  • July-December, 2010 International Religious Freedom Report » East Asia and Pacific » Malaysia
Malaysia Page 1 of 12 Home » Under Secretary for Democracy and Global Affairs » Bureau of Democracy, Human Rights, and Labor » Releases » International Religious Freedom » July-December, 2010 International Religious Freedom Report » East Asia and Pacific » Malaysia Malaysia BUREAU OF DEMOCRACY, HUMAN RIGHTS, AND LABOR July-December, 2010 International Religious Freedom Report Report September 13, 2011 The constitution protects freedom of religion; however, portions of the constitution as well as other laws and policies placed some restrictions on religious freedom. The constitution gives the federal and state governments the power to "control or restrict the propagation of any religious doctrine or belief among persons professing the religion of Islam." The constitution also defines ethnic Malays as Muslim. Civil courts generally ceded authority to Sharia (Islamic law) courts on cases concerning conversion from Islam, and Sharia courts remained reluctant to allow for such conversions. There was no change in the status of respect for religious freedom by the government during the reporting period. Muslims generally may not legally convert to another religion, although members of other religions may convert to Islam. Officials at the federal and state government levels oversee Islamic religious activities, and sometimes influence the content of sermons, use mosques to convey political messages, and prevent certain imams from speaking at mosques. The government maintains a dual legal system, whereby Sharia courts rule on religious and family issues involving Muslims and secular courts rule on other issues pertaining to both Muslims and the broader population. Government policies promoted Islam above other religions. Minority religious groups remained generally free to practice their beliefs; however, over the past several years, many have expressed concern that the civil court system has gradually ceded jurisdictional control to Sharia courts, particularly in areas of family law involving disputes between Muslims and non-Muslims.

  • Returning to a More Glorious Era (NST 15/04/2000)
15/04/2000 Returning to a more glorious era A. Hafiz Yatim THE Malacca Historic City Day celebrations today is certainly an occasion to remember and cherish forever. This is because the celebration is the first of its kind for the new millennium and serves to remind us of the State's glorious history. Malacca started from humble beginnings in the 14th century when a prince, Parameswara, opened-up the State which over the years transformed itself to become one of the major trading ports in Southeast Asia. Traders from India and China who plied through the busy Straits of Malacca soon made Malacca a major port of call - especially for the spice trade. From a major trading port, Malacca soon became a major empire in the region with most of the Malay Peninsular and certain parts of Sumatera falling under its rule. The decline of the Malacca Sultanate resulted in the Portuguese colonising the State in 1511. This was soon followed by the arrival of the Dutch and the English. The presence of these foreign powers resulted in the construction of several monuments and buildings which have remained to this very day. Among these buildings are the A Famosa, the Stadthuys, the remain's of the St Paul's cathedral and the St John's fort which bear testimony to Malacca's past. Even after Malaysia gained independence from the British in 1957, Malacca has remained one of the most historically rich States in the country. In the past, Malacca relied heavily on agriculture, but since the dawn of the 1980's the winds of change have swept the State.

The literature highlights the importance of community engagement in conservation programmes. Principally, the involvement of young people is necessary to facilitate heritage management programmes. The readiness of youth to engage can be measured from their awareness and willingness to participate. For this study, we administered questionnaire surveys to 175 respondents from three secondary schools in Lenggong. The results revealed a low level of awareness and a lack of willingness for participation. In addition, the findings suggest an uncertain correlation between awareness and willingness for participation among youth. Keywords: awareness, community engagement, Lenggong valley, World Heritage Site (WHS), youth, willingness 1. Introduction Heritage is frequently defined as our inheritance from the past, what endures into the present, and what continues into the future; allowing generations to gain knowledge, wonder at and benefit from (UNESCO, 1998, 2002).

