Environment Policy & Governance Environment Policy & Governance LIFE PROJECTS 2012 LIFE Environment Environment Introduction to LIFE+ Environment Policy & Governance 2012 LIFE+ Environment Policy & Governance 2012: Commission funds 146 innovation projects in 18 countries with €136.8 million The European Commission has approved funding for 146 new environmental innovation projects in 18 countries under the LIFE+ Environment Policy & Governance programme 2012. These projects will demon- strate new methods and techniques for dealing with a wide diversity of Europe’s environmental problems. The projects are led by ‘beneficiaries’, or project promoters, based in Austria, Belgium, Bulgaria, Cyprus, Finland, France, Greece, Italy, Luxembourg, Malta, the Netherlands, Poland, Portugal, Slovak Republic, Slove- nia, Spain, Sweden and the United Kingdom. They represent a total investment of €298.5 million, of which the EU will provide some €136.8 million. Za raziskavo je bila uporabljena italijanska arhivska vojaška dokumentacija iz Rima. V članku je opisan proces nastajanja ideje o diverzantskem napadu na vojaško pristanišče v Pulju, ki je bila na začetku bolj domena posameznikov kot pa italijanskega vojaškega sistema. Idejo je najprej razvijal poročnik Raffaele Paolucci, hkrati pa je major Raffaele Rossetti pripravljal posebno tehnično napravo, poimenovano Mignatta, ki je omogočala prevoz eksploziva in tudi obeh diverzantov. Julija 1918 je bila mignatta operativna in oba diverzanta sta se intenzivno urila v postopkih vdora v pristanišče. Ukaz za akcijo je bil izdan 30. oktobra 1918, določal je potek akcije, ni pa predvidel njenega natančnega datuma. Akcija se je začela 31. oktobra 1918 in že v začetku ni potekala skladno z načrtom. Diverzantoma se je z velikimi težavami uspelo prebiti v pristanišče. Ko sta postavila eksplozivno polnjenje pod trup Viribus Unitis, so ju odkrili. Pripeljali so ju k novemu poveljniku mornarice Države SHS kontraadmiralu Janku Vukoviću - Podkapelskemu, ki sta ga opozorila o nevarnosti. Poveljnik je ukazal evakuacijo posadke in dovolil obema diverzantoma umik na varno. Ladja se je po italijanskih informacijah potopila v 20 minutah. Diverzanta sta bila po petih dneh osvobojena in v Italiji sprejeta kot heroja. Za potopitev Viribus Unitis sta sprejela veliko denarno nagrado, ki pa so jima jo mnogi oporekali.

    A Samuele 4 Introduzione Il 10 giugno 1940 la voce energica di Mussolini annuncia dal balcone di Palazzo Venezia che «la dichiarazione di guerra è già stata consegnata agli ambasciatori di Francia e Gran Bretagna e di Francia»; l’8 settembre 1943 la voce rauca del maresciallo Badoglio annuncia per radio che «il governo italiano, riconosciuta l’impossibilità di continuare l’impari lotta, ha chiesto un armistizio al generale Eisenhower». Dal vitalismo aggressivo alla mestizia silenziosa: in mezzo, più di tre lunghi anni e mezzo infiniti, tra sconfitte al fronte, città bombardate, pane nero, alpini che non tornano dalla Russia e paracadutisti che muoiono a El Alamein. La guerra fascista 1940-43 è l’epilogo drammatico di una stagione dove la retorica della parola oscura la ragione: ultima arrivata tra le nazioni industrializzate, l’Italia degli «otto milioni di baionette» entra in conflitto contro il mondo, prima Francia e Gran Bretagna, poi anche Unione Sovietica e Stati Uniti. La disfatta è implicita nella sproporzione tra le ambizioni imperialiste del regime e le possibilità reali di un paese che dispone di tante braccia e pochi carri armati e che per produrre armi deve prima trovare chi gli venda ferro e carbone. Alleato con la Germania di Hitler in un rapporto sospettoso, inizialmente di competizione e subito dopo di subalternità, il fascismo ne segue la parabola, sprofondando la nazione e se stesso nella rotta: «non abbiamo alternative, vincere con la Germania o perdere con essa» afferma il duce nella primavera del 1943, quando gli angloamericani hanno ormai conquistato «Tripoli, bel suol d’amore» e stanno preparando lo sbarco in Sicilia.

