Context: what is a Place Plan?

Shropshire Council is working to make Shropshire a great place to live, learn, work, and visit – we want to innovate to thrive. To make that ambition a reality, we need to understand what our towns and communities need in order to make them better places for all. Our Place Plans – of which there are 18 across the county – paint a picture of each local area, and help all of us to shape and improve our communities.

Place Plans are therefore documents which bring together information about a defined area. The information that they contain is focussed on infrastructure needs, such as roads, transport facilities, flood defences, schools and educational facilities, medical facilities, sporting and recreational facilities, and open spaces. They also include other information which can help us to understand local needs and to make decisions. This wider information includes things like housing needs in light of population changes, and environmental issues in light of development.

In an ideal world, we would be able to support all of the infrastructure needs within the 18 Place Plan areas of Shropshire. However, funding restrictions mean that we have to make some difficult decisions, and prioritise the infrastructure that is most important. Place Plans help us to do this.

The aim of the Place Plans is therefore:

• To enable and its partners, working closely with local Elected Members and Town and Parish Councils, to deliver the infrastructure needs of our communities.

The objectives of the Place Plans are therefore:

• To develop a clear picture and understanding of the Place Plan area. • To identify and prioritise infrastructure needs within the Place Plan area. • To identify lead partners, supporting partners, and funding opportunities (where possible) to deliver those infrastructure needs. • To feed into the Strategic Infrastructure Implementation Plan for the county as a whole. • To feed in to Shropshire Council’s Corporate Plan and Service Plans.

There are 18 Place Plans in Shropshire, covering the following areas:

• Albrighton • Bishops Castle • • Ellesmere • Highley • • Minsterley and

• Shrewsbury Town • Shrewsbury Rural • • Whitchurch

The Place Plans also include the wider hinterlands around each of these towns or key centres. In this way, everywhere in the county is included within a Place Plan.

Place Plans are reviewed regularly, and as such are ‘live’ documents informed by conversations with Town and Parish Councils, and with infrastructure and service providers. This document is the 2019/20 version of the Shrewsbury Town and Rural Area Place Plan.

1. List of Projects

1.1 Data and information review

The infrastructure project list in the table below is based on information submitted to Shropshire Council by Town and Parish Councils in each Place Plan area. This information is then tested against data held by the Council, and further informed by consultation with a range of infrastructure providers. By gathering this information, we have been able to understand more clearly the needs of each Place Plan area, and to use this information to make some difficult decisions about prioritisation of projects.

For the Shrewsbury Town and Rural Area Place Plan, a review of information – with a particular focus on the Big Town Plan - has shown that some of the key infrastructure issues within Shrewsbury Town are:

• The constraints of current physical and digital infrastructure to support movement, flows and access into and around the town centre, resulting in increasing congestion, air pollution, limiting economic growth in the town centre and affecting user experience.

• The natural environment, particularly the variance in town centre topography and flooding of the presents a number of development challenges including place shaping opportunities; design quality and opportunities for growth.

• Successful adaptation of listed and historic buildings for 21st century uses within the town centre, and the constraints in terms of viability, redevelopment, conversion and integration of digital infrastructure.

• The imbalance of uses within the Shrewsbury town centre, including the relatively small number of residents living there as a percentage of the overall population of Shrewsbury, the over-supply of retail space and the limited availability of workspace, office, leisure and commercial provision.

Meanwhile, some of the key infrastructure issues within the wider rural area surrounding Shrewsbury Town are:

• Improvements to local highways network, and development of speed reduction measures for traffic in settlements within the Place Plan

• Improvements and increase in capacity of community and leisure facilities to cater for the needs of a cross section of the population

• Provision of affordable housing of different types and tenures to help communities maintain a mixed demography amongst the local population

• Improvements to broadband infrastructure across the Place Plan area

1.2 Prioritisation of projects

Following collation and assessment of this information, the difficult task of prioritisation of projects can be undertaken. Projects are allocated to a category, based on the descriptions extensive discussions with a range of partners, and on information included within the Implementation Plan of Shropshire’s Local Development Plan: https://www.shropshire.gov.uk/media/8603/ldf-implementation-plan-2016-17.pdf.

Projects will be allocated to one of the three categories identified below:

1.3 Projects for Shrewsbury Town and Rural Area Place Plan

The projects in the following table have been identified through evidence and data gathering as described in section 1.1, and through discussions and consultations with Town and Parish Councils. Discussions have also taken place with relevant departments across Shropshire Council, and with external providers of strategic infrastructure. However, please be aware that this table does not commit any partner to undertake specific activity, as priorities and resources are subject to change.

