ABOUT THE AUTHOR Dr Randall Bess is a Research Fellow at The New Zealand Initiative on fisheries management policy. He has researched and published articles on New Zealand’s fisheries, including the commercial fishing sector, the settlement of Treaty of Waitangi claims and conflicts between the commercial and non-commercial fishing sectors. He has also worked for the Ministry for Primary Industries and the former Ministry of Fisheries for 13 years. Before immigrating to New Zealand, he fished commercially and recreationally in Alaska. He holds a Bachelors of Arts (Philosophy), Masters in Business Administration, Masters in Public Management and Doctor of Philosophy applied to the New Zealand commercial fishing sector. It is important that we constantly look at new ways to address these challenges. Recreational fishing is far too important to the lifestyle and culture of New Zealanders to remain unprotected, which is indeed the case under current arrangements. This report by Dr Randall Bess presents an opportunity to significantly advance fisheries management in New Zealand in ways that will benefit both resource sustainability and the recreational fishing experience. The report identifies the missing links needed to attain more positive Andrew Rowland management outcomes for recreational fishers. Dr Bess has done the hard work in identifying and ground truthing options to create real opportunity for the recreational fishing sector. The report sets out a pathway to galvanize and fund leadership to represent the best interests of recreational fishers directly to government and finally secure a seat at the decision- making table, which is currently lacking. An effective unified recreational fishing sector voice to the New Zealand government is a critical component in progressing towards better fishing for all New Zealanders. As recreational fishers, we are a very diverse bunch. We have diverse values, opinions and solutions to the challenges. Healthy debate and different perspectives contribute to balanced decisions. The role of an effective peak representative body is to distil these ideas, take them forward to government and change policy for better fishing. Moving forward is not without its challenges. It is important, however, that you do not let the perfect become the enemy of the good when looking for a new pathway. Successful fisheries management aimed at delivering an enhanced fishing experience is an incremental process. The first part of which I believe is getting a seat at the table because decisions are made by those who turn up and provide constructive input. I was very fortunate to visit New Zealand for a short stint in September 2017. I wish to thank the New Zealand Sport Fishing Council for an invite to their annual general meeting and their wonderful hospitality. I was absolutely inspired by the level of passion, commitment and drive of so many in the fishing community who I met at the annual general meeting and the public meetings I attended. While some of this passion was borne out of frustration at a broken management system, I saw plenty of enthusiasm for new approaches and the benefits they can provide for recreational fishers, as demonstrated by the work of Dr Bess. The journey to establishing new ways to protect and grow recreational fishing in New Zealand will be well guided by the contents of this report. We know little, however, about most of the fish stocks commonly taken by recreational fishers. It is difficult to tell whether the management measures in place are effective in ensuring a sustainable fishery that can meet all fishing sectors’ long-term interests. We know some fish stocks are overfished and need to be rebuilt. Our knowledge about the effect that land-based activities have on inshore stocks is also limited. We do know the scale of the effect will increase with growth in the population and tourism. As noted in What’s the Catch?, the first report in this series, this leaves most of New Zealand’s recreational fisheries in a tenuous position.1 The current level of access to fisheries that so many New Zealanders value cannot be taken for granted.

ISBN: 9781775535799 Reviewed by Elizabeth McLeay Norman Kirk left school ‘at the end of standard six with a Proficiency Certificate in his pocket’ (p. 26). He was twelve years old. At the time he entered Parliament, he was a stationary engine driver, an occupation much mocked by the opposing side of New Zealand politics. Kirk was one of the last two working-class prime ministers, the other being Mike Moore, briefly in office during 1990. Not that all prime ministers have had had privileged childhoods: the state house to successful entrepreneur story with its varying narratives has been a continuing leadership marketing theme. But, apart from Moore and Jim Bolger (National Prime Minister between 1990 and 1997), who left school at 15 to work on the family farm—and who owned his own farm by the time he entered Parliament—other New Zealand prime ministers, whether Labour or National, had at least some tertiary education. The early hardship of Kirk’s life, combined with his lifelong appetite for learning shown in the ‘voluminous reading he undertook each week’ (p. 29) strongly influenced his view of politics and indeed his views of the proper role of a political leader. Kirk believed that he must represent the people from whom he came. In this welcome new biography David Grant perceptively relates the moving tale of Kirk’s early life and the extraordinary tale of this remarkable leader’s political career. The author tells us that the ‘essence of this book is an examination of Kirk’s political leadership’ (p.9).