  • Pahang Gets 10Pc Stake in Rm4b MEC City Project (NST 20/05/1997)
20/05/1997 Pahang gets 10pc stake in RM4b MEC City project Azran Aziz THE Pahang Government's 10 per cent stake in the RM4 billion MEC City, the national electrical appliances project, has been confirmed, Menteri Besar Tan Sri Mohd Khalil Yaakob said in Kuantan yesterday. He said the State Government's investment would be made through State Secretary Incorporated. "SSI has the money... All the land belongs to it," he said after witnessing the signing of an agreement between MEC and Telekom Malaysia Bhd for the provision of sophisticated, state-of-the-art telecommunications facilities to all development projects leading to and within the MEC City. Khalil said this had been confirmed with president and chief executive officer of Kuala Lumpur Industries Holding Bhd, Datuk Seri Teong Teck Leng. KLIH is the parent company of Malaysia Electric Corporation Bhd, developer of the national project.MEC has 60 per cent equity and Khazanah Nasional Bhd owns the remaining 30 per cent. Asked if he was satisfied with the 10 per cent stake, Khalil said: "It is already a lot... Even the Terengganu Government gets only five per cent in Perwaja." Chief operating officer of TelCo, Telekom Malaysia Dr Abdul Rahim Daud signed the agreement for the telecommunications company while Teong signed for MEC. The project, to build Malaysia's electrical appliances capital, is being developed on a 1,200ha site in Gambang, Kuantan, over a period of 12 years and in five phases. It was launched by Prime Minister Datuk Seri Dr Mahathir Mohamad on March 17. Khalil said the project would provide opportunities to local small and medium-scale industries under the vendor programme.

The location of study area is Historical City of Melaka that has many cultural tourism values. This research will also discuss the impact and influence caused by the increasing number of visitors on cultural heritage management. 1.1 Background Currently, cultural tourism is a trend which grows along with heritage tourism. Cultural tourism is focused on improving the historical attraction. Cultural tourism is one of the primary economic assets. Cultural tourism will be used as tourism attraction to increase the number of visitors. Cultural tourism uses the cultural or heritage assets to destination tourism. Besides, cultural heritage is a potential asset to improve tourism development. Cultural heritage has to be preserved and protected because it has the potential to attract tourists and promote the country’s tourist destinations. Therefore, the tourism asset needs policies or guidelines to integrate cultural tourism and cultural heritage management, by preservation and conservation. Furthermore, it requires policies and guideline to improve the tourism development. Besides that, policies are needed to conduct conservation, preservation or renovation of the cultural heritage asset in order to maintain its historical and aesthetic values. In order to attract more visitors to a particular destination, the destination concerned should consider the following; good access, interesting and attractive attraction, modern facilities and wide ranging amenities. On the other hand, the negative impact will usually surface when the number of visitor exceeds the threshold limit combined with poor management.

  • Chinese Responses to Malay Hegemony in Peninsular
KyotoKyotoUniversity University Southeast Asian Studies, Vol. 34, No. 3, December 1996 Chinese Responses to Malay Hegemony in Peninsular Malaysia 1957-96 HENG Pek Koon' Owing to their status as an irnmigrant minority community, the political, social ancl economic life of Chinese in Peninsular Malaysia (known as Malaya in the period before 1963) has inevitably been shaped by initiatives emanating from the dominant Malay community. According to the latest census figures released in 1995, Chinese form 29.4% of the population in Peninsular Malaysia compared to 57.4% for Malays and 9,5% fer Indians [Government of Malaysia, Department of Statistics Malaysia 1995: Vol.1, 40]. This paper examine$ the impact oi Malay hegemony, which emerged with independenee in 1957, on Chinese political and economic life. The interplay of Malay ascendance and Chinese responses over the last four decades has undergone three distinct phases: (1) 1957-69 Alliance coalition rule; (2) 1970-90 National Front (Barisan Nasional) coalition rule and implementation of the New Economic Policy (NEP); (3) 1991-present implementation of the National Development Policy (NDP). During the first phase, Chinese experienced meaningful political participation and made significant economic gain$. The second phase saw concentration of power in the United Malays National Organization (UMNO), a eoncerted implementation of Malay affirmative action policies, and a concomitant m'arginalization of Chinese political activity. In the current phase, NDP "Vision policies, shaped by the objectives of Prime Minister Mohamad Mahathir's 2020," have produced a political and economic climate more conducive to Chinese interests. Befere turning to a discussion of Chinese and economic activities in the country, I political "Malayness" would like to first consider the manner in whieh the three core ethnic identifiers of bahasa, agama, 7zlj'a (language, religion and royalty) have been utilized by the Malay political leadership in public policies to reflect Malay hegemonic status in the Malaysian polity.
