BOSIKOV HIGHER SCHOOL OF MUSIC OF THE SAKHA REPUBLIC (YAKUTIA) (INSTITUTE) PROGRAM of the Second International Congress «Music for All: International Master Class» August 24-30, 2015 Dear colleagues! We are happy to welcome you in Yakutsk, the largest culture and science center on the permafrost. We wish you fruitful, creative work! About the Congress In August 2013, in the City of Yakutsk, at the initiative of the First President of the Sakha Republic (Yakutia), Deputy of the State Duma of the Federal Assembly of the Russian Federation Mikhail Efimovich Nikolaev, and with the support of the Head and the Government of the Republic, the First International Music Art and Education in the Spiritual Development of the Society Congress was organized, dedicated to the 20th Anniversary of the Higher School of Music. During the Congress, its participants approved the Concept of the Music for All Project and the Ministry of Education and the Ministry of Culture and Spiritual Development of the Sakha Republic (Yakutia) signed an agreement on cooperation for the implementation of the Project. The main idea of the Music for All Project is based on recognizing the role of music as means of education that affect the spiritual, intellectual and moral development of the younger generation. A Decree of the Government of the Sakha Republic (Yakutia) No. 1581-p On Implementing the Music for All Republican Project in the Years 2015- 2022 was adopted on December 29, 2014 that includes the: Concept of the Music for All Republican Project; Statute of the Organizing Committee for Implementing the Music for All Republican Project; Membership of the Republican Organizing Committee for Implementing the Music for All Republican Project. Subsequently, a Board of Trustees was established, chaired by Mikhail Nikolaev, Science and Methods Council was formed, and a Roadmap for Implementing the Project was developed. The main goal of the Second International Music for All: International Master Class Congress is the finalization of the results of the Project’s first stage and discussion of issues and prospects for the continued development of the Music for All Project. FERGUSON Abstract: This article discusses the normative and legal foundations, laws, principles, approaches, means and methods of organizing the educational process and analyzing the content of the authors’ ethno­ pedagogical program—Olonkho pedagogy. The article relies on the aspiration of ethnic groups to preserve their own distinctiveness and maintain their ethnic and cultural identity despite the current cir- cumstances of globalization. By basing its approach on the Sakha heroic epic tradition—the Olonkho—the article describes how this tradition can introduce children to ethnocultural traditions, customs, and ceremonial rituals. The article examines manifestations of civic and ethnic identity among students, as well as their values and at- titudes toward their native language and the cultural and historical heritage of their ethnic group. If you are looking for an area near a town or village Go to the Index on page 153 and find the alphabetical list of settlements by English name. The Cyrillic name is also given along with the map page number and coordinates (latitude and longitude) where it can be found. Capitals of regions and districts (raiony) are listed along with many other settlements, but only in the vicinity of intact forest landscapes. The reader should not expect to see a city like Moscow listed. Villages that are insufficiently known or very small are not listed and appear on the map only as nameless dots. If you are looking for an administrative region Go to the Index on page 185 and find the list of administrative regions. The numbers refer to the map on the inside back cover. Having found the region on this map, the reader will know which index map to use to search further. If you are looking for the big picture Go to the overview map on page 35. Floods play a significant role in terms of damage and safety during construction and operation of crucial objects such as a bridge over the Lena river and underwater crossings of trunk pipelines in the North and the Arctic. A rapid rise of spring high water on the Lena river is due to accelerated melting of snow in a basin and a meridional flow direction of the river. If flood control measures are not taken, then severe economic and social consequences are inevitable, especially in places with complex infrastructure. As, for example, heavily populated cities, the strategically important objects, the underwater crossings of the trunk pipelines, bridges and power lines. This paper presents results of a study of a possibility of use of neural network algorithms to predict danger of the flood from the spring high waters on a section of the Lena river based on statistical archival data obtained over 70 years and an assessment of effectiveness of the neural network approach.

    13 Monitoring Arctic sustainable development and socio-ecological systems' resilience Theme leader: Tatiana Vlasova ([email protected]) 13.1 Tracking Human Development in the Arctic 8 June – 11:30 a.m. Chairs: Gail Fondahl, Joan Nymand Larsen, and Valentina Kondratieva 13.1.1 Humans in the Arctic Valentina Kondratieva The "Humans in the Arctic" is an initiative of the Republic of Sakha (Yakutia), and involves a comprehensive study of the experience and the current state of human life in the harsh conditions of the Arctic.The main objective of the project is to develop social indicators for monitoring the quality of life of the population, increasing the role of motivation, the preservation of the traditional way of the North, taking into account the use of experience of foreign countries in the Arctic.The Republic of Sakha (Yakutia) is currently a pilot area for the implementation of the project "Humans in the Arctic."For more information about the quality of life of the population of the Arctic sociological survey conducted in 5 towns of the Republic of Sakha (Yakutia) and Turukhansk district of the Krasnoyarsk Territory. According to the results of surveys compiled a social portrait of the man in the Arctic.Together with the statistical offices in 2015 and 2016 held the republican life quality survey on the following areas: education, health, migration and employment, the financial position of households, ownership of national languages, following the national traditions of the peoples of the North.The developed methodology, survey tools can be used in other regions of the Russian Arctic, and abroad.
