Annual General Body Meeting Minutes of the General Body Meeting of the Gha the Year 2019-2020 GOA HEADMASTERS’ASSOCIATION ANNUAL GENERAL BODY MEETING MINUTES OF THE GENERAL BODY MEETING OF THE GHA THE YEAR 2019-2020 The Annual General body of the Goa Headmasters Association (GHA) was held on Wednesday, the 24th April 2019 at 9:30am at Caritas – Panaji-Goa. The Agenda for the meeting was as follows: 1) Prayer Moment. 2) Welcome 3) Adoption of the Agenda 4) To Confirm the minutes of last General Body Meeting 5) Matters arising out of minutes 6) Introduction of New Heads 7) Welcome speech by the President 8) Felicitation of Retired / Retiring Heads at the hands of Director, SCERT Tea Break 9) Secretary’s Report 10) Un-audited Statement of accounts (2018-19) 11) Budget for the Year 2019-20 12) Report of the Goa Talent Search Examination (2018-19) 13) Report of the Prelims (2018-19) 14) Open Forum 15) A.O.B with the permission of the Chair 16) Vote of Thanks 17) Election for the GC of GHA 1. PRAYER MOMENTS: The meeting began with a prayer led by Sr. Liberata Fernandes. 2. WELCOME: The President Shri Vithoba Desai welcomed all the Heads of the Institutions. He thanked all the Heads of the Institutions, Governing body members and Executive members during his tenure for the last 2 years for their cooperation and support. 3. The adoption of the Agenda : Shri Madhav Kharvi, the Secretary moved the house for the adoption of the agenda and a point of Income tax was added. 4. The Minutes of the last General body meeting was Proposed by Mr. Arun Nagvekar Seconded by Mr. Mhalsakant Despande. 5. Matters arising out of the Minutes: There was no issue carried out of the minutes. 6. Introduction of New Heads: The following heads introduced themselves and the president welcomed them with a rose. Secretary’s Report: After the Tea break Secretary, Shri Madhav Kharvi gave a brief report of the activities held. 10. Un-audited Statement of accounts (2018-19): Mr. Damodar Phadte Treasurer presented the unaudited statement. 11. Budget for the year 2019-20: Mr. Damodar Phadte presented the Budget. It was proposed by Mr. Alvito Fernandes and passed by Mrs. Vishali Khandeparkar 12. Report of the Goa Talent Search Examination (2018-19): Mr. Sudesh Parodkar briefed the gathering regarding the GTSE and thanked all the heads for their cooperation. 13. Report of the Prelims: The Vice President of Examination Mr. Martin Rodrigues was happy with the participation of the schools. He also made a mention that the paper setters have to do their job well. 14. Open Forum: i) Election Duty: All the Heads and the teachers on Election Duty were asked to get the relieving order from Collectorate. ii) Sr. Flavia wanted the question papers of GTSE and that they are available in the GHA Office. iii) NSQF: A point of NSQF was raised and the House was informed that in each taluka one school or Higher Secondary would be given. iv) A point on the arrears which the Government credited on 29th March was discussed. 15. A.O.B with the Permission of the Chair 1. Income Tax Officers to deal TDS Mrs. Neeta Manguesh and Mrs Vidhya Degse. 16. Election for the GC of GHA: Mr. Damodar Phadte was the Presiding Officer and conducted the elections.     1 2 Directorate of Fisheries, Government of Goa Chief Editor’s Note Fish and Fisheries Sector has an important place in Goa and has impact on the livelihood of many Goans. To conserve and preserve the nutritious food from the sea, it is a high time to re-administer our activities by thinking out of the box, for conservation and preservation of our natural resources. The Government with this Department has taken a step forward for a co-operative movement by involving the local fishermen in boosting the fish production scientifically, thereby giving technical hand support from the Government mechanism. The Government is planning to boost the State’s economy for which new projects such as Reservoir Cage Culture Farming, Shell Fish Culture, Aquamarine Amusement Park, has been initialised at preliminary stage. This year’s issue focuses on the all round development of the Fisheries Sector and providing a strict surveillance on the illegal activities in action. I express my sincere gratitude to the Hon’ble Minister of Fisheries, Shri. Sarita Fernandes1 Abstract A coast is a dynamic zone— accessible for a limited duration and dependent on the interplay of tides. Coastal zones are sensitive ecological habitats rich in resources and marine biodiversity. It has been a pivotal zone of cultural exchange, many of them resulting in the inception of coastal societies and cities. The building capacity and immense capability of a coast for strategy in protecting a sovereign state, a colonial power or a kingdom in the past has been a subject of historical and colonial maritime literature. Two and a half billion people (40% of the global population) live within a hundred kilometres of the coastline (United Nations 2017).. The linguistic diversity, traditional fishing methods like pole and line, spear fishing and shore seine alongside colonial history presents a magnum diversity of coastal societies in the urban and rural spectrum in India. The coastal zones of the intertidal and subtidal are nursery grounds for most of the predatory species of marine wildlife that are apex in the marine food web like sea turtles, sharks and dolphins whose reducing numbers have a direct impact on the health and functioning of the coast and ocean. Traditional or indigenous coastal societies have interplay between activities in the traditional law of the coastal commons and dynamic shifting land use with the sea.

