SECONDED Cr Jeffery The Motion was put and CARRIED Alison Black Robinvale Levee Bank - This question is submitted on behalf of another community member. Apparently work on the levee bank has ceased due to lack of soil. Is this correct? If yes, when will the levee bank be finished and will the delay result in a cost blow out? If so how much? The Chief Executive Officer replied: I thank Ms Black for her question. Levee construction works resumed during the first week of August and works are progressing and are within budget. The project is expected to be complete by September 2021. Extra material has been sourced from a Council owned site. Kaye Mitchell - Save Swan Hill Serenity Action Group Member Why has the Council Staff report ignored the option and associated recommendation to make Swan Hill & Robinvale aerodromes unavailable for circuit training by visiting aircraft at any time by way of an ERSA entry? The Chief Executive Officer replied: I thank Ms Mitchell for her question. The recommendations contained with-in the report prepared by officers has sought to strike a balance with a reasonable and measured approach whilst allowing for circuit training but trying to remove most the annoyance and inconvenience to the residents of Swan Hill particularly for after-hours use. The recommendation proposes a prohibition on circuit training by all air-craft between 11pm and 6am but does provide for it during the day. We do note that at present that there is very little training happening at the Swan Hill Aerodrome and there is a number of reasons for that. I UNCONFIRMEDremind Council that when they consider this report that this decision can be reviewed at any time that ERSA is updated on quite a regular basis a number of times . - 5 - Swan Hill Rural City Council Page 6 Minutes for Scheduled Meeting Of Council SECTION A – PROCEDURAL MATTERS 17 August 2021 A.J. Millar, Mrs Kaye Mitchell, Dr Jacquie Kelly - Save Swan Hill Serenity Action Group Why does the report fail to include the option of making Swan Hill and Robinvale aerodromes unavailable for circuit training by visiting aircraft at any time when such practice is common at many other similar aerodromes nationwide? The Chief Executive Officer replied: I thank the Save Swan Hill Serenity Action Group for their question. It is as you said similar to the previous question and can be answered by much of my answer in the previous question. It is a matter that Council will consider later in this meeting and I guess it is Council’s decision as to what course of action is to be taken in relation to fees and charges, prohibitions and curfews at the Aerodrome. 102/21 Motion MOVED Cr McKay That Standing Orders be resumed at 2.05pm. Summary This report seeks a Council resolution to refuse a planning permit application. The planning application is for the subdivision of land in the Farming Zone, located at No. 210 Prince Road, Murrawee. Discussion Location and existing conditions of the subject land The subject land (marked in red on figure 1) is located at No. 210 Prince Road, Murrawee approximately 5 kilometres north-west of the Swan Hill Central Business District. The surrounding area has a mix of defacto rural residential and intensive irrigated agricultural uses with some rural industries. The subject land approximately 3.2ha and irregular in shape. It is bounded by Prince Road along the western and southern boundary and Goulburn-Murray Water channels to the east and partial northern boundary. The channel has not been identified for decommissioning. According to Council’s records, the subject land is a result of an historic subdivision in 1977 from an 80ha parent land, which was divided into four separate lots. Land ownership to the south and south-west is fragmented (see figure