Further, whilst Shropshire Council will continue to support its Town and Parish Councils to identify infrastructure needs within the Place Plan area, the final decision on the level of priority given to specific infrastructure projects rests with Shropshire Council, based on the evidence gathering noted above.

Projects have been presented in two tables: the first covering Priority A and Priority B projects, and the second covering Neighbourhood Projects.

Please note that completed projects will be included in a separate supporting document. This document will be made available on Shropshire Council’s website, alongside the Place Plans themselves.

2. Planning in Shropshire

2.1 County-wide planning processes: The Local Plan

Planning is a statutory process (required by law) that all local authorities across the UK must undertake.

A number of planning policy documents consider a wide range of important planning issues such as housing, employment, retail, the environment, and transport. Together, these documents constitute the Local Plan, which plays a crucial role in prioritising and shaping development in the local authority area. In Shropshire, the current Local Plan period runs until 2026.

Of all the documents that make up the Local Plan, there are two that we will refer to here. They are:

• Core Strategy – adopted 24 February 2011 • Site Allocations and Management of Development (SAMDev) Plan – adopted 17 December 2015

At the moment, the Local Plan is undergoing a review, which will ensure that Shropshire Council can respond to changing circumstances. The review will include, but is not limited to, consideration of housing requirements, employment land requirements, the distribution of development, and a review of green belt boundaries. Until the review is completed, the existing Local Plan remains as the overarching guide for all development across the county.

There is also a third set of documents which are of vital importance to the Local Plan. These are the 18 Place Plans, and you are currently reading the Place Plan for Shrewsbury Town and Rural Area

2.2 This Place Plan area in the county-wide plan

The Core Strategy recognises the role of Shrewsbury as Shropshire’s County Town through Policy CS2. All of our towns have distinctive identities, which new development is expected to reinforce, by respecting each town’s distinctive character, and by being sensitive to its landscape setting, historic features, and the towns’ functions. The policy for Shrewsbury Town is as follows:

CS2: Shrewsbury Development Strategy

A comprehensive and co-ordinated approach will be pursued to the planning and development of Shrewsbury. The approach, encapsulated by the Shrewsbury Vision, integrates elements of housing, economic, transport, community and environmental policy, and will enable the town to achieve a significant level of housing and economic growth linked with infrastructure improvements, whilst protecting and enhancing the town’s role, character and the unique qualities of its historic built and natural environment.

Shrewsbury will provide the primary focus for development for Shropshire, providing approximately 25% of its additional housing for the period 2006-2026 (approximately 6,500 dwellings - 325 dwellings per annum) and 90 hectares of employment land;

Shrewsbury will develop its role as Shropshire’s primary retail, office and commercial centre, and the vitality and viability of the town centre will be promoted, protected and enhanced. The Riverside and West End areas of the town centre will be redevelopment priorities;

The Shrewsbury Northern Corridor will be improved in accordance with the aims of the Northern Corridor Regeneration Framework, with the restoration and redevelopment of the Ditherington Flaxmill site and the enhancement of major existing commercial, employment and mixed use areas a priority;

Shrewsbury’s strategy will recognise the need for the continuing development of high quality business parks on the edge of the town centre and the periphery of the town, including the Battlefield Enterprise Park and Shrewsbury and Oxon Business Parks, and the importance of the Meole Brace and Sundorne retail parks, both of which have scope for enhancement and expansion, if required;

Shrewsbury will be a major focus within Shropshire for the provision of infrastructure and services to meet the needs of the town and its wider catchment area, with current priorities set out in the LDF Implementation Plan;

The SAMDev Plan also provides brief settlement policies for each Place Plan area. The policies for Shrewsbury, and then for the wider area, are as follows:

S16: Shrewsbury Area

S16.1 Shrewsbury Town Development Strategy

1. Core Strategy Policy CS2 sets out the broad Development Strategy for Shrewsbury, supplemented by this Policy S16.1. Appropriate development and redevelopment that accords with the Strategy will be encouraged on suitable sites within the town’s development boundary.

2. Shrewsbury will provide the primary focus for development for Shropshire, as a sub-regional centre and Shropshire’s growth point, providing approximately 6,500 dwellings and 90 hectares of employment land during the period 2006-2026.

3. New housing development will be delivered through a combination of existing brownfield sites and a range of new greenfield sites, both sites allocated for development and windfall opportunities. The allocated housing sites are set out in Schedule S16.1a and identified on the Policies Map.

4. To foster economic development and to help to deliver a balance between new housing and local employment opportunities, specific site allocations for 43 hectares of new employment land are set out in Schedule S16.1b and identified on the Policies Map. The allocated employment sites will complement the committed urban employment sites set out in Schedule S16.1d to provide a range and choice of economic development opportunities in the town. Further to Policies CS14 and MD9, existing strategic employment sites and areas to be safeguarded are also identified on the Policies Map.

