982 WHO Technical Report Series 982 WHO Expert on Rabies Consultation Although there is debate about the estimated health burden of rabies, the estimates of direct mortality and the DALYs due to rabies are among the highest of the neglected tropical diseases. Poor surveillance, underreporting in many developing countries, frequent misdiagnosis of rabies, and an absence of coordination among all the sectors involved are likely to lead to underestimation of the scale of the disease. It is clear, however, that rabies disproportionately affects poor rural communities, and particularly children. Most of the expenditure for post- exposure prophylaxis is borne by those who can least afford it. As a result of growing dog and human populations, the burden of human deaths from rabies and the economic costs will continue to escalate in the absence of concerted efforts and investment WHO Expert Consultation for control. Since the first WHO Expert Consultation on Rabies in 2004, on Rabies WHO and its network of collaborating centres on rabies, specialized national institutions, members of the WHO Expert Advisory Panel on Rabies and partners such as the Gates Foundation, the Global Alliance for Rabies Control and the Partnership for Rabies Prevention, have been advocating the Second report feasibility of rabies elimination regionally and globally and promoting research into sustainable cost-effective strategies. While Islamic legal precepts are often erroneously characterized as conflicting with Western legal ideals, this article highlights their compatibility vis-à-vis a descriptive, com- parative and normative analysis of animal protection theory in both U.S. and Islamic legal theory. Moreover, this article argues that the Islamic legal duty to respect, protect and care for animals helps underscore the heightened legal duty to fellow human beings. To that end, it discusses the human rights implications of animal protection theory in Islamic law in relation to chronic maladies in some Muslim-majority societies, such as the unlawful deprivation of life, violence against women, children and religious minorities and mistreatment of the dis- abled. This article thereby offers a more expansive and necessary gleaning of the Islamic legal principles surrounding animal welfare and protection theory. Despite a global pandemic that changed our lives in ways we never imagined, our charity and nonprofit partners have continuously and tirelessly served our communities; and, with the CFD, our state and higher-education employees and retirees have selflessly supported these organizations and numerous other causes. Due to COVID-19, we had to suspend many of the in-person fundraisers and events we have enjoyed over the years. Plus, with most of our employees working remotely, we needed to find different ways to communicate the CFD’s latest programs and initiatives, and to rally our colleagues’ enthusiasm and support. Our creative and motivated CFD team stepped up by launching several fun and unique virtual promotions, activities, and fundraisers to ensure our donors are engaged, informed, and primed to participate.
