A HIstoRy Of Anlong Veng CommunIty A wedding in Anlong Veng in the early 1990s. (Cover photo) Aer Vietnamese forces entered Cambodia in 1979, many Khmer Rouge forces scaered to the jungles, mountains, and border areas. Mountain 1003 was a prominent Khmer Rouge military base located within the Dangrek Mountains along the Cambodian-Thai border, not far from Anlong Veng. From this military base, the Khmer Rouge re-organized and prepared for the long struggle against Vietnamese and the People’s Republic of Kampuchea government forces. Eventually, it was from this base, Khmer Rouge forces would re-conquer and sele Anlong Veng in early 1990 (and a number of other locations) until their re-integration into Cambodian society in late 1998. In many ways, life in Anlong Veng was as difficult and dangerous as it was in Mountain 1003. As one of the KR strongholds, Anlong Veng served as one of the key launching points for Khmer Rouge guerrilla operations in Cambodia, and it was subject to constant aacks by Cambodian government forces. Despite the perilous circumstances and harsh environment, the people who lived in Anlong Veng endeavored, whenever possible, to re-connect with and maintain their rich cultural heritage. Tossed from the seat of power in 1979, the Khmer Rouge were unable to sustain their rigid ideo- logical policies, particularly as it related to community and family life. During the Democratic Movement of the Khmer Rouge Final Stronghold Kampuchea regime, 1975–79, the Khmer Rouge prohibited the traditional Cambodian wedding ceremony. Weddings were arranged by Khmer Rouge leaders and cadre, who oen required mass ceremonies, with lile regard for tradition or individual distinction. -

A study was conducted in four villages in Attapeu Province, Lao PDR in 2002 to determine malaria endemicity. The study villages were Mixay, Beng Phoukham, Phou Vong and Pier Geo. Mass blood surveys were conducted in May, August, and October. Finger prick blood was collected for thick and thin blood film as well as for dipstick. The slide positivity rate was highest in Phou Hom in October (41.7%). Plasmodium falciparum was the dominant species comprising more than 80% of the cases. As a whole, the distribution of malaria was similar among males and females. Children below 15 years accounted for a large percentage of the cases. The sensitivity of the optimal dipstick was 62.36 and the specificity was 61.7. Microscopy was taken as the gold standard. Anopheles dirus was found to be the main vector and the vectorial capacity correlated well with the cases. INTRODUCTION entomological and blood examination 3 times during the year. Vientiane, Laos Destination Guide Overview of Vientiane Life in Laos' modest capital flows along as languidly as the Mekong River, next to which the city is situated. Visitors will find a sprawling series of villages rather than an inter-connected urban metropolis. Laotian temples and crumbling French colonial buildings give Vientiane much of its personality, while paddy fields still dot the outlying suburbs and even penetrate the city centre in places. Narrow lanes, croissant-selling bakeries and noodle-soup vendors characterise the downtown area. Most places of interest are concentrated in a small area in the commercial district, between the bamboo-and-thatch beer gardens on the riverbank and Talaat Sao (the morning market). The area is easy to explore on foot. Tourists can also visit some fine Wats(temples), such as Wat Si Saket. Key Facts Language: Lao is the official language, but some English and French are spoken. Passport/Visa: Most foreign passengers to Laos can obtain a visa on arrival, provided that: (i) they are arriving at one of the following airports: Vientiane International, Luang Prabang, Pakse, Warray; (ii) they are holding a return/onward ticket and the necessary travel documentation for their next destination; (iii) they have a confirmed hotel reservation in Laos; and (iv) they are in possession of one photograph, size 3 x 4 cm (however, it is always recommened to travel with more than one) (v) their passport contains at least two unused visa pages. These tourist visas are valid for 30 days. Note that a yellow fever vaccination certificate is required to enter Laos, if arriving within six days of leaving or transiting through an infected area. -