5. The development of the Shrewsbury South and Shrewsbury West Sustainable Urban Extensions (SUE’s) identified on the Policies Map will be supported,

provided that:

i. The development delivers the scale and type of development set out in Policy CS2 and has regard to the broad arrangement of land uses indicated on the SUE Land Use Plans (Figures S16.1.1 and S16.1.2); ii. The development has regard to the principles of the SUE masterplans adopted by the Council and is linked to the provision of the identified infrastructure requirements, with initial planning applications accompanied by phasing and delivery strategies.

6. Key areas of change in Shrewsbury are the ‘Heart’ of Shrewsbury and the Shrewsbury Northern Corridor, where proposals for new development/redevelopments and enhancements should have regard to the principles, priorities and objectives of the Shrewsbury Vision and Northern Corridor Regeneration Frameworks, as appropriate, aiming to: i. Provide a sustainable and complementary mix of retail, community, employment and residential uses; ii. Support economic and community development; iii. Protect and enhance heritage, environmental and conservation assets, and deliver environmental improvements; iv. Incorporate approaches to access, parking and movement which support the integrated and sustainable transport strategy for Shrewsbury.

More specifically:

A. Heart of Shrewsbury – the town centre and edge of centre areas

Development proposals should have regard to the aims of: i. Renewing areas of relatively poor environment and greater potential, notably at Riverside, West End, Frankwell, Abbey Foregate and Castle Foregate; ii. Reducing the impact of traffic and congestion in key areas, notably High Street/West End, Castle Street, Smithfield Road, Frankwell, Abbey Foregate and Castle Foregate; iii. Ensuring strong, high quality public realm and links between spaces, particularly walking routes; iv. Significantly enhancing the town centre retail offer, whilst retaining and developing the independent sector; v. Enhancing the role of the river and access to it; vi. Unlocking the potential of some vacant or underused buildings; vii. Celebrating gateways and arrival points.

B. Shrewsbury Northern Corridor, focusing on: - Southern Quarter of Castle Foregate/St. Michael’s Street/Ditherington; - Central Quarter of Lancaster Road/Whitchurch Road; - Northern Quarter of Battlefield Enterprise Park/Sundorne Retail Park/Arlington Way;

Development proposals should have regard to the priorities of: i. the restoration and redevelopment of the Ditherington Flaxmill site, including associated mixed use development; ii. the enhancement of major existing commercial, employment and mixed-use areas;

iii. encouraging new employment development and existing employers to remain in the area, linked to Policy MD4; iv. improving the environmental quality of the Corridor; v. further measures to support sustainable transport and links in the Corridor; vi. promoting wider housing choice and opportunity.

7. To support Shrewsbury’s role as Shropshire’s strategic centre, the extent of the Primary Shopping Area and Primary and Secondary Frontages for the town are identified on the Policies Map. Development proposals in these areas will need to satisfy policy requirements set out in Policies CS15 and MD10a. In addition, the Policies Map identifies land at Smithfield Road allocated for the new Riverside Shopping Centre as the location for significant new retail floorspace to help to meet the targets for Shrewsbury set out in Policy CS15.

8. Development proposals will be expected to demonstrate that they have adequately mitigated their impacts, having regard to the need for the coordination of infrastructure provision/improvements across the town to address the particular challenges faced by Shrewsbury referred to in Policy CS2. Development proposals should take account of infrastructure constraints and requirements, as identified within the LDF Implementation Plan and Place Plans, and positively contribute towards local infrastructure improvements, including the provision of community benefits in accordance with Policies CS8 and CS9.

S16.2: Community Hub and Cluster Settlements

Community Hubs

S16.2 (i) Baschurch

Baschurch is a Community Hub with a housing guideline of around 150-200 additional dwellings over the period to 2026. This will be delivered through the development of the allocated housing sites together with development by infilling, groups of houses and conversion of buildings.

S16.2(ii): Bayston Hill

Bayston Hill is a Community Hub with a housing guideline of around 50-60 additional dwellings over the period to 2026, where development by infilling, groups of houses and conversion of buildings may be acceptable on suitable sites within the development boundary identified on the Policies Map. The retention of the gap of undeveloped land between Bayston Hill and Meole Brace, Shrewsbury remains an important objective of the strategy for the village.

S16.2(iii): Bomere Heath

Bomere Heath is a Community Hub in Parish with a housing guideline of around 50 additional dwellings over the period to 2026. This will be delivered through the development of the allocated housing site together with development by infilling, groups of houses and conversions of buildings which may be acceptable on suitable sites within the development boundary identified on the Policies Map.

