NORTH VALE PARISH COUNCIL COUNCIL MEETING Monday 16th September 2019 Holton Village Hall

Present – Dave Young (Chairman), Janet Down, Jenny Chambers, Simon Ford, Gillian Freeman, David Badham- Thornhill, Hannah Crofts & Douglas Hodges. In attendance – William Wallace & David Chapman (Clerk) Electors Question Time/Comments - none County/District Councillor Reports William Wallace reported that he had used all the available money in his Healthy Living budget for this year but that there should be some more money available in the next financial year. 19.96 Apologies - James Lee, Graham Boaler & Hayward Burt 19.97 Declaration of Interest/Dispensations – none 19.98 Minutes of Last Meeting Agreed and signed the minutes of the last Parish Council Meeting on 19th August 2019. 19.99 Matters Arising from Minutes Clerk reported that events for the 60+ driver events may be held Horsington and and people from North Cheriton who have shown an interest may be able to attend. 19.100 Planning Applications - none 19.101 Planning Decisions 19.101.1 19/01784/FUL Nextpower Higher Hatherleigh Ltd, Land at Higher Hatherleigh Farm, Grove Lane, North Cheriton – installation of secure storage container – permitted with conditions – noted. 19.102 Correspondence 19.102.1 South District Council – invitation to SSDC Annual Parish Meeting – noted. 19.102.2 Somerset Association of Local Councils – consultation on independent review into Local Government Audit – noted. 19.102.03 District Council – purchase of B&Q Glastonbury branch – noted. 19.102.04 Local Resident – walled memorial garden A357 North Cheriton – W Wallace reported that the matter has been directed to a senior director at who will respond to the local resident directly. 19.103 E A Gale’s Parish Lands Charity – nothing to report. 19.104 Financial Matters 19.104.1 Review of bank balances at 31st August 2019 – the balances at 31st August 2019 were reviewed. The balances at that date stand at £10,013.40 19.104.2 Authorise Cheques 101061 £310.19 – D Chapman – Clerk’s fees and expenses September 2019 (including purchase of padlocks for speed indicator device) 101062 £130.00 – Wayne Pamphilion – grass cutting at Cemetery August 2019. Clerk reported that £80.00 has been banked for the interment of Jane Dibben in North Cheriton Cemetery. Dave Young handed the Clerk £531.05 for money collected towards the cost of reducing the speed limit in Holton village from 30mph to 20mph. 19.105 North Cheriton Cemetery Clerk reported that the consecration service will take place on Friday 27th September at 10 am and that the groundsman would cut the grass in the week before the service. Clerk also stated someone had reported that some weed killer had been put on their relative’s grave. This has been reported to the groundsman and he will investigate. 19.106 Speed Indicator Device Clerk reported that the problem with the fixing brackets needed to prevent the unit from being stolen have been solved and some padlocks have been purchased. Clerk also reported that Somerset County Council require the Parish Council to sign an agreement before the SID is used. This agreement includes the Highways Engineer agreeing the location of the post where the SID will be erected. Simon Ford has suggested two new locations for his approval. It was agreed that when the locations have been agreed the Clerk would sign the agreement on behalf of the Parish Council. Dave Young reported that he has spoken to Crestmoor and they are prepared to put up and take down the SID on the posts.