    VIRIBUS UNITIS: ULTIMO ATTO TIBERIO MORO Premessa Nel 1989 è stata data alle stampe la biografia di Raffaele Rossetti, già ufficiale del Genio Navale e attore principale dell’affondamento della corazzata austro-ungarica Viribus Unitis nella rada di Pola nella notte fra il 31 ottobre e il 1° novembre 1918.(1) L’Autore, nel suo lavoro, metteva in evidenza prioritariamente l’aspetto ideologico-politico di Rossetti, in particolare nella sua posizione di oppositore al regime fascista, specialmente durante il suo volontario esilio a Parigi, nell’ambito della concentrazione antifascista, fino al suo ritorno in Italia alla fine del 1939 e alla sua morte nel 1951. Tutto ciò che riguardava il “comparto militare” dell’ufficiale, ossia la sua formazione in Marina e il servizio in guerra, e infine il suo contrasto con i vertici della Marina, veniva lasciato alle parole dello stesso Rossetti, che venivano riportate su un libretto che ebbe una vita travagliata: Contro la “Viribus Unitis”, stampato in due riprese dalla Libreria Politica Moderna di Roma nel 1925; la seconda edizione è annessa al volume di cui la prima parte, invece, è la biografia dell’ufficiale. Nella “Premessa” al proprio volume il prof. Rainero scrive: La tenace ricerca della verità, che fu per Rossetti un obiettivo primario della sua attività postbellica, può essere anche veduta attraverso la vicenda (1) R.H. Moro del suo libretto, il quale ebbe a subire significative vicende di edizione. Composto e dato alle stampe, una prima volta agli inizi del 1925, esso ebbe l’avventura di subire l’assalto dei fascisti che ne incendiarono la tipografia.

    06-2 La situazione militare sul campo Rispetto al corso delle vicende belliche nel resto d’Italia, dopo l’8 settembre ‘43 nelle regioni del Nord Est (Friuli, Venezia Giulia Fiume, Istria e Dalmazia) gli avvenimenti seguono un corso completamente diverso, che identificano una “storia locale” purtroppo quasi mai riportata nei libri scolastici , e sconosciuta ai più. Con l’”Operazione Alarico” i tedeschi , con qualche piccolo RSI apporto militare della neonata Repubblica Sociale, andavano ad attestarsi su una linea di difesa Linea Gustav chiamata “Linea Gustav”, imperniata su Montecassino, riuscendo a fermare l’avanzata anglo-americana verso nord: si trattava di uno schieramento ben definito. Nelle terre orientali , invece, si fronteggiavano varie formazioni militari , schierate sui fronti opposti ma anche in contrasto fra loro e con alleanze incrociate, che variarono nel corso del conflitto. Tedeschi della Wehrmacht XIIArmata Erano alleati di italiani e ustasha croati, nemici di serbi cetnici (vedi oltre) . Dopo l’8 settembre divennero nemici degli italiani, ma collaboranti con i cetnici serbi in chiave anticomunista. Italiani del Regio Esercito L'equipaggiamento di ben 10 divisioni italiane abbandonate in Jugoslavia dopo l’8 Settembre fu acquisito dalle formazioni partigiane comuniste. Inoltre alcuni militari italiani vi confluirono, proseguendo la guerra contro i tedeschi. Non fu però loro consentito di formare reparti italiani autonomi, che si sarebbero certamente opposti ai progetti di annessione territoriale . Negli anni successivi nacque una discussione sulla necessità bellica di questa azione, considerando il fa tto che erano in corso le tra/lati ve di resa fra l'impero austro-ungarico, in via di disfacimento e il Regno d'Italia. in effetti l'operazione era progettata da tempo, ma l'accelerazione alla sua realizzazione pare sia stata imposta da motivi internialla Regia Marina sia da motivi politici più generali:infa tti la flotta austro-ungarica risultava essere diventata fa r parte di un non ancora costituito Regno dei Serbi, Croati e Sloveni. Se il Regno di Serbia era un alleato durante la guerra, gli altri due popoli risultavano fa r parte dell'Impero austro-ungarico, per cui nazionalità sconfille e questo "pas­ saggio di proprietà " appariva come un tentativo di sottrarre la flotta della nazione sconfitta al suo destino di preda bellica italiana. Questa ricerca intende fa re un po' di chiarezza, grazie anche a nuovi documenti trovati all'Uffi cio Storicodella Marina italiana, su questa controver­ sia che, sebbene vecchia di 90 anni, non è mai stata affrontata in modo esauriente.