S16.2(iv): Nesscliffe

Nesscliffe is a Community Hub in the Great and Little Ness Parishes with a housing guideline of around 30 additional dwellings over the period to 2026. This will be delivered through the development of the site allocated for housing, which is identified on the Policies Map, together with development by infilling, groups of houses and conversions of buildings which may be acceptable on suitable sites within the village.

Community Clusters

S16.2(v): Albrighton

Albrighton is a Community Cluster Settlement in the Pimhill parish, with a housing guideline of around 5 additional dwellings over the period to 2026

S16.2(vi): Bicton and Four Crosses area

Bicton and the Four Crosses area are a Community Cluster in Bicton Parish, with a housing guideline of around 15 additional dwellings over the period to 2026.

S16.2(vii): Dorrington, Stapleton and Condover

Dorrington, Stapleton and Condover are a Community Cluster in Condover with housing guidelines of around 30-35 additional dwellings in Dorrington, 5 in Stapleton, and 20-25 in Condover.

S16.2(viii): Fitz, Grafton and New Banks

Great Ness, Little Ness, Wilcott, Hopton/Valeswood, Kinton, and Felton Butler are a Community Cluster in the Nesses Parish with a housing guideline of approximately 10-15 dwellings over the period to 2026.

S16.2(x): Hanwood and Hanwood Bank

Hanwood and Hanwood Bank are a Community Cluster in Great Hanwood Parish with a housing guideline of around 30 additional dwellings over the period to 2026.

S16.2(xi): Longden, Hook-a-Gate, Annscroft, Longden Common, and Lower Common/Exfords Green

Longden, Hook-a-Gate, Annscroft, Longden Common, and Lower Common/Exfords Green are a Community Cluster in Longden Parish with a housing guideline of approximately 10-50 additional dwellings over the period to 2026. Of these dwellings, 25-30 are to be in Longden village, with the remainder spread evenly amongst the other Cluster settlements.

S16.2(xii): Montford Bridge West

Montford Bridge West is a Community Cluster Settlement in Montford Parish with a housing guideline of approximately 10 additional dwellings over the period to 2026

S16.2(xiii): Mytton

Mytton is a Community Cluster Settlement in Pimhill Parish with a housing guideline of approximately 5 additional dwellings over the period to 2026.

S16.2(xiv): Uffington

Uffington is a Community Cluster Settlement with a housing guideline of approximately 5 additional dwellings over the period to 2026.

S16.2(xv): Walford Heath

Walford Heath is a Community Cluster Settlement in Pimhill Parish where development by limited infilling/conversions of buildings may be acceptable, with a housing guideline of approximately 6 additional dwellings over the period to 2026, in addition to 10 already approved.

S16.2(xvi): Weston Lullingfields, Weston Wharf and Weston Common

Weston Lullingfields, Weston Wharf and Weston Common are a Community Cluster in Baschurch Parish where development by infilling, conversions and small groups of up to 5 dwellings may be acceptable on suitable sites within the villages, with a housing guideline of 15-20 additional dwellings over the period to 2026.

S16.3(i) Area Wide Policies

1. In the wider Shrewsbury area, developments that contribute to the local economy are encouraged and proposals for small scale office, workshop and light industrial uses and expansion of existing businesses will be supported where the sites are well located and well suited to employment use. No new sites are allocated, but approximately 10 hectares of employment development is expected to take place on small-scale windfall sites across the rural area over the Plan period to 2026.

Shropshire Council started reviewing its Local Plan in 2017 and recently consulted on the preferred sites which are needed to meet the county’s development needs during the period to 2036. The new Plan is unlikely to be adopted before 2021. The review will ensure that the Local Plan continues to be the primary consideration for decisions about development in Shropshire by maintaining robust and defensible policies that conform with national policy and address the changing circumstances within the County and beyond.

Key points from the Local Plan review include

Shrewsbury Place Plan Area

The Shrewsbury Place Plan Area is in central Shropshire. The Place Plan area contains the Strategic Centre of Shrewsbury; the proposed Community Hubs of Baschurch, Bayston Hill, Bicton, Bomere Heath, Cross Houses, Dorrington, Ford, Hanwood, Longden and Nesscliffe;

Smaller villages and hamlets, have opted in as parts of Community Clusters. These are:

Albrighton (Pimhill), Four Crosses, Grafton and Newbanks, Hook-a-Gate, Annscroft and Longden Common, Montford Bridge West, Uffington

Villages not included in the list of Community Hubs or Community Clusters, will be “countryside” for planning policy purposes, where new development is strictly controlled in accordance with national and local planning policies.

