Now that the dust has settled on the 2018 State election let’s have a look a look at the outcome from a Local Government perspective. The previous 58th Parliament consisted of 22 members of the 88 seat Legislative Assembly who were former Councillors, and in the 40 seat Legislative Council there were 9 former Councillors. With a record number of Councillors standing at the 2018 state election a greater municipal presence within the state legislature seemed possible. Figures show that 43 existing Councillors contested both houses and 31 former Councillors also tried their hand, a record 74 candidates in total. So, what was the wash up for current and former councillors? We bid farewell to former (Councillors) members of Parliament who chose to retire at the election, Christine Fyffe (Liberal, Evelyn), Judith Graley (ALP, Narre Warren South) and Geoff Howard (ALP, Buninyong). Jane Garrett (former Yarra Councillor) successfully moved from the Lower House (Brunswick) to the Upper House (Eastern Victorian Region), replacing Daniel Mulino another former Councillor, who won ALP preselection for the newly created and safe Federal seat of Fraser. Daniel should add to the Local Government stocks within the National Parliament after the 18 May Federal Election. Peter Crisp (National, Mildura) was defeated being replaced by Mildura Councillor Ali Cupper, who stood as an Independent. Andrew Katos (Liberal, Baron South) who initially won the seat from another former Councillor in Michael Crutchfield, lost to another former Councillor and previous ALP Federal Member for Corangamite, Darren Cheeseman. Samantha Dunn (Greens, Eastern Metro Region), Joshua Morris (Liberal, Western Victoria Region), Inga Pulich (South East Metro) and James Purcell (Local Jobs) were casualties in the state’s Upper House. Successful candidates were: Cr Bev McArthur, A State Liberal Party Vice President, first elected to Corangamite Shire in 2016 on a “doing business differently program”, Cr McArthur replaced Simon Ramsay on the Liberal Party’s No 1 position in the Western Victoria Upper House Region. Cr Ali Cupper, in the seat of Mildura, has served as deputy Mayor of the City. She now holds the seat by 0.34% making it one of the most marginal seats in the State. Cr Heang Tak, Cambodian-born lawyer and SBS Broadcaster, elected to council in 2012, has served as Mayor. An open public space, street scape beatification and recreation advocate. Cr Tak is now the member for Clarinda, replacing the retiring Hong Lim. Cr Nina Taylor, first elected to Glen Eira Council at the 2016 council election as the final candidate of 3 representing Tucker Ward, elected on a platform of tacking inappropriate development, protecting character and amenity. Nina is a lawyer who worked in the not-for-profit sector. Cr Taylor was successful from second placed position for the ALP’s, Southern Metropolitan Upper House region. Cr Jackson Taylor, a Victorian Police Officer who campaigned on better local services, a safer community and greater support for the elderly and improved sporting facilities and door knocked close to 2,500 residences that ultimately saw Spence Consulting 3 him elected to Knox City council in 2016. Now the member for Bayswater, having defeated the Liberals Heidi Victoria who held the seat since 2006. Cr Catherine Cumming, First elected to Maribyrnong Council over 20 years ago has been Mayor on several occasions. A strong advocate for the new Footscray Hospital, has stood at the state and federal levels. The successful lead candidate for the Derryn Hinch Justice Party in the Upper House’s West Metropolitan Region, now sits as an Independent. Darren Cheeseman a former Ballarat City Councillor, before entering the Federal Parliament as the two term Member for Corangamite, having lost the seat in 2013 has now made a return to public life as the ALP State MP for South Barwon defeating another former Geelong Councillor, Liberal Andrew Katos. Jordan Crugnale, former teacher, Mayor and Councillor at Bass Coast Shire, elected to the Townsend Ward in 2012 on a platform of intelligent and sensibly managed growth, she led a community objection to the abandoned Inverloch Special charges scheme and has worked in health, education and the arts. Now the ALP state member for Bass having defeated Liberal incumbent Brian Paynter. Clifford Hayes, Former Bayside Councillor Clifford Hayes stood in the seat of Brighton in 2006 as a member of the Reclaim Residents’ Rights Party, primarily campaigning against the states 2030 Planning blueprint. Hayes was the number 1 candidate for the Sustainability Party in the Southern Metropolitan Upper House region advocating for slower population growth by reducing Australia's yearly immigration intake. Tim Quilty, Liberal Democrat, was elected to the City of Wodonga in 2016 on an austerity platform, “I'm running to cut waste and cap rate rises. Vote for me if you want value for money from our council” Keen to live stream Council meetings, and minimise the use of Confidential Business, Tim was elected 5th of a council of 7. Pauline Richards a former Whitehorse Councillor who unsuccessfully contested the state seat of Forest Hill at the 2014 State Election, now holds the seat of Cranbourne for the ALP after the retirement Jude Perera. The following individuals now find themselves as Councillors, serving out the remainder of the term until October 2020. Cr Sophie Tan (first Cambodian female Councillor) replaces Meng Heang Tak, “Paperbark Ward”, City of Greater Dandenong. Cr Helen Healy replaces Ali Cupper, Mildura Rural City. Cr Wayne Oakes replaces Bev McArthur, “Central Ward”, Corangamite Shire. Cr Ann-Maree Cade replaces Nina Taylor, “Tucker Ward”, Glen Eira City. Cr Brian Mitchell replaces Tim Quilty, Wodonga Rural City. Cr Megan Bridger-Darling replaces Catherine Cumming, “Stony Creek Ward”, City of Maribyrnong. Cr Marcia Timmers-Leitch (Collier Ward) succeeded at the recent Knox City By election replacing Jackson Taylor, now the new member for Bayswater (Knox City was one of 6 councils to conduct attendance voting at the 2016 council elections). Other recent new Councillors: Cr Licia Kokacinski, (Coliban Ward) by-election, Hepburn Shire replacing Sebastian Klein, former VLGA President. Cr Kokacinski will bring a range of attributes to the sector, being a former Member of the Victorian Parliament (MLC – Melbourne West Province). Cr Nicole McKay (Murray-Mallee Ward), by-election, Swan Hill Rural City replaces former MAV Board Member Gary Norton. Cr Jade Benham (Robinvale Ward), by-election, Swan Hill Rural City replaces former long serving Cr John Katis, who had been on Council since the return of Councillors to Swan Hill in 1997. *(by-elections are needed to replace Councillors who are elected from a single member ward, as they are elected using the preferential system of election rather than the quote preferential system
