2021 Virginia Permissible Fireworks List State Fire Marshal’s Office 2021 VIRGINIA PERMISSIBLE FIREWORKS Special Operations Section 1005 Technology Park Drive Glen Allen, Virginia 23059 Telephone: (804) 371-0220 Fax: (804) 371-3367 Website: www.vafire.gov In accordance with Section §27-96.1 of the Code of Virginia, unless prohibited by a local ordinance, the provisions of the Statewide Fire Prevention Code pertaining to fireworks shall not apply to the sale of or to any person using, igniting, or exploding permissible fireworks on private property with the consent of the owner of such property. The fireworks listed in this document have been field tested to compare the items to the performance criteria of the American Fireworks Standards Laboratory (AFSL) and are classified as "permissible fireworks" for purposes of applying and enforcing the Statewide Fire Prevention Code. The requirements for the sale or use of other than permissible fireworks, including certification and permit requirements, can be found in Chapter 56 of the Statewide Fire Prevention Code (https://codes.iccsafe.org/content/document/1360/14583684). CAUTION: Code of Virginia §27.97 allows local jurisdictions to adopt fire prevention regulations that are more restrictive or more extensive in scope than the Statewide Fire Prevention Code. Many local jurisdictions prohibit the use of all fireworks. Individuals should check with their city, county, or town to determine any local regulations. Fireworks added to this list after May 24, 2020, will be shown in BLUE at the end of the list.     “Between the Creeks” Gwen Pettit This is a compilation of weekly newspaper columns on local history written by Gwen Pettit during 1986-1992 for the Allen Leader and the Allen American in Allen, Texas. Most of these articles were initially written and published, then run again later with changes and additions made. I compiled these articles from the Allen American on microfilm at the Allen Public Library and from the Allen Leader newspapers provided by Mike Williams. Then, I typed them into the computer and indexed them in 2006-07. Lois Curtis and then Rick Mann, Managing Editor of the Allen American gave permission for them to be reprinted on April 30, 2007, [email protected]. Please, contact me to obtain a free copy on a CD. I have given a copy of this to the Allen Public Library, the Harrington Library in Plano, the McKinney Library, the Allen Independent School District and the Lovejoy School District. Tom Keener of the Allen Heritage Guild has better copies of all these photographs and is currently working on an Allen history book. Keener offices at the Allen Public Library. The following list of permissible fireworks (listed by item number) is acceptable to the Fire Marshal’s Office for storage, use, and/or retail display. A user of permissible fireworks is not required to obtain a fire code permit or be certified as a pyro technician when such use is on private property with the approval of the property owner. Consumer fireworks (Division 1.4G) that meet acceptable criteria during the annual evaluation and review process are classified through the Virginia Statewide Fire Prevention Code as “permissible fireworks”. The State Fire Marshal’s Office works with other localities, such as Fairfax, Loudoun and Prince William counties as examples, to evaluate and review items by actively comparing the items to the performance criteria found in the American Fireworks Standards Laboratory (AFSL), 2009 Edition. NOTICE: City code states it shall be unlawful for any person, firm, or corporation to transport, store, possess, sell, offer for sale, expose for sale, or to buy, use, ignite, or explode any fireworks that are not permissible fireworks as approved by the Fire Marshal. The sale of permissible fireworks to persons under the age of 18 shall be prohibited unless the person is accompanied by a parent or legal guardian.

Cultural critics like Jameson argue that retro and nostalgia are symptoms of postmodernism – that we can pick and choose various items and cultural phenomena from different eras and place them together in a pastiche that means little and decontextualizes their historicity. However, as Bergson argues in Memory and Matter, the senses evoke memories, and popular culture artefacts like comics can bring the past to life in many ways. The smell and feel of old paper can trigger memories just as easily as revisiting an old haunt or hearing a piece of music from one’s youth. As fans and academics we often look to the past to tell us about the present. We may argue about the supposed ‘golden age’ of comics. Our collecting habits may even define our lifestyles and who we are. But nostalgia has its dark side and some regard this continuous looking to the past as a negative emotion in which we aim to restore a lost adolescence. In Mediated Nostalgia, Ryan Lizardi argues that the contemporary media fosters narcissistic nostalgia ‘to develop individualized pasts that are defined by idealized versions of beloved lost media texts’ (2). This argument suggests that fans are media dupes lost in a reverie of nostalgic melancholia; but is belied by the diverse responses of fandom to media texts. Moreover, ‘retro’ can be taken to imply an ironic appropriation.