Benedito Ferrão https://orcid.org/0000-0002-1160-8383 William and Mary, USA & Bayreuth Academy of Advanced African Studies, Germany Abstract In November 2020, Indian celebrity Milind Soman posted a picture of himself on social media, which showed him running naked on a beach. He was charged with obscenity. This article considers the time and place of Soman’s act over the alleged impropriety. The photograph was taken on a beach in Goa, the tropical setting serving as a pleasure periphery to India which annexed the region in 1961. Accordingly, a longer history of states of undress in Indian advertising, filmmaking, and tourism are considered here to apprehend how Goa has been posited in the Indian imagination as a destination for wanton self-gratification while local realities are undermined. The article thus interrogates what it means for Goa, whose economy is overly dependent on tourism, to serve as a vacation spot during the COVID- 19 pandemic, especially when, in 2020, it had among the highest number of virus-related deaths in the country (Dias, 2020, par. 4). Using the metaphor of the celebrity who has no qualms about running naked and unmasked in Goa, this article enquires into what such events leave unrevealed in the economic requirement that some locales function as holiday destinations, even in the midst of a pandemic. However. the civic administration in Bardez taluka was introduced in 1774 with the establishment of ' Senado de Camara' in Mapusa with its jurisdiction of entire taluka. Desai At the outset i~ needs to be emphasized that the meaning of the word culture is broad. It is connected with civilization, but not in wide sense. It is a modern word and derived from German word Kultur. It became popular in the beginning of this century. Culture is a way of life and it covers all facets of human life, such as anthropology, ethnology, history language, literature, costumes, habits, tr.aditions, etc. In this context, it is worth discussing some aspects of Goan traditions and life. Dr. Antonio de Bragan·~a Pereira, a jurist and researcher in history has to his credit a book under the title 'Ethnografia da India Portuguesa' in two volumes. Though it is written in Portuguese, it has immense historical value. In the second volume of this book, Dr.Braganca Pereira has dealt with ·extensively the history of the castes and communities ill Goa. He says that there are 30 to 35 castes and sub-castes among Hindus of Goa,• 17 amongst the Catholics and 20 amongst Muslims. In comparison with the castes and communities in Maharashtra and Kamataka, the neighbouring States of Goa, the majority of castes and communities in Maharashtra are to be found in Goa. But, where did tt1ey come from? Certainly they might have migrated to Goa from Maharashtra. The students of ancient history oflndia are well aware that in bygone days Goa formed a part of the province of Aparant.

This phenomena, it is believed, not only threatens viability of these nation states, and their capacity to function effectively, but also forces the discipline of comparative politics to evolve new conceptualization in order to understand this crisis (Sloan 1971 : 12). This emasculation occurs as a result of transition « from empire to nation », a price for « liberation » from coloniality. Violence, therefore, becomes one more rationalization for American and Eurocentric formulations of the failure of emerging Asian- Indian nation-states as integrating forces. Clearly, therefore, the post colonial challenge subsists in the entrenchment of new state formations in a colonial past and their potential to redefine society to create a space for the varied culture world of its people, asserting diverse identities. In the case of Goa, a lusotopic space, its historical fashioning, its multicultural ethos, despite its ethnological diversity, and more importantly its democratic political institutions, more specifically its bi-party system have managed political change without the aberration of large scale mass political violence, vindicating the cause of democracy and the fact that orderly change is possible in transitional societies. Ironically the phenomenology of the « new imperialism » of the 21st Century, betrayed by deleterious violence against nations and peoples, seems to suggest that democratic political institutions have met their annihilation in the « land of their birth ». Violence in politics The role of violence as a medium of political discourse has increased strikingly in South Asia, Far East, Africa and South America in the post colonial era.