Strategic Centre: Shrewsbury

Shrewsbury will continue to act as the County’s Strategic Centre, and will therefore have a particularly important role in supporting the County’s housing and economic growth aspirations to 2036.

Having taken into account existing development commitments the Council considers there is a need to deliver the following additional levels of growth up to 2036:

• Housing: 3,645 dwellings (gross guideline including commitments is 8,625 dwellings). • Employment: 50 hectares (gross guideline including commitments is 91 hectares).

The Local Plan will support achievement of these development guidelines by: • Releasing significant areas of new land for development on the edge of the town; • Utilising opportunities to redevelop existing development sites, particularly in the and around the town centre; • Ensuring that new development is sustainable and responds to opportunities to deliver enhancements to design quality, green infrastructure and enhancing connectivity and movement.

The Local Plan Review will set the scale of growth for the town and identify site allocations to support delivery. However, a number of things will influence the development strategy, in particular the final version of the Shrewsbury Big Town Plan prepared to support the aspirations of Shrewsbury Town Council, Shrewsbury’s Business Improvement District (BID) and Shropshire Council.

Whilst not a formal part of the Development Plan, the Big Town Plan has established a compelling and challenging shared vision and development framework for the town, and will act as part of the evidence base in the ongoing preparation of the Local Plan Review.

At the heart of the Big Town Plan is the aspiration for the town to achieve balanced growth. This means providing greater encouragement to deliver housing and commercial development in and around the town centre to complement the delivery of new development on the edge of the town. This aspiration responds directly to the need to enhance physical connectivity between places and to re-think the role of town centres, particularly in the light of changes to the retail sector.

Community Hubs

Shropshire Council has undertaken an assessment of the local services, facilities, employment and public transport links available within rural settlements, in order to identify those which are considered to function as Community Hubs. This assessment is summarised within the Hierarchy of Settlements evidence base document available via the Shropshire Council website at: http://shropshire.gov.uk/planning-policy/local-plan/local-plan-partial-review2016-2036/

Baschurch

Baschurch is a large village to the north of Shrewsbury, which benefits from a good range of services and facilities. The village is already identified as a Community Hub in the adopted SAMDev Plan, and as such has experienced several housing schemes over the last few years, as well as having a significant number of planning commitments which will be built out in the next few years. This committed level of growth has been taken into account in setting a new housing guideline figure for the village up to 2036.

Over the period to 2036, around an additional 88 dwellings will provided to supplement the existing committed sites.

Bayston Hill

Bayston Hill is a large urban village located to the south of Shrewsbury. Due to the proximity between these settlements, the retention of the Green Gap to the north of Bayston Hill is understood to be a key community priority

Over the period form 2016/36 it is proposed that around 200 dwellings are provided, including existing commitments. In 2016/17, 10 dwellings were completed in Bayston Hill and as at the 31st March 2017, a further 19 dwellings were committed. Therefore, a further 171 dwellings will need to be identified on new housing sites to support the housing growth objectives of the Local Plan Review.

Bicton

Bicton is a modest sized village to the north west of Shrewsbury on the B4380. The village benefits from a range of services and facilities, and is currently identified as part of a Community Cluster in the current SAMDev Plan. It is now proposed to include the settlement as a Community Hub within the Council’s hierarchy of settlements.

Bomere Heath

Bomere Heath is a large village to the north of Shrewsbury. The village benefits from a range of services and facilities, and is already identified as a Community Hub in the current SAMDev Plan

Over the period from 2016 to 2036, around 110 dwellings will be delivered in the village. When existing commitments are taken into account there is a need to deliver an additional 70 dwellings over the plan period to 2036.

Cross Houses

Cross Houses is a modest sized village located to the south-east of Shrewsbury on the A458 Bridgnorth road, close to Shrewsbury. The village offers a range of local services and facilities, some of which benefit from demand from their roadside location.

Cross Houses was not identified as a location for planned development in the SAMDev Plan (2015), however the village has continued to accommodate significant housing growth. Much of this additional housing comprises volume house building with new highway infrastructure, delivered as a result of a past shortfall in the housing supply in Shropshire. The location and significant scale of this continuing

house building has increased the size of the village and changed its character, although the effects are generally positive. In this Local Plan, there will be a single housing allocation on a high quality, discretely located site along with an allowance for windfall development within the village. Local aspirations for this Community Hub is for this additional development to provide high quality, affordable housing across a range of tenures to meet local needs.

Dorrington

Dorrington is a large village to the south of Shrewsbury within the Condover Parish. The village is currently identified as part of a Community Cluster in the SAMDev Plan, however having considered the level of facilities and services the village provides it is now proposed the village be identified as a Community Hub as part of this Local Plan Review.

