Addressing health disparities is increasingly important as the population becomes more diverse. It is projected that people of color will account for over half (52%) of the population in 2050. Keynote Speaker: DR. COLETTE PIERCE BURNETTE President & Chief Executive Officer, Huston-Tillotson University

The NFBPA Building Blocks conference opens with a bang, as Dr. Colette Pierce Burnette, Huston- Tillotson’s sixth President and Chief Executive Officer, will join us. Dr. Burnette is the first female president of the merged Huston-Tillotson University and the second female president in the institution’s 140-year history.

Dr. Burnette is an experienced leader in higher education with a deep commitment to student success. In 2012, she served as interim President at Pierce College in Puyallup, Washington, leading the college within a district environment and working collaboratively with executive leadership to serve more than 30,000 students each year. Dr. Burnette had an extensive career at Central State University in Wilberforce, Ohio, from 1999 – 2012 that scaled to Vice President for Administration and Chief Financial Officer where she provided financial, analytical, physical plant, auxiliary services, capital construction, and human resources leadership to achieve mission-based goals. Additionally, at Central State University she served as Vice President for Information Technology and Chief Information Officer.

She earned her Master of Science Degree in Administration with honors from Georgia College in Milledgeville in 1983 after completing a Bachelor of Science Degree in Industrial and Systems Engineering from Ohio State University in 1980. In 2003, Dr. Burnette graduated from the Harvard Graduate School’s Education Management Development Program. She completed an Ed.D. in Higher Education Administration at the University of Pennsylvania. She has two children Daarel II and Daana. She is married to Dr. Daarel Burnette, a proficient administrator and consultant in higher education finance and fiscal leadership. Dr. Burnette is affiliated with many organizations and holds membership in Delta Sigma Theta Sorority, Inc.

Unfinished Business with Public Safety: Ensuring Justice and Protection for All

Join this dynamic panel as it engages in conversations about race, equity, and public safety, with an eye toward the future of public safety in America. On the heels of international outrage surrounding the deaths of George Floyd (MN), Breonna Taylor (KY) and Ahmaud Aubrey (GA) among others, cities and counties across the country are taking on the challenge of racism and equity head-on. When tragedy strikes, media cameras descend, and the public loudly voices its opinions. Citizens pick sides, thrusting the community into turmoil and unwelcomed attention.

Tragedies involving children elicit the strongest reactions. A shooter takes the life of a 17-year-old, with perceived inaction from the police. A child is killed after a motorist hits her bicycle. In recent occurrences, deadly actions have been caught on video for the world to see, which ignited protests around the world. The media, public and elected officials will scrutinize every action taken by local government professionals as the situation unfolds. Working in a fishbowl has never been so true. PRESENTED BY NFBPA Public Policy Forum: Racism Is A Public Health Issue

In a recent Pew article, it was stated that “Being black is bad for your health. And pervasive racism is the cause.” That’s the conclusion of multiple public health studies over more than three decades. According to Dr. Georges Benjamin, executive director of the American Public Health Association, “We do know that health inequities at their very core are due to racism. There’s no doubt about that.” More recently, research has shown that racial health disparities don’t just affect poor African Americans, but they also cross class lines.

The bleak statistics have helped convince more than 20 cities and counties and at least three states, Michigan, Ohio, and Wisconsin, to declare racism a public health crisis. Racism structures opportunity and assigns value based on how a person looks. The result: conditions that unfairly advantage some and unfairly disadvantage others. Racism hurts the health of our nation by preventing some people the opportunity to attain their highest level of health.

Racism is a driving force of the social determinants of health (housing, education, and employment) and is a barrier to health equity. SESSON 8 Leadership in the Information Age: The Four Essentials

The Leadership paradigm of the Industrial Age (1760 to 1840) was “Command & Control. “Do what I say, I am the boss;” Many employees bought the “Command and Control” concept.