Listening to Women Fishers on the Sekong River: Fostering Resilience in Village Fishery Co-Management Charlotte Moser Abstract The accelerated economic development of landlocked Laos, combined with extreme climate variables, points to dramatic transformations in subsistence fisheries on its rivers. In the country’s first Fisheries Law, adopted in 2009, co-management of village fisheries is required as a way to promote sustainable development at a local level. The co-management model, however, does not stipulate participation by women fishers, important stakeholders who make up almost one-half of all Lao fishers and whose work contributes directly to family nutrition and well-being. Based on fieldwork conducted in fishing villages on the Sekong River in southern Laos in 2013, this paper takes an ecosystems approach to discuss how the country can build resilience and social cohesion into fisheries by incorporating women and their knowledge into village fishery management. In the process, the health of river ecosystems and food security will improve, while women fishers will acquire new skills to help them avoid ‘poverty traps.’ Introduction The concept of resilience is central to effective adaptive management of ecosystems. Developed by ecologist C.S. “Buzz” Holling in the 1970s as a theory for managing complex ecosystems, resilience theory suggests that an ecosystem is resilient if it has the ability to remain cohesive during periods of extreme perturbations or what are called ‘shocks’ (Holling 1973). Rather than “bouncing back” to a former equilibrium, an ecosystem is resilient if it can absorb changes in internal and external variables and still persist, albeit in a somewhat different yet robust form. -

Executive Summary, Salavan Province Salavan is a southern province of Laos. Covering an area of 16,389 km2 (6,328 sq. mil.), it borders Savannakhet Province to the north, Vietnam to the east, Xekong Province to the southeast, Champasak Province to the south and Thailand to the west. It has a total population of approximately 397,000 people and is divided into 8 districts and 588 villages. Bearing the same name as the province, Salavan City – the provincial capital – sits atop Bolaven Plateau, an ancient volcano that erupted millions of years ago. The city is the administrative, economic, and cultural center of the province. It is reachable by routes 15, 20 and 23. The province is home to 10 distinctive ethnic groups, many of which are small in population, but have their own language. Their houses, lifestyles, beliefs, cultures and rituals are unique and very fascinating. Once this region is easily accessible by road, it will become a popular cultural tourism destination. It is an important bird sanctuary for the country and home to a variety of evergreens. On the northwest of the province, there is Xe Bang Nouan National Protected Forest. Phou Xieng Thong Forest Reserve is the only national protected area on the Mekong River. It covers the entire western border of Salavan and a part of Champasak territory. Currently, there are 327 investment projects operating in the province, 106 of which are privately owned. -

Lao PDR: Floods Humanitarian Country Team Information Bulletin No.4 (as of 19 October 2018) This bulletin covers the entire country, with significant focus on Attapeu province. It is produced by the Office of the UN Resident Coordinator in Lao PDR in collaboration with humanitarian partners. Summary • According to Government figures as of 15 October, which are similar to the ones reported in the last Information Bulletin of 5 October, 2,382 villages, 126,736 families and 616,145 people are reported to be affected by the floods. A total of 16,739 people remains evacuated from their villages. 1,779 Houses are reported as destroyed and 514 as damaged. 90,000 ha of paddy fields and 11,000 ha of other plantations have been destroyed, and 630 km of roads and 47 bridges have been damaged. • The Ministry of Labour and Social Welfare will present the findings of the ongoing Post-Disaster Needs Assessment (PDNA) on damages, losses and recovery needs to the National Disaster Prevention and Control Committee on 23 October. The PDNA, which is facilitated by United Nations, World Bank and European Union covers the entire country, will develop a sustainable recovery strategy and sector plans of the Government and guide discussions on funding with development partners. The final report is expected to be available by end November. The PDNA will feed into discussions at the National Assembly, the Round Table Meeting and the Mid-Term Review of 8th National Socio-Economic Development Plan. • Influenza-like illness, severe acute respiratory illnesses, diarrhea, and dengue fever remain priority public health concerns in Attapeu province.
