Simi Valley General Plan Update Technical Background Report 5-1 Chapter 5 Circulation
CHAPTER 5 Circulation 5.1 INTRODUCTION This chapter summarizes the existing transportation conditions in the planning area. The chapter addresses multi-modal transportation elements including conditions of the City’s local roadway system, transit system, bicycle paths, and goods movement infrastructure. The City of Simi Valley is served by various transportation facilities, including one regional freeway (State Route 118), one freight/commuter rail line, an extensive roadway network, and several bus transit lines. 5.2 EXISTING ROADWAY SYSTEM 5.2.1 Regional Access State Route 118 (SR-118) provides regional access to the City. The facility has three general purpose lanes in each direction and is currently being widened from six to eight lanes, from Tapo Canyon Road to the Los Angeles County line. The freeway carries between 80,000 and 135,000 daily trips in Simi Valley, generally increasing from west to east. There are eight full-access interchanges on SR-118 within the City. These interchanges are Madera Road; First Street; Erringer Road; Sycamore Drive; Tapo Canyon Road; Stearns Street; Yosemite Avenue; and Kuehner Drive. 5.2.2 Functional Roadway Classifications The existing regional and local roadway network in Simi Valley is a hierarchical system of highways and local streets developed to provide regional traffic movement and local access. The following section provides a description of the functional classification of the facilities within the planning area. Figure 5-1 (Cross Sections) depicts typical cross sections for all of the roadway classifications. The street classifications for the major facilities in the planning area are shown on Figure 5-2 (Functional Street Classifications). -

The ten-year plan provides Caltrans' vision for intercity rail service. Caltrans'l0-year plan goals are to provide intercity rail as an alternative mode of transportation, promote congestion relief, improve air quality, better fuel efficiency, and improved land use practices. This year's Plan includes: standards for meeting those goals; sets priorities for increased revenues, increased capacity, reduced running times; and cost effectiveness. -

Last year, as a part of our Metrolink Cares initiative, we formed a partnership with the AHA – and I was honored to join the Los Angeles Chapter’s Board of Directors because I am very committed to CEO Stephanie N. Wiggins advancing healthy life choices. The Metrolink team participated in three heart walks last year. This year, I’ll be wearing my brightest red on February 7 in support of AHA’s National Wear Red Day to bring awareness to heart disease and strokes, which take 500,000 lives a year. Monterey Bay Area Network Integration Study Future Service Vision September 2020 Future Service Vision Summary Future Service Vision Monterey Bay Area Santa Cruz San Jose Building on long-standing efforts to re-establish regular passenger rail service to Integrated Network Monterey Bay and the Central Coast, the Monterey Bay Area Network Integration Capitola Study has developed a detailed Service Vision to guide the establishment and Aptos expansion of the future regional rail network. Aligned with the 2018 California State Watsonville Rail Plan, the Service Vision describes a network that connects regional communities to the San Francisco Bay Area and broader statewide rail network. The network has been designed through strategic analysis and operations Pajaro Gilroy modelling using clear guidelines and goals set by TAMC and regional stakeholders. The Service Vision seeks to maximize rider benefit, minimize capital and operations costs, shorten implementation timelines, minimize risk, and create Hollister a scalable service network. The design prioritizes service goals, customer experience, intuitive operations, direct connections, minimized travel time, and hub Monterey Service Highlights: Castroville stations to allow for pulsed-style scheduling and timed transfers.
