It is recognised as a contributing factor in the onset of heart disease and cancer. Additionally, air pollution particularly affects the most vulnerable in society: children and older people, and those with heart and lung conditions. There is also often a strong correlation with equalities issues, because areas with poor air quality are also often the less affluent areas. The annual health cost to society of the impacts of particulate matter alone in the UK is estimated to be around £16 billion. Air quality in the Vale of White Horse area is generally very good. There are however air pollution hotspots where nitrogen dioxide (NO2) associated with traffic emissions is higher and where it has been necessary to declare an Air Quality Management Area (AQMA). These areas are typically where houses are close to busy roads and pollution can be worsened by problems with congestion. There are three AQMAs in the district all declared because NO2 levels (primarily from traffic) were predicted to exceed national objectives: • In Abingdon, problems relate to congestion in the town centre and poor dispersion of pollutants where roads are narrow with tall buildings on either side (a “canyon” effect).

The Ministry of Defence (MOD) is the Sponsor of a proposed change to the current arrangements and procedures in the immediate airspace surrounding the airport. As the airport operators, and operators of the current Class D Controlled Airspace (CAS), RAF Brize Norton is managing this process on behalf of the MOD. If approved, the proposed change will provide enhanced protection to aircraft on the critical stages of flight in departure and final approach, and will provide connectivity between the RAF Brize Norton Control Zone (CTR) and the UK Airways network. In addition, the Airspace Change will deliver new Instrument Flight Procedures (IFP) utilising Satellite Based Navigation which will futureproof the procedures used at the Station. As part of the Civil Aviation Authority’s (CAA) Guidance on the Application of the Airspace Change Process (Civil Aviation Publication (CAP) 725) [Reference 1], BZN is required to submit a case to the CAA to justify its proposed Airspace Change, and to undertake consultation with all relevant stakeholders.

This background paper forms part of the evidence base for the Oxford Local Plan 2036 and supplements the relevant background papers on Site Assessments that were published at the Issues stage of consultation in 2016 and the Preferred Options stage of consultation in 2017. For clarity, the 2016 and 2017 papers have not been reproduced here but this paper should be read alongside the previous papers. 2. The first part of the paper provides background information on the sites identified at Preferred Options Stage and provides information on how these were identified and the assessment process used to determine which sites would be taken forward for further investigation. 3. The second part sets out the differences between the list of sites accepted at Preferred Options stage and those taken forward into the Proposed Submission Plan. Within this section there is commentary on further reasons considered to help determine which sites should go forward and why sites were rejected at this stage. The section also includes commentary on additional sites that were added at this stage and the reasons for this. 4. The paper is supported by two Appendices. Appendix 1 is a list of Preferred Options rejected sites. This list has been updated with an additional column added to identify sites that were previously rejected but are now being accepted.     The History and Plant Ecology of Hinksey Meadow T. J. Summary The Oxfordshire Flora Group has counted fritillary plants (Fritillaria meleagris) on Hinksey Meadow (13 ha), owned and managed by the Oxford Preservation Trust, since 2003. A survey of the rest of the vegetation confirms that this is an historic flood meadow with 7 ha of a species-rich and diverse MG4a plant community. This makes an important contribution to the total area of this community in the UK.The baseline data in this paper will allow changes to the management or disturbance, such as the Oxford Flood Alleviation Scheme, to be closely monitored. Introduction This paper describes the vegetation of Hinksey Meadow at North Hinksey (33 acres, 13 ha, SP 494058) which appears to have a particularly species rich, diverse and characteristic flood meadow flora. It is owned by the Oxford Preservation Trust (OPT), is open to the public, and used for botanical excursions (Figure 1). The meadow is a Thames Valley Environmental Record Centre (TVERC) Local Wildlife Site (Osney Mead, 40Y04), part of the Upper Thames Environmentally Sensitive Area, and gained a Country Land & Business Association Wildlife Sites award 2001. The Jubilee Scrape was inserted in 2002, following the meandering palaeochannel which marks the original boundary of Medieval Oxford’s Franchises of Liberty (Local authority boundary until 1991); in early history it was part of the boundary between Mercia and Wessex, and later the boundary between Oxfordshire and Berkshire.
