These components must be created, maintained or enhanced in order to achieve “community well-being” and enable people to support each other in performing all the functions of life and developing their maximum potential. Community Cohesion Community cohesion refers to the aspect of togetherness and bonding exhibited by members of a community, the “glue” that holds a community together. This might include features such as a sense of common belonging or cultural similarity. Community Well-being A state of Financial/Economic, Physical, Human, Social, and Natural Assets possessed or desired by a community which enables its residents, organizations and institutions to support each other in performing all the functions of life and in developing their maximum potential. Demographics Selected population characteristics used in government, marketing or opinion research. Commonly used demographics include age, gender, income, mobility (in terms of travel time to work or number of vehicles available), ethnicity, educational attainment, employment status. Emergency Preparedness Actions taken in anticipation of an emergency to facilitate rapid, effective and appropriate response to the situation. The full spectrum of emergency management includes prevention/ mitigation, preparedness, response and recovery, and critical infrastructure protection. Enrolment The number of persons attending a regular public or private school, college or university. Financial Assets The sub-component of Community Assets that considers the opportunities available to people for employment and participation in the economic life of the community, including the monetary or financial resources that people and municipalities use to achieve their economic objectives. Financial Assets are key determinants of a community’s overall economic vitality. Health and Safety Services Services that include fire services (fire prevention, firefighting and fire investigation), policing, emergency preparedness (see a separate entry) and health care services. Household A person or group of persons who occupy the same dwelling. Human Assets The sub-component of Community Assets that considers the skills and knowledge inherent in the community(s) and the ability of various organizations and institutions that operate in a community(s) to provide people with opportunities for growth and learning, access to skills and knowledge, and access to essential services that are fundamental in maintaining people’s feelings of health, sense of personal safety and their overall satisfaction with community. Labour Force The number of people aged 15 and over who are employed (that is, those who currently have jobs) and unemployed (that is, those who do not have jobs, but who are actively looking for work). Individuals who do not fall into either of these groups—such as retired people and discouraged workers—are not included in the calculation of the labour force. Median Age A calculated value that divides the age distribution of a population group into two equal parts. One half falls above the middle value (i.e., the population is younger than the median value) and one half falls below (i.e., the population is older than the median value). Mobility and Migration A measure used by Statistics Canada to classify the relationship between a person’s usual place of residence on Census Day and his or her usual place of residence one or five years earlier. A person is classified as a non-mover if no difference exists. Otherwise, a person is classified as a mover and this categorization is called mobility status (1 or 5 years ago). Within the mover’s category, a further distinction is made between non-migrants and migrants; this difference is called migration status. Migrants are those who moved outside the municipality, province or Canada. Natural Assets The sub-component of Community Assets that considers the biophysical environment (e.g., atmospheric, surface and groundwater, aquatic, terrestrial, etc.) upon which community well- being depends. Physical Assets The sub-component of Community Assets that considers the basic infrastructure that allows a community to function effectively. The availability and quality of such Physical Assets serve to attract and retain people and investment in a community; they influence personal health and satisfaction with community. Social Assets The sub-component of Community Assets that considers the social and community activities in which people participate and the facilities or amenities that they draw upon in pursuit of their personal and community well-being objectives. This sub-component also considers people’s use and enjoyment of their private property for a variety of purposes (i.e., raising a family, leisure, home-based businesses, etc.). Social Services Services provided by the government to improve the lives of those who need assistance, such as the poor, unemployed, elderly, disabled, and children. This might include income support, subsidized housing and food, long term care and services for seniors, child care services. Stakeholder An individual or group with an interest in the success of an organization in delivering intended results because those individuals or groups can affect or be affected by the organization’s actions, objectives, and policies. Sustainable Livelihoods A framework designed in the early 1990s by the Department for International Development in the Framework (SLF) United Kingdom as a means for community development internationally. The aim of this framework was to assist communities in strengthening their core assets. This framework utilizes a set of five (5) assets, termed “capitals” (i.e., human, financial, physical, social, and natural capitals). Taxable Assessment The assessed value of real property for a specified tax purpose and upon which a municipal tax is levied for a given tax purpose. Trades People Skilled workers who are engaged in a recognized professional trade. Upper Tier Municipality An Ontario municipality (such as region, district or county) that provides municipal services to an area that includes more than one local municipality. Visible Minority Refers to whether or not a person, under criteria established by the Employment Equity Act, is non-Caucasian in race or non-white in colour. Under the Act, an Aboriginal person is not considered to be a Visible Minority. Work Force All the people working or available to work within a specified geographic area. The Queen’s second visit to Calgary coincided with the Centennial celebrations of the Royal Canadian Mounted Police in 1973 and she officially opened the Calgary Stampede.