Condover Parish Council are in the early stages of developing a Neighbourhood Plan for their parish area, also to cover the period to 2036. Shropshire Council continues to have a role in providing strategic planning policies for the area, and in discussion with the Parish Council the Local Plan Review will provide an overall housing guideline for the Dorrington, but it will be the role of the Neighbourhood Plan to subsequently provide additional policies on how this growth should be managed and to support sustainable development. This could include identifying a development boundary for the village and specific site allocations. The Neighbourhood Plan will need to be in general conformity with the strategic policies of the Local Plan Review. Shropshire Council will support the Parish Council in the preparation of their Neighbourhood Plan.

Ford

Ford is a modest sized village located immediately to the west of Shrewsbury on the A458 Welshpool road.

Ford was not identified as a location for planned development in the SAMDev Plan but was identified as such in the preceding Local Plan.

It is proposed that a single site allocation on the route of the A458 should accommodate the planned development in the village. There will also be an allowance for windfall development in the village. Local aspirations for this Community Hub are therefore to ensure the development of the allocated site delivers a good contemporary design and addresses matters relating to the ways that the A458 affects the village community and its amenities. It is expected the new housing will meet the community’s housing needs for high quality, affordable housing across a range of tenures.

Over the period to 2036, Ford will function as a Community Hub and the planned developments will serve to secure this role and to address the needs of the village community

A single housing allocation has been identified comprising the centre and west of the large field fronting the A458 and served from But Lane. The allocated area is proposed for 50 dwellings and is expected to deliver housing at a lower density providing a good quality, contemporary scheme that will combine design, materials, layout, landscaping and open space.

Hanwood

Hanwood is a large village located on the A488, south-west of Shrewsbury. The village is located adjacent to the village of Hanwood Bank, however their communities consider that they have very separate identities.

The settlement is part of a Community Cluster with Hanwood Bank within the current Local Plan. However, due to the services and facilities available, Hanwood has been identified as a proposed Community Hub within the ongoing Local Plan Review. As such it will have a development boundary to provide certainty for communities and the development industry.

Between 2006/07 and 2016/17, 25 dwellings were completed in Hanwood, equating to around 2 dwellings per annum. However, none of these completions occurred in 2016/17. As at the 31st March 2017, a further 35 dwellings were committed for development in the village.

Over the period from 2016 to 2036, modest amounts of additional housing will provide an opportunity to deliver a range of accommodation types to help meet local housing needs and support investment in community facilities and infrastructure improvements.

Longden

Longden is a small village south-west of Shrewsbury which benefits from a range of local services and facilities.

The settlement is part of a Community Cluster within the current Local Plan. Due to the services and facilities available, Longden has been identified as a proposed Community Hub within the ongoing Local Plan Review. As such it will have a development boundary to provide certainty for communities and the development industry

Over the period from 2016 to 2036, modest amounts of additional housing will provide an opportunity to deliver a range of accommodation types to help meet local housing needs and support investment in community facilities and infrastructure improvements.

Available information about local housing need suggests that the greatest need is for affordable and low cost market housing of a range of types and tenures. Furthermore there are already significant existing commitments in the settlement. As such no allocations are proposed and it is instead proposed that the remaining housing guideline will be delivered through infill development and appropriately located small-scale ‘cross-subsidy’ exception sites

Nesscliffe

Nesscliffe is a modest sized village located on an extension of the B4396 and bounded to the south and west by the A5, which now by-passes the village. The village offers a range of local services and facilities, some of which benefit from demand from their roadside location but now largely serving local trade from the surrounding settlements.

The village has a unique setting on the lower slopes of The Cliffe, a local sandstone outcrop on the edge of one of ’s escarpment hills. The protection of The Cliffe is an important objective within the strategy for Nesscliffe. The hill itself benefits from its designation as the Nesscliffe Country Park and the development strategy for the village

seeks to avoid any adverse effects on its setting from development encroaching on to the lower slopes of the hill

Nesscliffe is an existing Community Hub which set out a nominal increase in its housing stock. However, the village has attracted significant demand being located close to Shrewsbury and a considerable volume of new housing has now been committed as a result of a shortfall in the housing supply in Shropshire. The volume of additional committed dwellings proposed in the village (105 dwellings) now significantly exceeds the total dwelling stock of the existing village (83 dwellings).

Over the period to 2036, only a modest amount of additional housing will be encouraged to deliver a range of accommodation types to help meet local housing needs and continue to support local community facilities and services.

3. More about this area

3.1 Place Plan boundaries

Place Plans were developed to include a main centre (often a market town) and its surrounding smaller towns, villages, and rural hinterland. These areas are recognised in the Local Plan as functioning geographical areas, with strong linkages to and from the main town and the wider area.

