project that otherwise involves construction of 400m of track and electrification of a freight line makes one think that EUR5.3m each is not far off. Issues around the structure of the national rail industry and fare structures dating back to British Rail days have also proved very complicated to unpick. Although the Abbey Line is a relatively short branch line with seven stations, it has 17 bridges. Currently, the risk around the bridges (including addressing the occasional bridge strike) and earthworks is carried by Network Rail as national infrastructure manager, and it is able to spread the risk and maintenance cost across the entire network. Network Rail’s budget is significantly higher than Hertfordshire County Council’s, which also manages the risk on similar structures for the local highway. The funding and recovery regime in the case of structural failure is managed differently. Similarly, the larger London Midland franchise provides an economy of scale for overheads (e.g. vehicle maintenance, drivers, management, training and other infrastructure such as ticketing machines and sufficient staff to provide full cover). A small operation would still have the same basic overhead requirements that add expense to the operation and most likely would not scale to the level required. On the technical side, if the line were removed from the franchised railway, there would be a need to establish a separate power supply (or meter the existing supply). There was also the consideration of how to convert the existing 25kV ac to the more commonly main line. This is Ilfeld in Thuringia, central Germany, and these are the metals of the metre-gauge Harzer Schmalspurbahnen (HSB) – the Harz narrow gauge railways. For a decade now such sights have been a regular part of the timetable. For while the HSB is known the world over for its steam- hauled trains favoured by tourists it also has an important local people-moving function. Where else in the world can you hop off a tram onto a railcar, a bus… or a steam train? The story of how this unusual synergy arose, and the reason for the creation of the Combino Duo hybrid tram, was born in a concerted will to regenerate these former East German systems in the 1990s. For a century the Harz railways and the Nordhausen tramway had coexisted – their metre-gauge rails close but never physically joined. Track design rationale The track radii of the approach curves from Park St and Domain Road dictated the length of the platforms. Adopting a “desirable” minimum radius of 25m reduced platform length and the capacity to hold B and D class The project constraints dictated curved island platform design. trams; 56m lengths were achievable if track radii between 21m and 23m were adopted. Platform clearances were analysed for all rolling stock and a new template for the E class tram was developed to ensure future- proofing of the design. Worst-case offsets between the platform and tram doors were determined for each vehicle with departures from the standard minimised (between 3mm and 29mm). Park Street junction was particularly challenging. Here, the vertical gradient rises at 5.4% and tight-radius vertical curves are needed to connect with the relatively flat St Kilda Road tracks. The 2011 order by STIF/RATP for up to 70 trams included the 19-strong T7 launch fleet and future vehicles for line T8 and the T7 expansion. The final one of T7’s initial batch (numbered 701-719) is the 1500th Alstom Citadis; five-section and 32m long, capacity is for 200, 56 seated. For the last ten years, Bircham Dyson Bell’s specialist government and infrastructure practice has helped Nottingham City Council with the authorisation and implementation of the NET system. Our work has involved advising on the legal aspects of scheme initiation, development, consultation, planning and authorisation and, following authorisation, on aspects of funding, land acquisition and implementation as well as a range of related public law issues.
