NORTH VALE PARISH COUNCIL COUNCIL MEETING Monday 19th November 2018 Holton Village Hall

Present – David Badham-Thornhill (Acting Chairman), Janet Down, Douglas Hodges, Simon Ford, Graham Boaler & Hannah Crofts, Gillian Freeman & Jenny Chambers. In attendance – David Chapman (Clerk). Electors Question Time/Comments – none. County / District Councillors Reports - none 18.105 Apologies - David Young, James Lee, William Wallace & Hayward Burt. 18.106 Declaration of Interest/Dispensations – none. 18.107 Minutes of Last Meeting Agreed and signed the minutes of the last Parish Council Meeting on 15th October 2018. 18.108 Matters Arising from Minutes Clerk reported that the Highways Department will no longer be supplying grit for the grit bins in villages. Parish Councils will need purchase and collect grit from the Highways Department depot at a cost of £4.74 per 25 kilogram bag. It was agreed that Councillors check how much grit remains from previous years before buying any more. Graham Boaler provided an update on the amount of grit in the bins at Elliscombe and Sherrils Corner. Clerk reported that a breakdown of £1,500 costs for introducing a 20 mph speed limit through Holton has been received from Gary Warren (Highways Engineer). It was agreed that the Clerk should submit an application for funding from the Avon & Police Community Fund for the full amount. 18.109 Planning Applications 18.109.1 18/02597/COL – Brick End, BA9 8EG – certificate of lawfulness application for the existing single storey extension – confirmation that the Parish Council’s response was that it had no objections. 18.109.2 18/02841/COL 3 Lattiford Cottages, Lattiford, Holton BA9 8AQ – certificate of lawfulness application for the proposed fitting of a new obscured window – confirmation that the Parish Council’s response was that it had no objections. 18.109.3 18/03585/TCA – Maperton House, North Cheriton Road, Maperton BA9 8EJ – notification of intent to carry out tree surgery works to multiple trees within a conservation area - no objections. 18.109.4 18/03584/TCA – Wisteria Cottage, Lower North Cheriton Road, North Cheriton BA8 0AE – notification of intent to fell 5No. Trees within a conservation area – concerns were raised that the application only referred to felling 5 trees but there are 4 beech trees that may also be included in the works. It was agreed that the Parish Council should object to the project until the full extent of the works is known. 18.110 Planning Decisions 18.110.1 18/02449/FUL - Marchant Holiday School, Higher North Cheriton Road, North Cheriton BA8 0AH – the siting of a temporary classroom – permitted with conditions – noted. 18.110.2 18/02841/COL – 3 Lattiford Cottages, Lattiford, Holton BA8 8AQ – certificate of lawfulness – application for the fitting of a new obscured window – permitted – noted. 18.110.3 18/02162/HOU – Byways, Higher Holton Lane, Holton BA9 8AP – the erection of a single storey rear extension to replace existing extension – permitted with conditions – noted. 18.110.4 18/02648/S19 – Rose Farm, Lattiford, Holton BA9 8AF – application to vary condition 3 (approved plans) of 18/00864/LBC to reduce the size of openings – permitted with conditions – noted. 18.110.5 18/02482/PAMB – Maperton Stud, Maperton BA9 8EH – notification for prior approval for the change of use of existing agricultural building into 3 No. dwellings - permitted with conditions – noted. 18.110.6 18/02597/COL – Brick End, Maperton BA9 8EG – certificate of lawfulness application for the existing single storey extension – permitted – noted. 18.111 Correspondence 18.111.1 Community Accessible Transport – newsletter – noted.. 18.111.2 Somerset Community Foundation – Surviving Winter Appeal – noted. 18.111.3 Avon & Somerset Police – Local Policing teams will now spend more time in the community rather than in the office – noted. 18.111.4 Avon & Somerset Police – Rural East Beat Team – contact details – noted. 18.111.5 – changes to Highways winter service 2018/19 – covered under ‘Matters Arising’ above.

1 18.111.6 Somerset County Council – Speed Indicator Devices update – Clerk reported that SCC will not be offering the mobile SID program - it was agreed that the cost of purchasing a device for the Parish Council should be investigated. 18.111.7 Somerset Waste Partnership – newsletter – noted. 18.111.8 Somerset County Council – County wide Parking Review – it was reported that SCC is conducting a review of car parks in the county which could lead to charges being introduced for the car parks in Wincanton. It was also reported that SCC is changing the way in which requests for new or amendments to existing signing, lining and speed limits are dealt with – noted. 18.118.9 Somerset County Council Highways Department – temporary closure of Maperton Road, Maperton – the Highways Department report that the road was closed at short notice due to safety concerns on the bridge. The reason for the long closure is because quotes need to be obtained for the work. Normally this would be done before the road was closed but this was not possible in this case – noted. 18.112 North Cheriton Cemetery 18.112.1 Councillors agreed to carry forward a decision on quotes for minor works at the Cemetery until the December meeting. 18.112.2 Simon Ford expressed his thanks to Doug Hodges for all his hard work at the Cemetery, clearing the land at the back of the Chapel and cutting the hedge free of charge. All Councillors agreed and thanked Mr Hodges. Mr Hodges stated that he was happy to be of help. 18.112.3 It was agreed that, when the Yew trees are cut back, the cuttings will be burnt on site. Jazz Gardens have quoted £300 to cut the trees back but Doug Hodges offered to see if he could do the work with his equipment. 18.113 E A Gale’s Parish Lands Charity – nothing to report 18.114 Financial Matters 18.114.1 Review of bank balances The bank balances and bank reconciliation at 30th October 2018 were reviewed. The joint funds at 30th October 2018 stand at £10,408.24 18.114.2 Authorise Cheques 101028 - £60.00 Holton Village Hall – hall hire for September 2018 to March 2019 101029 - £90.00 Wayne Pamphillion – Cemetery grass cutting October 2018 101030 - £247.50 D Chapman – Salary and expenses November 2018 101031- £120.00 Chris Chapman Windows – replacement of lock at Chapel in North Cheriton Cemetery 18.115 Matters of report and items for next meeting. 18.115.1 The next meeting will be held on Monday 17th December at 7:30pm in Holton Village Hall.
