Moving Manitoba from "Have-not" to "Have" Province

Manitoba, a "have-not" province for many years, can and should aspire to be a "have" province according to Jon Gerrard, Leader of the . Blessed with wonderful fertile soils, with lakes and rivers which are treasures, with a diverse and inventive citizenry and positioned at the centre of North America, Manitoba can make great strides forward. At a time when the resources of tomorrow are knowledge and ideas and when new industries are less constrained by traditional locational thinking, Manitoba is well positioned to take advantage of these opportunities.

Reversing the current outflow of young people who see opportunities more elsewhere than in Manitoba, and improving Manitoba's position will need substantial changes. These include changes to our tax structure, to our delivery of health care, to our approach to learning, and to the development of the industries of the future. It can not be achieved by begging for help or through a sense of entitlement, but rather Manitoba will have to earn its future. A more strategic role for the provincial government in promoting increased private sector investment and increased immigration are key parts of the changes needed.

Jon Gerrard is MLA for River Heights and Leader of the Manitoba Liberal Party. Dr. Gerrard completed a B.A. in Economics from the University of , his M.D. from McGill University and his Ph.D. from the University of Minnesota. As a federal M.P. from 1993-1997, he served in the cabinet as Secretary of State for Science, Research and Development, and for Western Economic Diversification. He has been the provincial Liberal leader since 1998.
