    The Latent Characteristics That Structure Autocratic Rule Joseph Wright∗ November 4, 2019 Abstract Research on autocratic regimes in comparative politics and international relations often uses categorical typologies of autocratic regimes to distinguish among different forms of autocracy. This paper introduces historical data on dozens of features of dictatorships to estimate latent dimensions of autocratic rule. We identify three time-varying dimensions of autocracy that correspond to ideal types proposed in the literature: party dominance, military rule, and perso- nalism. We show that dimensions of autocratic rule are orthogonal to commonly-used measures of democracy-autocracy, and compare these dimensions to existing typologies of autocracies, showing that time-varying information on personalism is unique.     CHAPTER 1 Governance Collective Leadership Revisited Th ings don’t have to be or look identical in order to be balanced or equal. ⃺ڄ Maya Lin — his book examines how the structure and dynamics of the leadership of Tthe Chinese Communist Party (CCP) have evolved in response to the chal- lenges the party has confronted since the late 1990s. Th is study pays special attention to the issue of leadership se lection and composition, which is a per- petual concern in Chinese politics. Using both quantitative and qualitative analyses, this volume assesses the changing nature of elite recruitment, the generational attributes of the leadership, the checks and balances between competing po liti cal co ali tions or factions, the behavioral patterns and insti- tutional constraints of heavyweight politicians in the collective leadership, and the interplay between elite politics and broad changes in Chinese society. Th is study also links new trends in elite politics to emerging currents within the Chinese intellectual discourse on the tension between strongman politics and collective leadership and its implications for po liti cal reforms. A systematic analy sis of these developments— and some seeming contradictions— will help shed valuable light on how the world’s most populous country will be governed in the remaining years of the Xi Jinping era and beyond. Th is study argues that the survival of the CCP regime in the wake of major po liti cal crises such as the Bo Xilai episode and rampant offi cial cor- ruption is not due to “authoritarian resilience”— the capacity of the Chinese communist system to resist po liti cal and institutional changes—as some foreign China analysts have theorized.

However, the concept of caudillo lead- ership involves more than a leader with certain traits. Caudillo leadership, as a phe- nomenon, is holistic and occurs only when specific criteria are met by the leader, follow- ers, and the cultural values and norms that shape the environment in which the leader and followers interact. Overview Historians and political scientists have noted the frequency of military dictators in Latin America since the revolutions that liberated much of the continent in the early 1800s. The “Caudillo” is an authoritarian leader with a background in the military who attracts a following through his or her charismatic personality. Frank Tannenbaum de- scribes the caudillo as, “the leader…who governs because he can, not because he was elected” and applies this definition to both democratically elected caudillo leaders and leaders who came to power during a coup d"état or through other forceful means (Tan- nenbaum 497). One assumes a caudillo acts to promote his or her self-interest and holds a position of power through force, both in cases of traditional, dictatorial caudillos and modern, elected caudillos.

    The myth of the effective strongman? Internal constraints, external constraints and economic development in autocracies. Jacob Nyrup∗ October 29, 2018 Abstract Autocratic regimes vary dramatically in their ability to produce ‘better‘ levels of economic performance. Yet, we currently lack a theoretical framework with which to explore this variation. Much of the current literature is guided by ideas and distinctions that are out of touch with the increasingly institutionalized and ho- mogeneous authoritarian regimes of today. This article presents a new framework for understanding development outcomes in authoritarian regimes. It is argued that the autocrat can be constrained by the ruling elite - this is named internal constraints - and the masses - this is named external constraints. An autocrat, who faces constraints on his rule, will be held accountable for bad outcomes, and it is therefore expected that constraints is associated with better economic outcomes. The article presents and uses a new dataset on elites in 135 countries from 1966 to 2017. Using this dataset, I show that a dictator governs over worse economic outcomes when he faces less constraints on his rule. Furthermore, it is shown that this is not the case for democratic leaders. Sabahi, who finished a strong third in the 13-candidate 2012 presidential election, knows that the odds are severely stacked against him. "I think the political atmosphere says that there is a state candidate," he said, referring to Sisi, during an interview at his Giza-based office in early April. "I think this atmosphere does not give an equal competitive opportunity in this election." Sabahi also hinted at the various constraints that have been placed on his campaign, including the arrest and assault of his supporters. The crisis in Honduras has many terrified that power-hungry leaders are making a comeback. By DAVID LUHNOW, JOSÉ DE CÓRDOBA AND NICHOLAS CASEY Tegucigalpa, Honduras In the tile-roofed presidential palace near downtown Tegucigalpa, a man sits behind a long wooden desk claiming to be the country’s president. But in the eyes of the international community, Roberto Micheletti took charge through an old-fashioned coup. Nearly two weeks ago, on June 28, his predecessor, Manuel “Mel” Zelaya, was rousted from bed by soldiers and sent out of the country in his pajamas. Mr. Micheletti, next in line for the presidency as head of congress, was sworn in later that day. Tied to wealthy business interests and brought to power by the military, the provisional government brings back memories of the coup in which Chilean Augusto Pinochet tore down the Socialist project of Salvador Allende in 1973. On the streets of Tegucigalpa nowadays, some protesters have scrawled graffiti that merges the names of Mr. Pinochet and their new, unelected leader: “Pinocheletti.” In Mr. Micheletti’s take on events, it was his government who avoided another, slow- motion coup—by Mr. Zelaya himself. Mr. Micheletti’s supporters say Mr. Zelaya was a dictator in the making, a modern-day caudillo, or strongman, who wanted to rewrite Honduran law to stay in power, perhaps indefinitely. To understand what is happening in Honduras today, it helps to know a bit more about Latin America’s long love affair with caudillos, how these larger-than-life but power-hungry men damaged their countries, and why so many people are terrified that they are making a comeback.

By José María Leyes COCHABAMBA, Bolivia — In recent years, the world has finally taken measures to counter growing authoritarianism in Latin America. For example, democracies around the world have withdrawn their recognition of the illegitimate regime in Venezuela — where strongman NicolásMaduro has held onto power through electoral fraud and violent repression — and condemned Daniel Ortega’s regime in Nicaragua for massacring nearly 500 protestors in the last year alone. Yet as these crises have captured the world’s attention, this same brand of brutal authoritarianism has silently taken root in my country, Bolivia, too. And as with Venezuela and Nicaragua, the situation in Bolivia should elicit serious concern. President Evo Morales is following the classic dictator’s playbook. First, he removed term limits for office. Bolivia’s constitution limits the president to two terms in office, but determined to circumvent this, Morales held a legally binding referendum in 2016 to allow him to run for a third term. In a major upset, Bolivians rejected the referendum. Undeterred, Morales’ Movement for Socialism (MAS) party then challenged the term limits in court, and the Constitutional Tribunal — whose judges Morales personally appointed — struck them down under the preposterous argument that term limits violate human rights. Morales has now launched his presidential campaign for the elections this October, and if he wins, he will be on track to become president for life.