    Page 1 of 6 Item # 7.2.1 Transportation Report to ISC: UNRESTRICTED Calgary Planning Commission CPC2019-0749 2019 June 20 Airport Trail Interchanges EXECUTIVE SUMMARY The Airport Trail Phase 2 program completes the Airport Trail corridor from Deerfoot Trail to Stoney Trail, supporting the unimpeded flow of goods and vehicles to and from the Calgary International Airport, the growing logistics business around the Airport, and development in the City’s Northeast communities. The program is funded in partnership by the Government of Canada ($50 million), the Government of Alberta ($27.7 million), the Calgary Airport Authority ($20 million, plus half the land costs) and the City ($20.65 million, plus half the land costs). The $153.35 million program includes the following projects: 1. Extension of tender-ready Airport Trail NE, from 36 Street to 60 Street NE (under Construction); 2. Construction of ring road access at Stoney Trail NE (southbound Stoney to westbound Airport Trail NE (in Preliminary Design); and 3. Construction of two grade – separated bridge structures and associated ramps at 19 Street NE and Barlow Trail NE, crossing over Airport Trail NE. This report provides an overview of the third project listed above. ADMINISTRATION RECOMMENDATION: That Calgary Planning Commission RECEIVE AND ACCEPT this report for information. PREVIOUS COUNCIL DIRECTION / POLICY On 2018 July 30 at the Combined Meeting of Council, Council approved a budget appropriation of $153.35 million to Program 859- Airport Trail Phase 2 (TT2018-0856). This followed previous Council direction: - 2012 December 03 – Council approved ‘Airport Trail Functional Planning Study’ (TT2012-0658). - 2014 May 26 – 2015 -2024 Investing in Mobility – Airport Trail was included as an unfunded transportation infrastructure project list (TT2014-0308).

    Item #7.1 Transportation Report to ISC: UNRESTRICTED SPC on Transportation and Transit TT2018-0856 2018 July 19 Page 1 of 4 National Trade Corridors Fund – Airport Trail Phase 2 EXECUTIVE SUMMARY On July 6, 2018, the Federal Government announced a commitment of $50 million towards funding Airport Trail – Phase 2 from the National Trade Corridors Fund. The project’s scope includes an extension of Airport Trail from 36th St to 60th St, construction of two new grade separated interchanges at 19th St and Barlow Tr., and construction of a southbound to westbound ramp at Stoney Trail and Airport Trail. Additional funding was committed by The Government of Alberta ($27.7 million). The Calgary Airport Authority will contribute $20 million through a previous agreement with The City. Airport Trail is planned as a vital east-west corridor in Calgary. The work under this project will complete the corridor from Deerfoot Trail to Stoney Trail, will support the unimpeded flow of goods and vehicles to and from the Airport, will support the growing logistics business around the Airport, and open up new areas for development in The City’s growing northeast. Approval for budget appropriation of the total project budget amount ($153.35 million) is being requested at this time for an amount of $38.15 million. This amount will allow administration to move forward with construction of the project and the outstanding land acquisition. ADMINISTRATION RECOMMENDATION: That the SPC on Transportation and Transit recommend that Council: 1. Approve the budget appropriation of $153.35 million to Program 859 – Airport Trail N.E.
