Trafikkanalyse Vestre Billingstad, Asker kommune TRAFIKKANALYSE 07.06.2016 Vestre Billingstad Trafikkanalyse Side 2 FORORD Grunneierne på Vestre Billingstad ønsker å legge til rette for at eksisterende eiendommer med kontor og lager skal kunne utvikles til et boligområde med en differensiert sammensetning av leiligheter og rekkehus. Asker kommune har ønsket at det utarbeides en områdereguleringsplan for området, og forslaget er utformet i samarbeid mellom grunneierne og kommunen. Størstedelen av området er utformet så detaljert at slik at det kan fattes vedtak om rammetillatelse med bakgrunn i områdeplanen. Tiltaket faller inn under forskrift om konsekvensutredning. Aktuelle temaer er utredet i henhold til planprogram fastsatt av Bygningsrådet i Asker kommunes 27.08.2014. Planforslaget er utarbeidet av Asker kommune og grunneierne med sine arkitekter samt Civitas og Nordic Office of Architecture som hovedkonsulenter. I foreliggende rapport gjøres det rede for de trafikale konsekvenser av planforslaget. Asker kommune og grunneierne ønsker å transformere området til et attraktivt og levende boligområde, i tråd med kommuneplanen for Asker og kommunedelplanen for Holmen – Slependen. Det skal innpasses noe næringsvirksomhet som lokalservice og dagligvare, med et nærsenter for betjening av området. Noe eksisterende næringsvirksomhet vil imidlertid fortsette til det er aktuelt å transformere til bolig. Områdereguleringen tar sikte på å gi grunnlag for styring av utviklingen. En områderegulering kan både gi en effektiv arealbruk og en forutsigbar kostnadsmessig fordeling av fellesfunksjonene mellom de ulike grunneierne. Det er også vesentlig at planen sikrer muligheter for etappevis utbygging og har nødvendig fleksibilitet med hensyn på utbyggingsrekkefølge. Overordnede planer, mål og strategier Områdereguleringsplanen for Vestre Billingstad er basert på føringer som er gitt i : Kommuneplan for Asker 2014-2026 (vedtatt 18.11.2014) Kommunedelplan Holmen – Slependen (vedtatt 29. 01.2013) I Kommuneplan 2014-2026 defineres følgende mål for areal- og transportplanleggingen i Asker kommune: Utviklingen av Asker baseres på prinsippene om samordnet areal- og transportplanlegging (ATP) og vedtatte mål i energi og klimaplanen. Persontransportveksten tas kollektivt og/eller med gange/sykkel, og på lengre sikt reduseres privatbilbruken. Kommuneplan 2014-2026 definerer følgende strategi (utdrag) for å nå målsetningene: Asker kommune skal tilrettelegge for at boliger, arbeidsplasser, offentlig og privat service, kultur- og idrettstilbud og fritidsaktiviteter lokaliseres kollektivnært, i henhold til prinsippene for samordnet areal- og transportplanlegging Asker kommune skal sikre at gående, syklende og buss prioriteres i transportsystemet Asker kommune

Not to be cited Oslo, April 2000 Executive summary The study looks at processes of change in the Norwegian food cluster. The food cluster, employing around 170.000 persons, is highly institutionalised and has traditionally benefited from protection from international competition, for reasons of national food security and rural employment and value creation. In contrast to other Norwegian natural resource based industries (like the petroleum industry or the water power industry), the food industry is still dependent upon foreign technological machinery knowledge: Petroleum knowledge and hydro power knowledge has been imported and developed in a quid-pro-quo arrangement with international suppliers of machinery, allowing national giants like Statoil, Kværner and Norsk Hydro to grow up. However, in the food sector, the domestic agrofood monopolies (Norsk Kjøtt, TINE, Felleskjøpet) have filled the role of technological and economic locomotives, where vertical integration with suppliers of raw materials have provided an alternative system for knowledge development and diffusion. Despite the tension seeming to have eased somewhat towards the beginning of November, the underlying uncertainty of new events is pushing investors towards safe cash flows. The total effects for the Norwegian CRE markets are outlooks of slower rental growth combined with a recurring compressive force on yields. — The latest perceived ease in the US-Chinese trade tension is simply an adjustment of the underlying uncertainty that is affecting markets and revised global growth expectations over the past six months. While interest rates have seen significant reductions and anticipation of future hikes has turned to future cuts, investors’ attention has again turned to quality real estate in order to preserve wealth. All these events happening around our playing field are affecting the game, and we are seeing very instant effects: Prime yield estimates for offices in Oslo fell 10 bps from Q2 to Q3 in our investor survey, an unsurprising change, since expectations of future interest rates have plummeted over the year. Quality real estate with solid cash flows is even more in favour as the safe alternative, like the German 10Y bond, which has dropped below the 0 % boundary.
