The Valery Gerasimov Doctrine *S. M. Azharul Islam Introduction The "Valery Gerasimov Doctrine" is named after the Russian Chief of the General Staff, General Valery Gerasimov. This doctrine consists of military, technological, informational, diplomatic, economic, cultural, and other concerned tactics to accomplish strategic goals. The principle puts more emphasis on the use of nonmilitary means to achieve the desired goals. However, this theory of modern warfare mentions that military standards are also crucial even in today's context. It has often been described as a distinct form of war, also termed Russia's version of hybrid warfare. This commentary will explain the notable "Valery Gerasimov Doctrine". The Valery Gerasimov Doctrine: A Brief Overview Army General Valery Gerasimov, the Chief of Russia's General Staff and First Deputy Defense Minister, published an article that made headlines. The article was titled "The Value of Science is in the Foresight: New Challenges Demand Rethinking the Forms and Methods of Carrying out Combat Operations." This article proposed a new form of Russian warfare that blends conventional and unconventional warfare in a holistic approach to achieving strategic goals. Owing to the reaction of the Russian Federation to the crisis in Ukraine, this article gained traction in the professional and academic sphere. It is a part of the Russian Chief of the General Staff's duty to develop futuristic theories to prepare for warfare. The term 'foresight' has also been used in the title of the article to denote the process of transformation in the military sector to keep up with rapid future developments. Foresight has a direct link with the future of warfare in the Russian defence sphere. -

Briefing 16 July 2015 Ukraine: Follow-up of Minsk II A fragile ceasefire SUMMARY Four months after leaders from France, Germany, Ukraine and Russia reached a 13-point 'Package of measures for the implementation of the Minsk agreements' ('Minsk II') on 12 February 2015, the ceasefire is crumbling. The pressure on Kyiv to contribute to a de-escalation and comply with Minsk II continues to grow. While Moscow still denies accusations that there are Russian soldiers in eastern Ukraine, Russian President Vladimir Putin publicly admitted in March 2015 to having invaded Crimea. There is mounting evidence that Moscow continues to play an active military role in eastern Ukraine. The multidimensional conflict is eroding the country's stability on all fronts. While the situation on both the military and the economic front is acute, the country is under pressure to conduct wide-reaching reforms to meet its international obligations. In addition, Russia is challenging Ukraine's identity as a sovereign nation state with a wide range of disinformation tools. Against this backdrop, the international community and the EU are under increasing pressure to react. In the following pages, the current status of the Minsk II agreement is assessed and other recent key developments in Ukraine and beyond examined. Why read this Report? … because the Black Sea matters The Black Sea region is coming into its own - but it is a contested and sometimes dangerous neighbourhood. It has undergone countless political transformations over time. And now, once again, it is becoming the subject of an intense debate. This reflects the changing dynamics of the Black Sea countries and the complex realities of their politics and conflicts, economies and societies. Geography, the interests of others and the region’s relations with the rest of the world in large part explain its resurgence. Straddling Europe and Asia, the Black Sea links north to south and east to west. Oil, gas, transport and trade routes are all crucial in explaining its increasing relevance. In the last two decades the Black Sea has changed beyond recognition. We have witnessed the transformation of the former communist societies and the impact of globalisation. -

Sylvie Kauffmann, The New York Times, April 20141 Introduction Ukrainian civil society became a topic of major interest with the start of the Euromaidan protests in November 2013. It has acquired an additional dimen- sion since then, as civil society has pushed for reforms following the ap- pointment of the new government in February 2014, while also providing as- sistance to the army and voluntary battalions fighting in the east of the coun- try and to civilian victims of the war. In the face of the weakness of the Ukrainian state, which is still suffering from a lack of political will, poor governance, corruption, military weakness, and dysfunctional law enforce- ment – many of those being in part Viktor Yanukovych’s legacies – civil so- ciety and voluntary activism have become a driver of reform and an import- ant mobilization factor in the face of external aggression. This contribution examines the transformation of Ukrainian civil society during the period between the 2004 Orange Revolution and the present day. Why this period? The Orange Revolution and the Euromaidan protests are landmarks in Ukraine’s post-independence state-building and democratiza- tion process, and analysis of the transformation of Ukrainian civil society during this period offers interesting findings.2 Following a brief portrait of Ukrainian civil society and its evolution, the contribution examines the rela- tionships between civil society and three other actors: the state, the broader society, and external actors involved in supporting and developing civil soci- ety in Ukraine. -

