McClelland All Rights Reserved Abstract Identity and Agency: Majority and Minority Ethnic Voting in New Democracies Benjamin P. McClelland This dissertation examines how ethnic identities are politicized through elections in new democracies. Using the cases of post-communist Latvia and Bosnia and Herzegovina, I compare the electoral success of campaigns which appeal to voters on the basis of ethnicity to those do not. I argue that ethnic parties are most likely in groups for whom two conditions are met. First, ethnicity must meaningfully differentiate ethnic insiders from outsiders, in such a way that voters will believe policy benefits will likely result from political representation for the group. Second, electoral institutions must ensure that the political mobilization of the group will result in electoral victory. These two conditions create fundamentally different incentives for ethnic majority groups and ethnic minority groups simply because of differences in group size. In most democracies with a large minority population, ethnic voting will be more likely among the majority group than the minority group, unless institutions encourage minority group voting by lowering barriers to entry. The results demonstrate the qualitatively different ways groups use ethnic identities as a resource to achieve political objectives, with important implications for minority group representation, political participation, and democratic governance in diverse societies.     5th Warsaw Seminar on Human Rights Warsaw, 29 September – 1 October 2011 Warsaw 2011 1 Welcome Addresses Jacek Czaputowicz Director of the National School of Public Administration Excellencies, Ladies and Gentlemen, I have the honor and pleasure to open the Warsaw Seminar on Human Rights. Let me firstly welcome the Government agents, representatives of the Council of Europe, the European Court of Human Rights, the European Union, Organization for Security and Cooperation in Europe, representatives of non-governmental organizations, academics, scholars and other experts in the field of human rights. This is already the fifth Warsaw Seminar on Human Rights. This year it has a special character, as it also falls within the first Polish Presidency of the Council of the European Union. During the next two days you will have a unique possibility to exchange views on the most important issues related to the future reform of the Strasbourg system and its relation to the European Union system. The Seminar is divided into four thematic panels. First panel is devoted to national minorities in the light of the implications of the Lisbon Treaty. The aim of the panel is to undertake the discussion on further activities of the European Union pertaining to the national minorities issues. In the second panel, devoted to the rights of elderly persons, the keynote speech will be held by the special guest of the fifth Warsaw Seminar – the Commissioner for Human Rights of the Council of Europe, Mr. Thomas Hammarberg. I hope that this panel will constitute a promising point of departure for further debate on this issue at the European level, especially that on 14 September 2011 the European Parliament and the Council decided that the year 2012 will be European Year for Active Aging and Solidarity between Generations.

Siroky All rights reserved Abstract Secession is a watershed event not only for the new state that is created and the old state that is dissolved, but also for neighboring states, proximate ethno-political groups and major powers. This project examines the problem of violent secession- ist conflict and addresses an important debate at the intersection of comparative and international politics about the conditions under which secession is a peaceful solution to ethnic conflict. It demonstrates that secession is rarely a solution to ethnic conflict, does not assure the protection of remaining minorities and produces new forms of violence. To explain why some secessions produce peace, while others generate violence, the project develops a theoretical model of the conditions that produce internally coherent, stable and peaceful post-secessionist states rather than recursive secession (i.e., secession from a new secessionist state) or interstate dis- putes between the rump and secessionist state.

The Russian government decided to freeze its financial aid of $12 billion (3 billion was provided in December) and cheaper natural gas prices the day after Ukrainian Prime Minister Mykola Azarov resigned on January 28. Most of the key players have offered their solution, except for the Yanukovych administration, which is still deciding.
