THE CORPORATION OF THE VILLAGE OF REGULAR MEETING OF MUNICIPAL COUNCIL October 4, 2004

MINUTES

Note: There was no Regular Meeting on September 20th due to the UBCM Conference in .

Present: Terry Zeller Acting Mayor Jeremy Evans Councillor Steve Hecocks Councillor Ed Minshull Councillor Bob Lafleur CAO

Acting Mayor Zeller convened the meeting at 7:00 P.M.

ADDITIONS TO AGENDA 9(b) Library shelving disposition, memo attached. 9(c) Request from the Salvation Army for complimentary use of the Victory Hall to accommodate the Christmas Play.

MINUTES (a) Moved, seconded that the minutes of the Regular Meeting of Municipal Council held September 7, 2004 be adopted as submitted.

CARRIED BUSINESS ARISING FROM MINUTES AND UNFINISHED BUSINESS

(a) Flag competition – confirmation of prize.

The CAO confirmed that there was no prize amount advertised.

Moved, seconded that the designer of the flag design chosen by Council be awarded a $50.00 prize for her efforts. CARRIED (b) Christmas Office Hours -

PETITIONS AND DELEGATIONS

(a) Michelle Loughery requested her presentation be carried forward to the meeting of October 18th.

(b) Ms. Freda Easy was permitted to report on her attendance at the RDOS Air Quality Committee Meeting August 26th. A copy of the minutes were taken and filed.

CORRESPONDENCE

(a) Letter from Freda Easy requesting the installation of automatic doors at the Village Office.

Moved, seconded that this item be received and referred to the Finance Committee for consideration. CARRIED

(b) Village of request for support for the "Team BC Marketing Initiative", a pledge for $150, and attendance at the conference.

Moved, seconded to receive only, and to advise Telkwa that we do not have the budget for this initiative CARRIED

(c) Letter from the Similkameen Garden Club re: hanging planters.

Moved, seconded to invite Garden Club members to the next Committee Meeting of October 25th. CARRIED

(d) Letter from requesting complimentary use of the Victory Hall October 23rd to host "Taste of our Valley"

Moved, seconded to approve the request. CARRIED BYLAWS

(a) Bylaw No. 679, 2004, Annual Tax Exemption Bylaw for the Regional Hospital.

Moved seconded that bylaw 679, 2004 be given first three readings.

REPORTS

Mayor Despot - submitted a written report (attached).

Councillor Evans – Reported on his attendance at the Recreation Commission Meeting September 30th with no new business to report.

Councillor Zeller – Reported on his attendance at Similkameen Country, that membership was up to 103 from 83, and that the AGM will be held November 6th. The Skate board committee will meet this Thursday.

Councillor Minshull – Reported on his attendance at UBCM and with the various Minister Meetings, at his attendance at the LSCS Society and Similkameen Valley Planning meeting in Hedley.

Councillor Hecocks – had nothing to report at this time.

Staff Reports - The CAO reminded Council of the lunch meeting with John Akerley October 15th at the Branding Iron, the Trails meeting of October 20th at 7PM, the report from Post that mail boxes would be replaced next year and that we will be using street addresses, and that Terry Underwood would like to meet with the KID Committee October 19th at 7AM to establish an agenda for the governance study.

Committee Reports

Moved, seconded that Public Works be permitted to expend up to $5000 for the purchase of a new fuel dispensing tank as per the report submitted by R. Stanley at the Committee Meeting September 27th. CARRIED

ACCOUNTS PAYABLE

There were no accounts payable at this time.

NEW BUSINESS

(a) Web Site Consulting Service Contract.

Moved, seconded that the contract with Michael McLaughlin to provide management services for the establishment of a web site be approved as amended. CARRIED

(b) Old Library Shelving

Moved, seconded that the old shelving from the library be donated to the Friends of the Library as the proceeds will be returned to library benefit. CARRIED (c) Letter from the Salvation Army re: Christmas Play

Moved, seconded that the complimentary use of the Victory Hall on October 16th for auditions, November 20th and 21st for practice, and December 11th for the play be approved if the hall is available and there is no conflict with Christmas light up or other annual events. CARRIED

Council also questioned as to whether there will be an admission charged, and if so, what will the funds be used for.
