Numerous challenges faced now are moral value degradation, lack of noble morality, and moral crisis happening among students. In fact, we can see a lot of news about moral decadences published in newspaper1 such as promiscuity, drug abuse, engage in a gang fight,2 and street fighting between gangs of school students in big cities.3 Then, these facts lead many people to ask a question about what is exactly wrong with our educational system which failed to build national character as mandated in Pancasila, the 1945 Constitution (UUD 1945) and Law No 20 Year 2003 about National Education System.4 Furthermore, that technology, information, and communication aspects inevitably grow rapidly will influence on character building of young generations. Professor Abdul Munir Mulkhan said that the impacts of technology and information development lead to bear a modern civilization with several lacks such as injustice, conflict, and global poverty which take place in developing countries including Indonesia. Then, moral and ethical values are manipulated in such a way when corruption takes place as a means of production to reach abundant profit and outcome without hardwork.5 1 Tribun Jogja. “Data Tawuran di Kota Yogya”, 6 Januari 2012. 2 Amiruddin Nahrawi, Pembaharuan Pendidikan Pesantren (Yogyakarta: Gama Media, 2008), 64. For information, “based on survey in Kompas newspaper shows that 71,3% respondents think school student brawling in Indonesia already on the verge of worrying, and only 27,4% who consider to the contrary,” Kompas, 20 Desember 2001. 3 The data is obtained by observing TV shows on TV One in mid-february 2011. 4 KI Fudyartanta, Membangun Kepribadian Watak Bangsa Indonesia yang Harmonis dan Integral, Pengantar ke Wawasan Pendidikan Nasional yang Komprehensif (Yogyakarta: Pustaka Pelajar, 2010), 26–27. 5 Abdul Munir Mulkhan, “Kecerdasan Makrifat: Jalan Pembebasan Manusia dari Mekanisme Konflik,” in Inaugural Address of Professor of Islamic Education Philosophy Delivered in Open Senate Meeting of IAIN (UIN) Sunan Kalijaga Jogjakarta (Yogyakarta, 2004), 8. Then, this duty and responbility start from small part of organization which is family, communities, and government as well as educational institutions either formal or non-formal. Therefore, pesantren (Islamic boarding school) as an educational institution also needs solution to be better for the next. Thus, responding to this case, the former National Education minister, Muhammad Nuh, takes seriously the problem. He is going to adopt and implement most of character education models of pesantren (Islamic boarding school) in public schooling since character education model adopted in pesantren, according Nuh, already gives better outcome.6 This adoption of character educational concept is aimed to create school culture through role modelling method and formalizing positive values into routines. Similarly, the former head of Syarif Hidayatullah University, Komaruddin Hidayat, conveys that character education is extremely important to Indonesian students. As he said, “Considering it needs to adopt character education applied by pesantren in public schooling since education model of Islamic boarding school gives emphasis on cultural and character values that are based on religion. According to him, some points from educational system of pesantren can be adopted in public educational institution such as role modelling method, formalizing into routines, personality, leadership, and authority. It means Kyai as a role model is seen as valuable significant key in learning process and success of nation character-building”.7 Character-building model of Islamic boarding school is like a way of life as Sufis (people who follows sufism) choose. It starts with modest lifestyle, instilling affection, and creating a sense of brotherhood and friendship among students. So, it minimizes conflict and reduces student 6 Annisa Mutia, “Pesantren Sukses Bangun Karakter,” Pebruary 2013, http://www.scribd.com/ doc/11711549/Makalah. 7 Ibid., 1. It works with preserving moral values delivered by kyai to student through role modelling method and formalizing them into routines in pesantren.9 In order to strengthen such an argument, Zamakhsyari Dhofier stated, “that now the culture of pesantren along with all its tradition has deep root and be able to give guarantee for the persistence of character- building duties—good characters such as discipline, work ethic, mutual trust, respect each other, and preserve the integrity of nation. The so-called education model which has been inherited from generation to generation for 800 years continues to grow dynamicly.” Historically, traditional Islamic boarding school (pesantren) long time ago takes place in remote villages which are far away from town, but now a lot of Islamic boarding schools are located in down town. The existence of pesantren may gradually lead the villages to be urban area. It could be happened since pesantren has powerfull religious concept which is ““al- muhafazhatu `ala qadimis salih wal akhdzu bil jadidil aslah” “al-muhafazhatu `ala qadimis salih wal akhdzu bil jadidil aslah” (means maintain something good from old tradition and take better one from new changes).10 In other word, old tradition of Islamic boarding school which contains good values is maintained and still it is openly possible to receive any new ideas from modern world which continously changes. Furthermore, Zamakhsyari stated that Islamic boarding school (pesantren) at the present time already has lots of graduates who are expert on many fields of knowledge and information technology so that they are capable to guide and lead to where education concepts will be changed and 8 Abdul Munir Mulkhan, Moral Politik Santri: Agama dan Pembelaan Kaum Tertindas (Jakarta: Erlangga, 2003), 193. 9 Yasmadi, Modernisasi Pesantren, Kritik Nurcholish Madjid Terhadap Pendidikan Islam Tradisional, Quantum Teaching (Jakarta: Ciputat Press, 2005), 3. 10 Abdurrahman Wahid, “Benarkah Kyai Membawa perubahan Sosial?