The Shrewsbury Town and Rural Area Place Plan is shown in the map below with the red boundary showing the boarder of the Place Plan:

3.2 Pen Picture of the area

Shrewsbury sits in the centre of the Place Plan area. Is an historic market town and is the County Town for Shropshire. The town retains its medieval street pattern and has 660 listed buildings, the River Severn loops around the town with access to the centre of Shrewsbury from the east, south and west via two historic bridges.

Positioned strategically on the England / Mid Wales border, the town was first established around the 5th century, and became an important strategic military site throughout the medieval and civil war period. Later it grew as a market town on the back of the wool industry and its access to the river. Today the town of Shrewsbury has a population of around 72,000 66

Shrewsbury railway station is in the town centre with six routes providing access across Wales, to the north west and . The main A49 and A5 roads link the town to the rest of Shropshire. A central bus station provides services across the county and to surrounding towns

Shrewsbury is the major service provider to Shropshire’s population and beyond. For many it is their nearest destination town for goods and services (including health provision), is the main location for employment and with its strong heritage and cultural offer, Shrewsbury is a key visitor destination in its own right.

The town hosts important organisation and administrative buildings serving Shropshire including the main offices of Shropshire Council, The Police and Fire and Rescue Service and also The Royal Shrewsbury Hospital which serves Mid Wales as well as Shropshire. It also has a University and a range of public and private schools located within the town.

Surrounding Shrewsbury there are a number of large villages which are settlements in their own right with their own services and facilities, but which have strong links to Shrewsbury. These include Cross Houses (population 730), Condover (650) and Dorrington (610), Bomere Heath (12400, Montford (310) and Bicton (350), Nesscliffe (220), Baschurch (1595), Bayston Hill (4830), Hanwood (610) and Ford (600).

The rural area around Shrewsbury is traditionally based on agricultural industries which remains a source of employment, but employment is also provided in the health care sector, education, public administration, tourism and retail.

In addition to the formulation of this Place Plan that covers both the town and rural areas of Shrewsbury, the strategic ambitions and goals for the area of the town, defined by the Shrewsbury Town Council geography, has been informed by the Shrewsbury Big Town Plan (SBTP).

The Shrewsbury Big Town Plan (SBTP) is a collective vision and plan for the town that has been co-created by Shrewsbury BID, Shropshire Council and Shrewsbury Town Council following extensive engagement with the public and stakeholders. The visioning work undertaken through the SBTP highlights the need to maintain the vitality of the town centre and details the ambition the town has. This Plan has been finalised and agreed by its 3 key partners – and Shropshire Council has now recognised the Big Town Plan as evidence for the Local Plan Review, and the principle of the Plan as a material consideration in planning has been established. The Shrewsbury Big Town Plan (SBTP) is the outcome of a collaborative process that has successfully brought together individuals, organisations, decision-makers, business leaders, councillors and Council officers, educational establishments and local experts to create a collective vision and strategy, to help guide Shrewsbury’s future. It sets the aims, aspirations and vision for Shrewsbury now and for the future and can be viewed at www.shrewsburybigtownplan.org

It also provides a strong statement for residents, employers and visitors to Shrewsbury of how they can expect their town to develop over time, and how that growth and change is being planned, coordinated and communicated. The Big Town Plan is a new way of working for the town of Shrewsbury - diverse stakeholders from across the public and private sector continue to come together - and in doing so put the needs of people at the heart of our plan-making and place-shaping to create a ‘whole place’ approach. 4. Reviewing the Place Plan

4.1 Previous reviews

To date, the Place Plans have been updated through conversations with Town and Parish Councils, Local Elected Members, infrastructure and service providers, and local businesses. The ambition was to hold such conversations on an annual basis, but this approach has been difficult for the Council to resource, and has not enabled the Place Plans to be quickly and easily updated in response to changing local circumstances.

4.2 Future reviews

Undertaking an annual conversation involves significant consultation and engagement across the county. In light of current resource constraints, Shropshire Council will therefore now update the Place Plans on a rolling basis. This means that the Place Plans are ‘live’ documents, which can be updated as required in order to reflect changing infrastructure needs within a community. Town and Parish Councils will be able to submit projects for inclusion in their Place Plan on an ongoing basis.

A summary of the process that we will follow to review and incorporate these updates is shown below.

The proposed amendment will then be shared with the Strategic Infrastructure Forum (external infrastructure providers, such as utility companies, Environment Agency, etc.) for their input.

The Place Plan Officer will feedback the results of the discussions to the Town or Parish Council, and the final form of the amendment will be agreed.

The Place Plan Officer will make the changes to the Place Plan, and upload the revised document to Shropshire Council’s website.