CRS INSIGHT El Salvador's 2019 Elections February 6, 2019 (IN11034) | Related Author Clare Ribando Seelke | Clare Ribando Seelke, Specialist in Latin American Affairs ([email protected], 7-5229) On February 3, 2019, Nayib Bukele, a 37-year-old former mayor of San Salvador and candidate of the Grand Alliance of National Unity (GANA) party, won El Salvador's presidential election. Bukele garnered 53% of the vote, well ahead of Carlos Calleja, a business executive running for a conservative National Republican Alliance (ARENA)-led coalition, with 31.8%, and Hugo Mártinez, a former foreign minister of the leftist Farabundo Marti National Liberation Front (FMLN), with 14.4%. Bukele's first-round victory occurred amid relatively low voter turnout (44.7%) during a peaceful electoral process observed by the Organization of American States and others. Bukele is set to succeed Salvador Sánchez Cerén (FMLN) as president on June 1, 2019, and serve a single, five-year term. Bukele's election ends 10 years of FMLN government. Who Is Nayib Bukele? Nayib Bukele served as mayor of Nuevo Cuscatlán (2012-2015) and San Salvador (2015-2018) for the FMLN. Prior to entering politics, Bukele worked in family businesses started by his late father, a prominent Salvadoran of Palestinian descent who backed the FMLN financially beginning in the early 1990s. Throughout his political career, Bukele has used social media to connect directly with voters, a new phenomenon in Salvadoran politics. As mayor, he revitalized the historic center of San Salvador and engaged at-risk youth in violence-prevention programs. In 2017, the FMLN expelled him for criticizing the party's leadership. -
The 2020 Presidential Election: Provisions of the Constitution and U.S. Code
PREFACE The National Archives and Records Administration (NARA) is proud to acknowledge its role in the Presidential election pro- cess. NARA’s Office of the Federal Register (OFR) acts as the administrator of the Electoral College and carries out the duties of the Archivist. In this role, the OFR is charged with helping the States carry out their election responsibilities, ensuring the completeness and integrity of the Electoral College documents submitted to Congress, and informing the public about the Presidential election process. The Electoral College system was established under Article II and Amendment 12 of the U.S. Constitution. In each State, the voters choose electors to select the President and Vice President of the United States, based on the results of the Novem- ber general election. Before the general election, the Archivist officially notifies each State’s governor and the Mayor of the District of Columbia of their electoral responsibilities. OFR provides instructions and resources to help the States and District of Columbia carry out those responsibilities. As the results of the popular vote are finalized in each state, election officials create Certificates of Ascertainment, which establish the credentials of their electors, that are sent to OFR. In December, the electors hold meetings in their States to vote for President and Vice President. The electors seal Certificates of Vote and send them to the OFR and Congress. In January, Congress sits in joint session to certify the election of the President and Vice President. In the year after the election, electoral documents are held at the OFR for public viewing, and then transferred to the Archives of the United States for permanent retention and access. -

There was a popular opinion in the Internet media that at that moment Russia experienced establishment of civil society, since so many people were ready to express their discontent publically for the first time in 20 years. The focus of this study is made on the analysis of the roles that social media played in the protest movement. As it could be observed at the first glance, recruiting and mobilising individuals to participation in the rallies were mainly conducted via social media. The research analyses the concept of civil society and its relevance to the protest rhetoric and investigates, whether there was a phenomenon of civil society indeed and how it was connected to individuals‘ motivation for joining the protest. The concept of civil society is discussed through the social capital, social and political trust, e- democracy and mediatisation frameworks. The study provides a comprehensive description of the events, based on mainstream and new media sources, in order to depict the nature and the development of the movement.