IN MEMORIAM: KI SARINO MANGUNPRANOTO Anton Lucas While preparing these notes, I have been listening, for the first time since 1971, to the tape I made (almost accidentally) of my first encounter with Pak Sarino. We met in Semarang on August 30, 1971, at the home of Soeyono, who had been gov ernment veterinary officer in Pekalongan residency during the Japanese Occupation and the early Revolution. Soeyono suggested I meet a guest of his who was coming to Semarang in a few days, who knew a lot about the Pekalongan area. In the course of my research on the revolutionary period in the Tiga Daerah region of Pekalongan, I had collected quite a few stories from local officials of the time, and I assumed that this guest would be another former ambtenaar (Dutch-trained official from the prewar colonial bureaucracy). Thus, I was completely unprepared for the visitor. It was Sarino Mangunpranoto. Listening again to our discussion, I realize that Pak Sarino was the first Indo nesian I met who started his account of factual events (of the Japanese Occupation and early Revolution) with an analysis of the social relationships of the society in which he lived--the kabupaten town of Pemalang in Pekalongan residency. It was no use trying to explain the political disruption of 1945 by what happened during •the Japanese period, he said; one had to return to the social situation at the end of colonial rule. For him any understanding of the social and political upheaval in 1945 came back to the basic economic reality of village society in 1940.

  • Four Indonesian Cabinets Since October 1, 1965, with Scattered Data on Their Members' Organizational and Ethnic Affiliations, Age and Place of Birth
CONTINUITY AND CHANGE: Four Indonesian Cabinets Since October 1, 1965, with scattered data on their members' organizational and ethnic affiliations, age and place of birth. (Prepared by the Editors) One partial measure of the shifts in political power in Indo nesia since the abortive coup of October 1 is the altered composi tion of the official political elite — those persons holding ministerial rank. The changes in this official elite amply demon strate the post-coup gravitation of political power — formal as well as informal — to a new clustering of factions dominated prin cipally by the Indonesian army under General Suharto. At the same time, a study of these changes also suggests both the gradual pace of this political shift and its limits. It is noteworthy, for ex ample, that over 20 persons holding a ministerial-level position on October 1 still held such a position in the Aropera Cabinet formed some ten months later on July 28. In an effort to highlight these themes of continuity and change in the official elite, the editors have tried to present something more than a mere catalogue of the numerous alterations in the elite. Essentially what is given below are four cabinet lists — each representing a somewhat blurred, still photograph of the formal distribution of power in Indonesia at four key junctures in the dynamic process of developing a new political equilibrium. The first list serves as a benchmark. It shows the official elite of what is now known as the "Old Order" — the Guided Democ racy of President Sukarno — in its fullest and final formal incar nation on the eve of the coup.

  • The. Destruction of the Indonesian Political Party System- the Pni During the Early Years of Guided Democracy*
THE. DESTRUCTION OF THE INDONESIAN POLITICAL PARTY SYSTEM- THE PNI DURING THE EARLY YEARS OF GUIDED DEMOCRACY* JoEL ROCAMORA In their drive to power, President Sukarno and the Army leadership worked hard to weaken their major rivals, the political parties. Partly because the political parties retained a measure of support among various social groups. Sukarno and his allies in the military had to do this gradually. In the 1956 to 1958 period, Sukarno and the Army leadership sought to weaken party legitimacy through a critique of the party system., The tion of martial law in March 1957 allowed the military to increase its powers in the economy and the government but the supposedly non-party Kabinet Karya continued to be dominated by partymen. It was only after mid-1958, when the central government victory over the PRRI-Permesta rebels was assured that Sukarno and the Army moved quickly and surely to destroy the institutional bases of party power. In their effort to develop alternative participatory institutions to replace the political parties, Sukarno and the Army attempted to create a number of national front organizations and to encourage the development of various functional organizations. They tried to secure formal representation for these organizations in Guided Democracy institutions during the discussions of these questions at the National Council in late 1958 and early 1959. In the process, President Sukarno and the Army assisted the development of the ormas within the PNI. It was from among these elements that the drive to replace conservative PNI leaders at the PNI Ninth Congress began. THE BATTLE OVER THE NATIONAL COUNCIL PROPOSALS After the pause made necessary by the campaign against the PRRI- Permesta rebellion, the drive to Guided Democracy was resumed in mid- 1958.
