Brief Analysis n February 5, 2004, a German court acquitted Abdelghani Mzoudi, a thirty-one-year-old native Moroccan, of O 3,066 counts of accessory to murder and membership in a terrorist organization (al-Qaeda). Mzoudi is suspected of having provided material and financial support to the Hamburg cell that helped organize and perpetrate the terrorist attacks of September 11, 2001. According to the presiding judge, Mzoudi was acquitted for lack of evidence, not out of a belief in the defendant's innocence. The acquittal was the most recent example of a growing dilemma faced by the United States and other countries in their efforts to prosecute suspected terrorists: how to gain access to intelligence for criminal proceedings without compromising the sources of that information. Indeed, Mzoudi's acquittal comes at a time when, despite nearly three years of fighting the war on terror, German intelligence claims that the presence of militant Islamist groups on German soil has reached new heights. U.S. officials face similar circumstances. Al-Qaeda in Germany Within days of the September 11 attacks, al-Qaeda activities in Germany quickly emerged as a key focus of the investigation. Three of the four suicide pilots -- Mohammed Atta, Marwan al-Shehi, and Ziad Jarrah -- were members of the Hamburg cell. -

Political Islam includes the establishment of Sharia (the body of Islamic religious law), which contains harsh restrictions on freedom of expression, as well as harsh punishments for apostasy and blasphemy and standards at odds with modern Western norms of gender equality. Political Islamists are actively attempting to extend the reach of Sharia over Western cultures and legal systems. This report addresses how, through means of actual physical violence, threats and intimidation, legal action, and political pressure, the emancipation of Muslim women is stunted if not ground to a halt. -

ABSTRACT Title of Document: THE RELATIONSHIP BETWEEN LEGITIMACY, TERRORIST ATTACKS AND POLICE Jennifer Catherine Gibbs Doctor of Philosophy, 2011 Directed By: Professor Laura Dugan Department of Criminology and Criminal Justice Scholars often suggest that terrorism – “the threatened or actual use of illegal force and violence to attain a political, economic, religious or social goal through fear, coercion or intimidation” (LaFree & Dugan, 2007, 184) – is a battle of legitimacy. As the most ubiquitous representatives of the government’s coercive force, the police should be most susceptible to terrorism stemming from perceptions of illegitimacy. Police are attractive symbolic and strategic targets, and they were victimized in over 12% of terrorist attacks worldwide since 1970. However, empirical research assessing the influence of legitimacy on terrorist attacks, generally, and scholarly attention to terrorist attacks on police are scant. The purpose of this dissertation is to examine the influence of state and police legitimacy and alternative explanations on the proportion of all and only fatal terrorist attacks on police in 82 countries between 1999 and 2008. Data were drawn from several sources, including the Global Terrorism Database and the World Values Survey. Surprisingly, results of Tobit analyses indicate that police legitimacy, measured by the percentage of the population who have at least some confidence in police, is not significantly related to the proportion of all terrorist attacks on police or the proportion of fatal terrorist attacks on police. State legitimacy was measured by four indicators; only the percentage of the population who would never protest reached significance, lending limited support for this hypothesis. Greater societal schism, the presence of a foreign military and greater economic inequality were consistently significant predictors of higher proportions of terrorist attacks on police. -

The DoC highlights the challenges, dynamics and relations involved in diplomatic practice that is aimed at protecting citizens outside of state borders and where traditional security concepts have little relevance. How has a globalized, more insecure world — with shifting relations and re- sponsibilities among states, their subordinates and other carers — affected the provi- sion of DoC? How do governments and private actors act on the DoC during and after crises? To illustrate, the article draws on the terrorist attack at a gas facility in Algeria in 2013 and the nuclear disaster in Japan in 2011, focusing particularly on the Norwegian framework and approach to protecting citizens abroad. In both crises, implement- ing the DoC required practical skills and measures beyond traditional diplomacy and institutionalized crisis mechanisms. Il ne s’agissait en aucune manière d’une affirmation « communauta- riste » – car les femmes ne constituent nulle- ment une « communauté » ni davantage une « catégorie » 1 de la population – mais d’une revendication pour plus de justice et pour la mise en œuvre du contrat social d’égalité affirmé sur le fronton des mairies de la République. La France de la liberté, de l’Universel, « des droits de l’Homme » accusait un retard patent dans la représentation politique des femmes par rapport aux autres démocraties dans le monde. En 1981, malgré la création pour la pre- mière fois d’un Ministère aux droits des femmes confié à Yvette Roudy, on ne trouvait que 5 % de députées et 2 % de sénatrices. En 1993, lorsque débuta le mouvement pour plus de représentation politique des femmes, l’Assemblée n’avait gagné qu’un point par rapport aux chiffres calamiteux des années 802, affichant 6 % et le Sénat 5 %.
