    ILMINSTER DIVISION COUNTY/DISTRICT DECEMBER MONTHLY REPORT 2018 SCC - FINANCES Mid Term Financial Plan update – there remains a continuing need to save an additional £15m. SCC is aiming to ensure that all potential financial pressures are considered in order to ensure that the budget balances, taking into account factors such as Local Government financial settlements; district-based council tax collections; winter conditions. Children’s services remains the largest spending commitment, along with adult services, especially Learning Disability services. Somerset is one of the counties that will be part of the Business Rate Retention pilot which will mean a financial gain for both Districts and SCC. Government grants during the last five years have been reduced significantly, by over £2m. It is anticipated that for the 2019/20 budget there will be an increase of £5 for band D properties, with an assumed increase of 2.99% p.a. from 2020. Budgets are due to be set in Feb. DSFRS The Corporate Safety and Planning Committee considered a number of options for changes to the current duty system, where there is over, or under, staffing at key times. Planned changes are intended to ensure the service operates on a more flexible basis to allow for greater flexibility and adaptability, to reduce risk, and respond to changes in demand. It is likely that a variety of duty solutions will be tailored to suit the specific area of risk. The service, in addition to being the largest employer of ‘on-call’ firefighters in the country, is also the national industry leader for ‘on-call’ apprenticeships.

Recommendation That members note the report. Capital funded Surface Dressing schemes 2015 Surface Dressing is the practice of applying a bitumen tack coat to the existing road surface and then rolling in stone chippings. Whilst this practice is not the most PR friendly, it is highly effective in preserving the integrity of the road surface. This year we are Surface Dressing 53 sites across South Somerset, 13 of which are substantial lengths of A and B roads. The Surface Dressing within South Somerset has already commenced and is due completion by the end of June. Ellacombe of Clyst St. Mary, Devonshire, published a monograph on the Church Bells of Somerset, in continuation of his previous work on those of Devonshire. After a brief intro- duction in which something was said of the inscriptions on the mediaeval bells, and somewhat less of their founders, a list was given of the inscriptions on all (or rather, nearly all) the bells of the Somerset churches, ancient and modern. The indefatigable author had then reached the ripe age of eighty, and the book is a monument of an old man's industry. But for this very reason he was necessarily dependent upon the assistance of correspondents and helpers for all his informa- tion/and although he personally visited every tower but one in Devon (previously to 1867), it is probable that he never actually saw a single bell in Somerset. He tells us in fact, in his preface, how his information was all obtained by diligent posting of letters to incumbents, churchwardens, and even parish clerks. The result of this, however, was that his descriptions of the bells were by no means either as full or as accurate as could have been wished. Many of his correspondents were doubtless inexperienced in reading inscriptions, especially in old lettering, and they were liable to miss ornaments or marks in unusual positions.