Introduction Thomas Jefferson, the third American president and an architect by trade, reminded us that “the price of freedom is eternal vigilance.” Why then have we been so silent when armies of bureaucrats are regulating our freedoms away for nothing in return? We are indeed fortunate that some individuals and organisations are keeping a watchful eye on the antics of some in Government. Maori need to be ever vigilant if we are ever to hold onto what our Tupuna fought so hard to retain. At the inaugural National iwi chairs hui in Kaikoura, iwi put their hands up to report back on issues we together saw as critical to moving Maori forward. Ngapuhi was tasked with reporting on Fisheries matters, AMA’s and Marine Reserves. After hearing Te Pare Hauraki present at the Ngati Kahungunu fisheries conference on AMA’s, Ngapuhi bows to Te Pare Hauraki’s superior knowledge in this area and leave that to them. I will then be speaking on two subjects, Fisheries matters and Marine Reserves. Within those two subjects are many streams of korero that are critical as we move this Maori Nation forward. I will give a summary of these subjects and have put together a package of reference material that I will refer you to as we go through my korero. This information is the result of many hours of collective effort by people whose drive and wairua are commendable. Please study these documents and ensure the information is circulated widely. History of our Fisheries Rights Access to fisheries, particularly commercial access, has been a contentious issue for Maori since the mid 1800s.

Miskelly Museum of New Zealand Te Papa Tongarewa, PO Box 467, Wellington, New Zealand ([email protected]) ABSTRACT: At least 160 different pieces of New Zealand legislation affecting total protection of species of aquatic fauna (other than birds) have been passed since 1875. For the first 60 years, legislation focused on notification of closed seasons for New Zealand fur seals (Arctocephalus forsteri), for which the last open season was in 1946. All seal species (families Otariidae and Phocidae) have been fully protected throughout New Zealand continuously since October 1946. The first aquatic species to be fully protected were the southern right whale (Eubalaena australis) and pygmy right whale (Caperea marginata) within 3 nautical miles (5.6km) of the coast in 1935. Attempts to protect famous dolphins (including Pelorus Jack in 1904 and Opo in 1956) were ultra vires, and there was no effective protection of dolphins in New Zealand waters before 1978. The extinct New Zealand grayling (Prototroctes oxyrhynchus) was fully protected in 1951, and remains New Zealand’s only fully protected freshwater fish. Nine species of marine fishes are currently fully protected, beginning in 1986 (spotted black grouper, Epinephelus daemelii). Protection of corals began in 1980. The reasons why aquatic species were protected are explained, and their protection history is compared and contrasted with the history of protection of terrestrial species in New Zealand.     'COINS OF THE PEOPLE': THE 1967 NEW ZEALAND DECIMAL COIN REVERSES MARK STOCKER THE designs of the 1967 New Zealand decimal coinage aroused intensely lively debate and con- troversy. They provide a rare instance of mass public interest in the visual arts and afford insights into New Zealand's national identity in the 1960s. Indeed, a half-serious claim was made that New Zealanders were turning into 'a nation of numismatists'. Questions were raised of the competence of the New Zealand government in its selection process. At one stage the Royal Mint found itself the unlikely recipient of deep gratitude from the media and public. Newspapers devoted dozens of editorials to the coinage issue and hundreds of letters were published under such pseudonyms as 'Ready for Minting', 'Funny Munny' and 'Don't be Gutless'. In turn, thousands of votes were cast for prospective designs in newspaper polls that played a significant part in the eventual outcome. The controversy even briefly threatened the political future of Robert Muldoon, who recovered to become Prime Minister from 1975 to 1984. This article examines the complex and colourful his- tory of New Zealand's decimal coin reverse designs from the government's announcement of the initial open competition in April 1964 to the choice of the coinage in its final form in June 1966. First, though, it is necessary to outline the circumstances behind decimalisation. In 1933, the government-appointed Coinage Committee had only superficially addressed the issue. Widespread coin smuggling followed the depreciation of the New Zealand pound in relation to sterling and seriously depleted supplies in the process.