Annexe 2 Shrewsbury North West Relief Road

The Shrewsbury North West Relief Road (NWRR) proposal has been in the public domain for many years. There have been numerous studies and evaluation exercises around the proposal throughout its lifetime, although none of these to date have proceeded to a full bid for construction costs. At the start of the 2016 year, there was therefore a wealth of study and evaluation data collated and held by the Council, although given the protracted period over which this had been gathered, its relevance to Shrewsbury’s current position was in question. The lack of a direct road link between the northern and western parts of the town has been a major source of traffic problems for a very long time. Both the northern and western approaches to the town centre are heavily congested at peak times, and the presence of through traffic in the town centre leads to long queues and delays, blocking back through key junctions. None of these routes is suitable for this traffic, but there are no practical alternatives for most trips.

Shrewsbury continues to grow. New development is already under way at the southern Sustainable Urban Extension (SUE), and further growth is planned at the western SUE. Nationally, traffic levels are starting to rise again after the years of recession. The highway network is again under strain. One consequence of this is that incidents on one part of the network quickly lead to traffic backing up, or diverting, causing problems over a wider area. This lack of resilience is a concern. As traffic demand increases, we expect to see more traffic on the north-west corridor through the town, increased congestion, queuing and delay, adverse impacts on noise and air quality and increased transport costs to the regional and local economy.

Key problems; The key problems are identified as: • Traffic congestion • Poor connectivity between the north and west of Shrewsbury for all modes of transport • Unreliable journey times and long delays • “Rat-running” traffic on unsuitable rural roads • Inefficiency of the transport network, especially for buses • Lack of network resilience • Road accidents • Poor air quality • Carbon and other greenhouse gas emissions

In the future, as the town grows and background traffic demand increases, if nothing is done it is expected that all of the above problems will worsen. Traffic congestion is likely to get worse and journey times will become longer and less predictable as the network becomes less resilient, affecting both public and private transport. Rat-running could increase, as could accidents. In addition: • Junctions on the existing bypasses (especially A5/A49 Dobbies Island) will become increasingly congested

• The Shrewsbury West Sustainable Urban Extension will suffer from poor accessibility to the north, making it less attractive to new development • New transport investments, especially the proposed Oxon Link Road and SITP, will not achieve their full potential as projects. Aims and objectives The primary aim of the Shrewsbury North West Relief Road is: • To improve Shrewsbury as a place in which to live, work and invest, by reducing congestion. The desired high level or strategic outcomes are: • To reduce congestion • To support the economic competitiveness of Shrewsbury and Shropshire • To support the delivery of planned growth and development in Shrewsbury • To enhance the benefits of other transport investment • To protect and enhance Shrewsbury’s built and natural environment • To contribute towards a reduction in greenhouse gas emissions • To improve the quality of life for people in Shrewsbury • To improve road safety • To support sustainable modes of transport

The specific or intermediate objectives are: • To reduce traffic congestion • To improve connectivity and accessibility between the north and west of Shrewsbury for all modes of transport • To improve the reliability of journey times and reduce unforeseen delays • To reduce the amount of traffic rat-running on unsuitable rural roads • To improve the efficiency of Shrewsbury’s transport network for all modes of transport. • To improve the resilience of Shrewsbury’s transport network. • To enhance the benefits of the Oxon Link Road and Integrated Transport Plan schemes. • To reduce the number of people killed or seriously injured on roads in Shrewsbury. • To improve air quality, especially in the built-up areas of Shrewsbury • To reduce net emissions of CO2 and other greenhouse gases

The operational objectives are: • To provide a new river crossing between the western and northern parts of the town, linking the A5 (west) to the A49 (north). • To reduce traffic congestion in Shrewsbury town centre, on the north and west approaches to the town, and on the bypasses • To significantly reduce journey times and distances between the north and west of Shrewsbury • To significantly reduce the amount of traffic unnecessarily crossing the town centre • To provide traffic relief to key junctions on the existing bypasses, including the A5/A49 Dobbies Island. • To significantly improve the accessibility of the Shrewsbury West Sustainable Urban Extension.

Following DfTs announcement earlier this year, the project has received a £54m offer from the Large Local Majors Fund towards the £71m total cost. Shropshire Council has undertaken to offer the remaining local match funding as part of accepting this offer. At the time of writing, all of the following funding sources are being investigated in order to inform the Full Business case;

• Developer Contributions – Where such Employment and Housing sites are released by the SNWRR, or where the delivery of the SNWRR mitigates the traffic impacts of such developments within the town • Midland Connect regional funding programmes • Marches LEP local funding programmes • Negotiation with DfT on the proposed local intervention rate (currently at 23.8% • Council borrowing • Council Capital Funding
