  • 3-6. Locs Dear Jaiiues/^ Thank You for the Information You
Ref. Ares(2014)54325 - 13/01/2014 • Ref. Ares(2013)3002738 - 06/09/2013 EUROPEAN COMMISSION Olli Rehn Member of the Commission Brussels, -3-6. Locs D(2005) JV9 C¿-ζ*- , Dear JaiIues/^ Thank you for the information you sent me on the situation of child care in Romania. As you can imagine I am well aware of the extreme complexity and sensitivity of this issue. For this reason the Commission has been very active in helping Romania to implement a child protection system in line with the standards of EU Member States. The PHARE programme has been used to help the Romanian authorities to implement modem structures in Romania. The new law which entered into force on 1st January 2005 is in line with the principles of our acquis and especially the UN Convention on Children's Rights (Article 21 of this Convention admits international adoption only if all other solutions have been exhausted). This is the spirit and the letter of the new law, which concentrates above all on the child's interests. These provisions have been assessed by an Independent Panel of Experts on Family Law of EU Member States under the chairmanship of a Belgian magistrate. They have concluded that the law and practice in Romania is now in line with the standards in place in our Member States. I folly understand that this sensitive issue raises different questions and symphatise with many of the different views expressed in this context. However, I feel that it is vital that the Commission continues to support Romania in implementing best practices of our Member States.

Frans Timmermans Cc: Günther Oettinger, Jyrki Katainen, Karmenu Vella and Phil Hogan European Commission Rue de la Loi / Wetstraat 200 1049 Brussels 20th March 2018 Dear First Vice-President Timmermans, We are writing to you as civil society representatives (environmental NGOs, farmers, food movements, and animal welfare groups) regarding the Common Agricultural Policy (CAP) reform, following recent details given in Commission presentations to the Council and the Parliament on its substance, in particular the common EU objectives. 1) We would like to recall that for the next CAP to be truly results-oriented, make effective and efficient use of EU taxpayers’ money, and respond to citizens’ demands to better protect our natural resources, ensure the welfare of farmed animals and ensure many and diversified farms, the EU objectives should be specific, measurable and time-bound so that progress towards them can be properly monitored.1 2) Unfortunately we are very concerned that the objectives will be very general and vague, which will make it very easy for Member States to systematically choose the least ambitious measures without facing adequate monitoring or control—as experienced with the last reform’s ‘greening’, which added complexity and completely failed to address the challenges facing the sector. 3) Furthermore, objectives focussed on increasing production—such as ‘food security’—are not only unjustified in the context of overproduction and overconsumption in Europe, especially of animal products, but also risk undermining other objectives on the long-term resilience of the sector, the environment, animal welfare, climate, human health and fair income for the smallest and most sustainable farms.

COUNCIL OF THE EUROPEAN UNION EN 6566/14 (OR. en) PROVISIONAL VERSION PRESSE 74 PR CO 6 PRESS RELEASE 3294th Council meeting Economic and Financial Affairs Brussels, 18 February 2014 President Ioannis Stournaras Minister for Finance of Greece P R E S S Rue de la Loi 175 B – 1048 BRUSSELS Tel.: +32 (0)2 281 6319 Fax: +32 (0)2 281 8026 [email protected] http://www.consilium.europa.eu/press 6566/14 1 EN PROVISIONAL VERSION 18 February 2014 Main results of the Council The Council confirmed an agreement with the European Parliament on a recast of rules on deposit guarantee schemes (DGSs). Maintaining a coverage level of €100 000 per deposit, the draft directive harmonises the framework for DGSs across the EU and enhances depositor protection, simplifying coverage and pay-out arrangements. The Council adopted conclusions on the Commission's annual growth survey , confirming the broad priorities outlined for 2014, the same as those identified last year. It noted that despite recent improvements, the recovery remains fragile. The legacy of the crisis, high unemployment and persisting fragmentation in the financial industry are likely to continue weighing on economic growth. The Council adopted conclusions on macroeconomic imbalances , welcoming progress made by member states in correcting both external and internal imbalances. Further progress is however needed to address those imbalances that give rise to sustainability concerns. The Commission is due to publish in-depth reviews of the situation in 16 member states. The Council adopted a recommendation to the European Parliament on the discharge to be given for implementation of the E 's general budget for 2012, and conclusions setting priorities for negotiations with the EP on the budget for 2015.

EUROPEAN COMMISSION Olli Rehn Vice-President of the European Commission and member of the Commission responsible for Economic and Monetary Affairs and the Euro Karel De Gucht European Commissioner for Trade Statements following the EU-China High Level Economic and Trade Dialogue (HED) Fourth EU-China High Level Economic and Trade Dialogue (HED)/ Brussels 24 October 2013 SPEECH/13/854 Statement by Olli Rehn, Vice-President of the European Commission and member of the Commission responsible for Economic and Monetary Affairs and the Euro: Good evening. We have just had a very productive exchange of views with Vice-Premier Ma Kai and several Ministers on a wide range of economic and trade related issues. This has been done in the context of the Fourth High-Level Economic Dialogue between the European Union and China. The EU and China together represent around a third of global GDP. That means that our bilateral relations, as well as the impact we have on global economic relations, carry a lot of weight. Since the aim of developing a "strategic partnership" with China was announced in 2003 – a decade ago - there are now stronger trade links, and we have established working policy dialogues across a wide range of fields. On macro-economic policy coordination, we hold regular discussions on our respective economic policies at different levels, including with the Chinese National Development and Reform Commission, the Central Bank and the Ministry of Finance. In recent years, the crisis has posed very serious challenges to our economies, different in nature and size but all of them underlying the importance of global economic governance to tackle problems that have effects that cross borders; that affect the world economy.
